Council President Morgan called the Tukwila City Council Committee
of the Whole Meeting to order.

(COUNCIL PRESIDENT), CHARLES E. SIMPSON, MARILYN G. STOKNES, JAMES
J. MCKENNA.
Mayor Gary L. Van Dusen, Maxine Anderson (City Clerk), Rick
Beeler (Planning Director), Moira Bradshaw (Assistant Planner),
Ross Earnst (City Engineer), Jim Haney (City Attorney), Don
Williams (Parks and Recreation Director).
Clarence Moriwaki, Park Commission, reported the consensus after
the public hearing held the previous week was that
144th and Macadam Road was the favored site for a proposed Community
Center.
Councilmember McKenna reported the Finance and Safety Committee
will initiate an ETS engineering budget transfer. They are
considering Council benefits and voucher payments which will
include emergency vouchers.
Councilmember Harris reported the Transportation Committee is
considering the sidewalk plan policy and the CBD financial study.
Councilmember Bauch reported attending the Task Force Interlocal
Agreements for Solid Waste Meeting The plan will relieve the City
of all liability that would occur because of the solid waste. The
complete plan needs to be drawn up for the utility. This will
not be done until the City signs. It takes two thirds of the
population outside the county to adopt. It sets up a form to
advise the county on the utility. It is based on population.
Council President Morgan reported Suburban Cities will meet June 3
at Longacres.
Councilmember Harris reported attending a meeting in the Tri- Cities
as a representative of LEOFF.
Mayor Van Dusen reported attending a meeting with Bob Grieve. He
stated there needs to be more official noise to oppose the energy
recovery plant being placed in the south end. Everyone needs to
make "noise" to the County Council.
Councilmember Stoknes Councilmember Stoknes said as a result of the public meeting on a
proposed community center it appeared the community wants the
center but there were only 26 citizens in attendance. The next
step is whether or not it should be placed on the ballot for
a fall vote.
Councilmember McKenna said a fall vote would be fine on the proposed
community center but we have not come up with a cost. It is
difficult to vote on anything until the public knows what the
cost will be.
Don Williams, Director of Parks and Recreation, said the City
Council has to decide on the site and then the cost can be
determined.
Mayor Van Dusen said the City Council should decide on one or
two sites and then we can get into the appraisals and costs so
we will have the ends tied up and can proceed.
Councilmember Harris said all of the 26 people in attendance at
the public meeting had varied opinions. It was her thought that
eventually Tukwila will need a new community center. In her
opinion not enough study has gone into definite plans to enable
it to be voted on this fall. The 26 people attending the meeting
is not representative of the 4,700 people in the City. There
are many questions that need to be answered.

Council President Morgan said Lucy Lauterbach, Legislative
Coordinator, will start working on the Mission Statement
according to the planned program.
Council President Morgan adjourned the Tukwila City Council
Committee of the Whole Meeting.
