COMMITTEE OF THE WHOLE MEETING CALL TO ORDER COUNCIL MEMBERS PRESENT SPECIAL ISSUES City Goals for the 1988 Budget. REPORTS Mayor ADJOURNMENT 9:05 P.M. M I N U T E S Council President Morgan called the Committee of the Whole Meeting to order. MABEL J. HARRIS, JOE H. DUFFIE, EDGAR D. BAUCH, COUNCIL PRESIDENT WENDY A. MORGAN, CHARLES E. SIMPSON, MARILYN G. STOKNES. OFFICIALS PRESENT Jim Haney (City Attorney), Lucy Lauterbach (Legislative Coordinator), Don Morrison (City Administrator), Mayor Gary L. Van Dusen. The discussion commenced with the subject of growth and development. Annexation was discussed with the need to look at some of the City policies, quality versus quantity, and a look at restrictions to limit housing. Each Council committee responded to a request as to what they would like to see as goals for the 1988 budget. Finance /Public Safety Personnel in the Fire Department is 47; 36 in the Police Department. The Council may want to pass a policy relating to the continuation of contracting with other fire districts. The same policy could apply to utility districts. They would like to expand the annexation policy. They would like to build true reserves which are off limits: deprec- iation on buildings, cumulative reserve for streets, buildings, rail. Utilities Their goal would be to look at bonded indebtedness and at storm water utilities. Parks and Recreation They would like to see a park or green space in the Central Business District; they would like to look at audit and cost implications of taking over Fort Dent; also historic preservation. Community Affairs They would like to see the sidewalks finished in 1989, get a single zip code for Tukwila, have regional connections of trail, see a levy system, and help those living at Linden Lea Lodge. Transportation They would like to see Southcenter Boulevard to T -Line bridge completed; Macadam Street completed, gain right -of -ways on Interurban, and proceed with the TIP. General Discussion Councilmembers would like to see personnel training continued but the impacts need to be reported. They would like to see a comparison of court costs versus service; affirmative action should be a team effort; planning area for annexation is an urgent priority; continue training for economic development; keep current City staff; plan for maintenance and expansion of representation in regional government. Mayor Van Dusen stated Tukwila candidates for election can be listed in the Washington Voter's Pamphlet. He will report the charge to the Council. Council President Council President Morgan stated she would like to have an Executive Session during next week's Regular Meeting of the Council.
