Mayor Van Dusen called the Tukwila City Council Regular Meeting
to order and led the audience and the Council in the Pledge of
Allegiance.

COUNCIL MEMBERS MARILYN G. STOKNES, JAMES J. MCKENNA.
MOVED BY DUFFIE, SECONDED BY HARRIS, THAT COUNCIL PRESIDENT MORGAN
BE EXCUSED FROM THE MEETING. MOTION CARRIED.

SPECIAL INFORMATIONAL MEETING
New Community Center Mayor Van Dusen presented the background information on the Community
Proposal. Center proposal.
Don Williams, Director of Parks and Recreation, explained the
feasibility study.
Tony Araggone, audience, said he did not see or hear anything
about a library. Will the library be another building or will it
be part of the Community Center that is proposed? A new library
is needed.
Don Williams answered a library is not in the approximated cost of
a new Community Center. However, it was taken into consideration
for the land purchase and the parking.
Mr. Araggone, audience, said he thought the library should be part
of the proposed Community Center. The senior citizens and the
youth could get together. He said he would like the location of
the Community Center close to where he and most of the people in
Tukwila live on the hill.
Nancy Moore, audience, asked if the City will be penalized with
the lease from the Southgate School if the City no longer uses that
property as a community center? Mayor Van Dusen answered that the
City will not be penalized.
Nancy Moore, audience, asked if the property on West 53rd belongs
to the City? Mayor Van Dusen said the City has leased it. It is
Southcentral School property.
Wayne Carter, audience, asked if any of the proposed sites will
require an EIS prior to purchase.
Rick Beeler, Planning Director, answered the EIS will occur when the
City has the plans drawn up for the Community Center. Many of
the decisions will focus on the site. It is possible an EIS will
not be required.
Wayne Carter, audience, said the site he is interested in is owned
by the MacAbees. It is a significant buffer between concrete and
steel. The citizens in the vicinity would be further served. If
the money is going to be spent it will be something that will benefit
the most people for a long time. This is a perfect site for a big
building.
Nancy Moore, audience, stated the City needs the Community Center in
the heart of Tukwila. We need a location that would be convenient
for everyone. She said she never could see the Community Center being
down at Southgate.
Wayne Carter, audience, asked if the City Council would make the
decision on their own or will they consider input when they decide?
Mayor Van Dusen answered the Council is empowered to make decisions
but they are guided by and concerned about the input. If the
Community Center is financed by a G.O. it will be with the vote of
the people. In that case the final decision will be the citizens
by the way they vote.

Councilmember Harris said there is no other way the City could pay
for a Community Center other than by G.O. This meeting is to see
the interest of the City in a new Community Center.
Wayne Carter, audience, asked if one of the proposed sites is
near the Southgate School? Mayor Van Dusen said it is not one
of the proposed sites, but it was looked at.
Councilmember Bauch said there has never been any talk of closing
the Southgate facility. The senior citizens say they are happy
there.
Anna Bernhard, 14241 59th Avenue South, asked how successful the
the programs are at Southgate? It seems that it is mostly senior
citizens who are using the facilities.
Don Williams, Director of Parks and Recreation, said there are
winter and summer programs at the present Community Center. Most of
the summer programs are for youth and are held out of doors. There
is a full senior citizen program. Mr. Williams explained some of
the programs that are offered, also the rentals that are available.
They think it is successful. Twenty -four percent of the residents
have not been to the Center.
Anna Bernhard, audience, said most of the people do not know the
success of the programs. She thought there should definitely
be a library as part of a new facility.
Kathy Stetson, audience, stated she lived near the current
Community Center. Most of the summer programs are for youth
and are held out of coors. There is a full senior citizen progam.
Her concern was that the present site of the Community Center would
be left vacant and unused. Many children have benefited from the
Community Center. As a Center for Tukwila it is probably out of
the center of things.
Jerry Homith, audience said he agreed with Mrs. Stetson and would
like to see a new Community Center Where the Southgate School is
located.
Anna Bernhard, audience, said she thought the Pond property would
be a good location. Perhaps there is a possibility the Southgate
School will be reopened again and used as a school.
Don Williams, Director of Parks and Recreation, explained the
proposed locations for a new Community Center. Four acres of
undeveloped land is needed along with other criteria. The
proposed sites are not the only vacant lots and some other desirable
locations may have been overlooked.
Carol Ness, new resident in the City, said she did not know there
was a Community Center. Apartment dwellers do not know of this
facility.
Lynn Devoir, Recreation Coordinator, stated the activity calendars
go out to the residents of the City, including apartment dwellers,
every quarter.
Several residents in the audience stated, without giving their
names, that they would like a new Community Center located in
the residential area so their children could bike and walk to
the location without fear of traffic.
Joyce Biesland, audience, said she understood there will be a
new high school to vote on at the next election. What will happen
if the high school and a new community center are on the same
ballot?
Councilmember Simpson said the majority of the school board
felt if the school issue and the community center issue went
before the public at the next election it would not present a
problem.

