CALL TO ORDER Council President Morgan called the Committee of the Whole Meeting to
order.

Maxine Anderson (City Clerk), Rick Beeler (Planning Director), Jim
Haney (City Attorney), Don Morrison (City Administrator), Byron Sneva

COUNCIL PRESIDENT'S reported
REPORT Council President Morgan /she attended a Fire Department Memorial for
fallen firemen on Sunday as Mayor Pro Tem. The memorial was held
in Tukwila.
The public meeting for the proposed community center will be held
on May 18. Letters will go to the residents in the City advising
them of the meeting.
Council President Morgan reported she has received post cards from
the bicycle club asking that the trail that goes north of I -405
follow the river as closely as possible. Don Williams has reviewed
the plans. A public information meeting will be held on June 1.
The bicycle club will be invited to attend and give input.
Council PResident Morgan reported she received a call from an employee
asking the Council to reconsider the political action ordinance as
a similar ordinance in the City of Bellevue was thrown out. Mr.
Haney, City Attorney, has written up a version to revoke it. Reference
is made to Administrative Policy for employees. This matter will be
put in the Finance and Personnel Committee.
Council President Morgan reported Councilmember Simpson will be taking
a class on Strategic Planning. City Councilmembers are urged to
share the information they receive.
Councilmember Duffie reported the City with the largest number in
attendance at the Mariners game on May 21 will receive $10,000 to
use as they wish.
Councilmember Bauch stated he has received a request from the Public
Safety Committee to offer series of hepatitis B shots. Police and
firemen may be exposed. The County offers the shots in a series
of 3 that immunize for life. It will cost $120. A local physician
is offering the series for $113. The committee recommends that
the shots be offered on a voluntary basis. The police have the money
in the professional services budget. The Fire Department can take
it out of the fire pension fund. It will be on the Consent Agenda
next meeting.
The committee has discussed Council benefits and they are gathering
data to be presented to the Council.
Utilities Committee Councilmember Simpson reported on sewer services outside the City.
Byron Sneva, Public Works Director, stated he had received a couple
of applications. It is up to the City Council to approve.
Councilmember Harris stated the Council has set the policy not to
extend sewer services outside the City. If they want to have the
sewer services that can ask to be annexed.
City Attorney Haney said the Council can go into Executive Session
to discuss this next week. There is another issue on that agenda
that will be discussed in the same Executive Session.
Mission Statement Council President Morgan said the Council can take the Mission
Statement that has been developed and work from that; develop
one using input from employees, boards, commissions, etc.; or
develop one as a Council task and call upon resources.

Missions Statement Council President Morgan stated she recommended starting with
contd. the material that has been presented in the proposed resolution.
Public input will be requested from sources. A work plan
will be put before the Council channeling the input and the time
frame. The proposed resolution will be a starter on the process.
Committees or individuals will be assigned to do parts of it.
Annexation Policies Rick Beeler, Planning Director, stated the annexation policies
&Criteria as presented conflict with King County's definition of interlocal
agreements.
Council travel,
training and
expenses policy.
MISCELLANEOUS
Councilmember Harris stated #6 in the memorandum dated May 6
stating "Services equal to those in the entire City will be
made available to the newly- annexed areas," might be a hard
statement to fulfil. It was suggested that it read: "Services
that are available to those in the entire City will be made
available to the newly- annexed areas."
Council PResident Morgan requested that Rick Beeler, Planning
Director, bring in material that will not cause a conflict with
King County.
Lucy Laterback, Legislative Coordinator, stated #5 is policy and
criteria.
Rick Beeler, Planning Director, stated the City should hire a
summer intern to put together the maps and the geographic outlays.
We could then begin drawing plans on where to go; we should begin
working with subcommittees and see if more information is needed;
we need to rethink policies.
Council President Morgan said six months or a year should be a time
frame for this.
Councilmember Bauch said his vision for Tukwila is to the Seattle
City limits on the north; to Renton City limits on the east; to
Kent City limits on the south; and to the boundaries of the Sea
Tac port on the west.
Council PResident Morgan stated she would write a memorandum to
administration requesting this action and the matter will be on
the agenda in September. A work plan will be worked out with Mr.
Beeler.
Councilmember Simpson stated the fees for an annexation EIS from
four firms will cost from $50,000 to $180,000. The firms will
be interviewed and the reasons for the wide difference in prices
will be explained.
Councilmember Bauch suggested that Section 5, (B), state the
request should be submitted to the vote of the full Council
and the last sentence deleted.
Council President Morgan stated the proposed resolution will be
revised a bit and it will be on the agenda of the next meeting.
Council PResident Morgan reported on her representation to the
Seattle Center Management Committee. They are ready to go forward
to the Council with a management recommendation.
Councilmember Harris reported on her representation on the
King Subregional Council.
Councilmember Duffie reported that he and City Clerk Maxine
Anderson have been nominated to be the liaison between the
community and the school district.

EXECUTIVE SESSION Council President Morgan stated an Executive Session would be
9:15 9:30 P.M. held for 15 minutes to discuss the possible purchase of property.
