Council Chambers Regular Meeting M I N U T E S CALL TO ORDER In the absence of Mayor Van Dusen, Council President Harris and called the Regular Meeting of the Tukwila City Council to PLEDGE OF ALLEGIANCE order and led the audience in the Pledge of Allegiance. ROLL CALL JOE H. DUFFIE; MABEL J. HARRIS, Council President; MARILYN G. STOKNES; JOAN HERNANDEZ; CLARENCE MORIWAKI. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT COUNCIL MEMBERS BAUCH AND ROBERTSON BE EXCUSED FROM THE MEETING. MOTION CARRIED. APPOINTMENTS City Attorney CITIZEN'S COMMENTS Riverton Annexation CONSENT AGENDA Mayor Van Dusen has asked Council to concur with his recom- mendation to appoint the firm of Lesourd and Patten as the Tukwila City Attorneys, effective February 1. It is the understanding that Lawrence E. Hard will serve as City Attorney; John Colgrove will serve as Assistant City Attorney; and Jeffrey Wishko will supervise prosecution in the Municipal Court. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT COUNCIL CONCUR WITH THE MAYOR'S APPOINTMENT OF THE FIRM OF LESOURD AND PATTEN TO BE ATTORNEYS FOR THE CITY. MOTION CARRIED. Kathy Stetson, 13258 40th Ave. So., thanked Council and staff for the assistance given at their Thursday night meeting on a proposed annexation. She submitted a petition to the City containing 78 signatures. They are now going to discuss pre annexation zoning issues with the Community Affairs Committee. a. FOR CONSTRUCTION OF SOUTHCENTER BOULEVARD IMPROVEMENTS (62ND AVE. SOUTH TO THE T -LINE BRIDGE) IN THE AMOUNT OF $908,439.75. MOTION CARRIED. Council President Harris explained that Council has a policy that in matters such as an appeal they prefer to have them heard before the full Council. Tonight there are two members absent with a public hearing scheduled on an appeal of the Board of Architectural Review decision on plans for a 54 -unit apartment complex proposed by Gencor. She has polled the Council whether to hold the public hearing this evening and let the absent members listen to the 'tape or postpone the hearing until all members are present. Council felt it would be more reasonable to have everybody listen at the same time. She suggested that the hearing be postponed to February 29 when a Special Meeting could be held. Cris Crumbaugh, Attorney, asked if the hearing could be held before the 29th. Their building permit application has been in since June 9, and this would make it another month's delay. Steve Friedman, Gencor, said they have a financial business issue that needs to be closed prior to that date. Discussion followed and the 29th was agreed upon. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE PUBLIC HEARING BE DELAYED UNTIL FEBRUARY 29, 1988. MOTION CARRIED. MOVED BY STOKNES, SECONDED BY DUFFIE, THAT COUNCIL AUTHORIZE THE MAYOR TO EXECUTE AN INTERLOCAL AGREEMENT THAT WOULD ALLOW THE NARCOTICS TASK FORCE TO BEGIN OPERATION BY AGREEMENT BETWEEN TUKWILA, RENTON, KENT, AND AUBURN. MOTION CARRIED. MOVED BY STOKNES, SECONDED BY DUFFIE, THAT COUNCIL AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH ENTRANCO ENGINEERS, INC. FOR CONSTRUCTION ENGINEERING SERVICES FOR SOUTHCENTER BOULEVARD IMPROVEMENTS IN THE AMOUNT OF $182,370.00.* Ross Earnst, City Engineer, explained that this is an esti- mate of the cost. It is an hourly contract and the City will only pay for the services that are required. Enough money is included to cover the total contract time. If additional funds are needed, it will come from the ending fund balance. This is a negotiated contract. *MOTION CARRIED. Attorney Hard reported that a lawsuit has been filed against the City by a man who was rescued by the Fire Department during an industrial accident at the Rendering Works. Don Morrison, City Administrator, reported that the Management Review Study for the Public Works department and General Administration has been completed and distributed to Council. He recommended that Council read at least the recommendation in the executive summary and discuss it at a Committee of the Whole Meeting. This is an important report. Real Estate Firm ADJOURNMENT Council President Harris explained that she has been looking into the possibility of contracting with a real estate firm to handle City real estate transactions. They would go as the Real Estate Company to look at areas the City might be interested in purchasing. In this way, they could get a com- mitment and the owner would not raise the price just because they knew the City was interested. MOVED BY HERNANDEZ, SECONDED BY DUFFIE, THAT THE SUGGESTION OF CONTRACTING WITH A REAL ESTATE FIRM TO REPRESENT THE CITY IN REAL ESTATE TRANSACTIONS BE PLACED IN THE COMMUNITY AFFAIRS COMMITTEE.