Councilmember Harris stated Mrs. Strander, resident of Tukwila,
had asked her to speak for her. She said she would like to
see the community center and the school issue presented as a
cooperation with the school. She suggested the City go together
with the school and build something that would be large enough
to take care of the high school and the community center.
Wayne Carter, audience, asked what the new high school and a
new community center would do to their taxes.
Councilmember Simpson said the school board felt it would not
affect the people of Tukwila since the school is located out of
Tukwila.
Councilmember Harris said she felt just about everyone here would
be affected by both of the issues.
Wayne Carter, audience, said the Walker property was favorable to
him.
Virginia Whitney, audience, said she would like to see a community
center located on the MacAbee property. The bus line goes by it.
Councilmember Harris said many of the phone calls she received
indicated they would like to have a community center located on
the Pond property because it would be available to the business
community and they could help pay for it.

Councilmember Bauch said the City of Kent has two large facilities.
Both of them are located downtown.
Councilmember McKenna said a large amount of the cost would be
paid by the tax base which is in the commercial area. The citizens
of the City will use it wherever it is located.
Anna Bernhard, audience, asked if Foster golf course has any property
available to be used as a community Center.
Don Williams, Director of Parks and Recreation, said property
at the golf course is limited. There is only 71 acres and a
regular golf course requires 100 acres.
Wayne Carter, audience, said the Southgate Center seems to be used
by one segment. Is it used to capacity by the seniors?
Lynn Devoir, Recreation Coordinator, said the present Community
Center provides transportation for the seniors and they bring
people to it. The 144th Street location seems to be the best
place and most accessible.
Cris Crumbaugh, audience, said he had some thoughts about the proposed
Center being in the business area. The City could charge user's
fees to some. By inviting business people the City might create
traffic they would not want. There are possible benefits by
locating in the business area. The City might want to build a
building large enough to incorporate a community center and
other City facilities.
Nancy Moore, audience, said she thought the center should not be
in the business district. That is not the place for it and not the
place to send children.
Victor Hernandez, audience, said the Pond area is nice. The City
needs a community center. It cannot be handy for everyone. A
decision will have to be made as to which will serve the majority
in the best manner.
Cris Crumbaugh, audience, said he was not pushing for the Center
to be located in the business district. A location on the hill
could have better supervision.

high density residential to office and rezoning the same

and authorizing execution of a concomitant zoning agreement.

Byron Sneva, Public Works Director, stated they are checking the
bids and placing the recommendation in the Transportation Committee.
They will ask for approval after review by the Transportation
Committee.
Nancy Moore, audience, stated a year ago she received information
on road improvement on 56th Place. She thought construction
would take place and be completed by June. She wanted to know
what is going to happen.
Rick Beeler, Planning Director, said that development is waiting
for stabilization of the earth. They should be breaking ground
very soon for some of those units.
Byron Sneva, Public Works Director, said everything has been
acquired. It is scheduled for construction this year. Most
of the traffic will come out on Interurban.

Councilmember McKenna said some property outside the City that was
included in LID 5 paid to have the sewer. Those people should be
able to connect.
Councilmember Simpson asked what the cost would be to give them
their money back.
Councilmember McKenna said the Council might want to leave the
ordinance as it is now and look at it on a case -by -case basis.
This would give the City flexibility.
