M I N U T E S Councilmember Bauch stated the street financial study is being considered in committee. oc /0 TUKWILA CITY COUNCIL Tukwila City Hall COMMITTEE OF THE WHOLE MEETING Council Chambers Council President Harris called the Tukwila City Council Committee of the Whole Meeting to order. MABEL J. HARRIS (COUNCIL PRESIDENT), JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES, JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI. Mayor Van Dusen, Maxine Anderson (City Clerk), Rick Beeler (Planning Director), Jim Hoel (Assistant Fire Chief), Tom Keefe (Acting Fire Chief), Jim Haney (City Attorney), Bob McQueen (Assistant Police Chief), Don Morrison (City Administrator), Nick Olivas (Assistant Fire Chief), Don Persson (Acting Police Chief), Byron Sneva (Public Works Director), Don Williams (Parks and Recreation Director). Council President Council PResident Harris reported on meeting she attended in Olympia with Mayor Van Dusen, Planning Director Beeler, and City Engineer Ross Earnst. The four county meeting considered financing transportation needs in their counties. Community Affairs Councilmember Joe Duffie, Chairman of the Community Affairs and Parks Parks Commitee, reported on the proposed annexation of Riverton Heights area. He introduced Shirley Robinson, Bill and Janice Sheffler in the audience. They have been instrumental in seeking the annexation. Jim Haney, City Attorney, explained the processes that will take place and some alternatives that are possible. Mayor Van Dusen suggested the petitioners meet with him and the City Attorney so the requirements of the annexation can be fulfilled and it can be done as quickly as possible. The area has a population of 350 -400 people. Kathy Stetson, audience, talked about the boundaries of the proposed annexation. She said there are many questions the citizens would like to have answered. They are planning a meeting for Thursday at 7:00 p.m. at the Community Center. Joan Foyer, 13405 42nd Avenue South, stated the boundary should be the middle of 144th, as it would then include the two schools. It was determined the Mayor, a staff member and no more than three Councilmembers would attend the meeting. Councilmember Duffie reported on the status of Fire District #1 annexation. Staff is working on the time schedule, it is hoped it will be on the November ballot. There will be two public hearings. Councilmember Hernandez, Chair for the Committee, reported on the dangerous dog ordinance that is ready for the next committee meeting. Mayor Van Dusen requested two items be added to the agenda under Special Issues. They are: Tukwila News and Narcotics officer. Don Morrison, City Administrator, advised Spring Clean -Up will be April 16 through 24, 1988. The issuance of coupons will follow the previous procedure, which was considered successful. Council President stated this matter has been discussed in Committee Reports. Disc. on Fort Dent/ Mayor Van Dusen reported he attended a King County Council Meeting Open Space with Don Williams, Parks and Recreation Director, and Councilmember Stoknes. In the meeting it was stated that the Duwamish Tribe would like Fort Dent. The matter was moved back to the Finance Committee. It may be April when it is brought before the Council again. In the meantime they suggested that Tukwila take over the maintenance of the UKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING January 25, 1988 age 2 PECIAL ISSUES Contd. d sc. on park. t. Councilmember Robertson stated if the City takes over the management of Fort Dent it be with the understanding that all capital equipment and personnel requirement expense be fully recovered in the first year by the City and it be on a contract basis at no cost to the City. Mayor Van Dusen stated staff can come back to the Council with some financial figures. It was the consensus of the Council that if the City takes over the management of Fort Dent it would be at no expense to the City. .ukwila News Mayor Van Dusen reported a newspaper (16 page) has been suggested for the City. It would be delivered once a week to 2400 homes. This would be a good way for the City to publicize legal notices and announcements to the public. It will cost $30,000 to get it started. A presentation will be made to the Council. Jarcotics Officer Acting Police Chief Persson stated the narcotics program will be staffed by one officer from Tukwila, Renton, Auburn and Kent. It will be in operation the second week in February. There is a $272,000 grant; vehicles will be leased with a change each month; City of Auburn will authorize expenditures. Police Officer Chris Hurst has been selected as the narcotics officer from Tukwila. MOVED BY MORIWAKI, SECONDED BY STOKNES, THAT THE MAYOR BE AUTHORIZED TO SIGN THE AGREEMENT AND IT BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. :XECUTIVE SESSION MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE COUNCIL GO INTO EXECUTIVE 9:40 10:00 P.M. SESSION TO CONSIDER A PERSONNEL MATTER. MOTION CARRIED. MOVED BY STOKNES, SECONDED BY HERNANDEZ, THAT THE COUNCIL MOVE OUT OF EXECUTIVE SESSION. MOTION CARRIED. \DJOURNMENT 10:00 P.M.
