M I N U T E S
Council President Morgan called the Committee of the Whole Meeting
to order. The Flag Ceremony was led by Girl Scouts of Troop 1107,
Angle Lake Service Unit.

CHARLES E. SIMPSON, MARILYN G. STOKNES, JAMES J. MCKENNA.
PROCLAMATION Mayor Van Dusen read a Proclamation proclaiming March 8 through
March 14, 1987 as Girl Scout Week.
Council President Morgan stated Councilmember Simpson suggested that
the Council President be elected at the last regular or special
meeting in December.
The matter was discussed and the thought was newly elected members
coming into the Council would not be able to vote in December; there-
fore they would not be able to participate in the selection of the
Council President they would be working with when they took office.
The consensus vote for an election of the Council President in
December was Simpson and Stoknes; Harris, McKenna, Duffie and Morgan
voted to elect the Council President at the first Regular Meeting of
the Council in January.
Section 2.04.030 (a) Accepted as presented. (b) Councilmember
Duffie thought the Council should sit at the Council Table. It
made the meeting appear more official.
Council President Morgan said she would like to see this experiment
with the agenda.
(c) Council President Morgan stated the Retreat would be held the
third week end in January, this way all Councilmembers would be aware
of it far in advance.
(e) The City Attorney will look at this section and advise the
City Council.
The committee of the City Council will be Transportation, Utilities,
Community Affairs /Parks, and Finance /Personnel /Safety.
(g) Deleted last sentence.
(h) The agendas for the committees will be out on Monday and Friday.
(i) Delete sentence.
Section 2.04.040. Delete "and its committees."
Section 2.04.230. The compensation for City Councilmembers and
Mayor is under consideration. The Legislative Analyst will get
a benefit package assembled.
Council President Morgan stated she would like to examine the use
of Council time. The Council members have put in a lot of time on
the land -use appeal that is presently being considered. An alternative
to having the Council having to consider such matters is to have
a Hearing Examiner or share a Hearing Examiner.
Council productivity was discussed and the following questions were
discussed: What is the concept of information movement and Council
action we want to have? What are current functions of meetings? What
could the functions be? What is the most effective role of our
Legislative Analyst?

COUNCIL RETREAT The Council Retreat will be held at Sudden Valley on Saturday
and Sunday, March 14 and 15, 1987.
