MINUTES City Hall Council Chambers Mayor Van Dusen called the Special Meeting of the Tukwila City Council to order and led the audience and the Councilmembers in the Pledge of Allegiance. MABEL J. HARRIS, EDGAR D. BAUCH, WENDY A. MORGAN (COUNCIL PRESIDENT), CHARLES E. SIMPSON, MARILYN G. STOKNES, JAMES J. MCKENNA. Maxine Anderson (City Clerk), Rick Beeler (Planning Director), Ross Earnst (City Engineer), Jim Haney (City Attorney), Don Morrison (City Administrator), Byron Sneva (Public Works Director). COUNCILMEMBER DUFFIE ARRIVED AT THE MEETING AT 7:10 P.M. MOVED BY HARRIS, SECONDED BY SIMPSON, THAT THE PROPOSED RESOLUTION BE READY BY TITLE ONLY. MOTION CARRIED. Jim Haney, City Attorney, read a resolution of the City Council of the City of Tukwila, Washington, adopting a six -year transportation improvement program and directing the same to be filed with the State Secretary of Transportation and the Urban Arterial Board by title only. MOVED BY HARRIS, SECONDED BY MCKENNA, THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED. Byron Sneva, Public Works Director, recommended the Council reject bids received on May 14, 1987 because the three units offered did not meet the specifications. He suggested the Council reconsider the budget for this unit and reconsider the Pierce County bids for a Jet -Vac Unit. In discussing this with the City Attorney the City may not be able to piggy -back on the Pierce County bid. Jim Haney, City Attorney, said there are two requirements: 1) enter into an interlocal agreement for the purchase, or 2) be sure the call for bids by the entity used the same bidding procedures. The City of Tukwila uses the Valley Daily News and it is not likely the Pierce County bids were advertised there. The alternative is passing the resolution rejecting the bids. You can then rebid and contact the Pierce County MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED REOSLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Jim Haney, City Attorney, read by title only a resolution of the City Council of the City of Tukwila, Washington, rejecting all bids received by the City for a single engine catch basin cleaner and high pressure rodder. MOVED BY HARRIS, SECONDED BY SIMPSON, THAT THE COUNCIL PASS THE RESOLUTION AS READ. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY MCKENNA, THAT COUNCIL APPROVE THE BUDGET TRANSFER IN THE AMOUNT OF $11,000 AND READVERTISE FOR BIDS. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE SPECIAL MEETING ADJOURN. MOTION CARRIED.._ Van' Du en, Mayor No Booher, ecording Secretary
