JAMES HANEY, City Attorney; MAXINE ANDERSON, City Clerk; BYRON SNEVA, Public Works Director; ALAN DOERSCHEL, Finance Director; DON MORRISON, City Administrator. Police Chief Pierce introduced Officer John Kallas, the new lateral entry officer who recently moved here from Spokane. He also introduced Blazer, the new dog for the Canine Division. Mayor Van Dusen issued the oath of office to the two new members of the Department and welcomed them to Tukwila. a. Approval of Minutes: April 6, 1987 b. An ordinance of the City of Tukwila amending the 1987 Budget to appropriate revenues and expenditures to fund the agreement between the City of Tukwila and King County Fire Protection District No. 1 and establishing an effec- tive date. d. Budget Transfer Motion #87 -04 Refurbish surplus Fire Department Aid Unit and convert to emergency operations center. e. Authorize the Mayor to execute a Developer's Agreement with COSTCO to design and construct a signal at Saxon Drive and Andover Park East. f. Set May 4, 1987, as the Public Hearing date for four land use actions. MOVED BY MORGAN, SECONDED BY DUFFIE, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED. MOVED BY MORGAN, SECONDED BY SIMPSON, THAT COUNCIL HOLD A SPECIAL MEETING ON MONDAY, APRIL 27, 1987, PRIOR TO THE COMMITTEE OF THE WHOLE, FOR THE PURPOSE OF CONSIDERING THE RESOLUTION AND THE FINDINGS AND CONCLUSIONS FOR THE VALLEY VIEW ESTATES APPEAL. Valley Hwy. to Nelson Pl. and install a signal on West Valley Hwy. REPORTS Animal Control Mission Statement Jet Pac Machine MISCELLANEOUS ADJOURNMENT 7:50 p.m. Council Member Harris reported that the Transportation Committee sent this forward with a recommendation to approve. The developer is proposing to build a hotel in the area and has agreed to install a new access street, water line, sidewalk, and to modify the signal on West Valley Highway. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT COUNCIL AUTHORIZE THE MAYOR TO ENTER INTO A DEVELOPER'S AGREEMENT WITH ROBERT POON, Kingston Realty and Investment, Inc, Alhambra, Ca. Councilman Bauch said, for the record, the City should con- sider, in the future, vacating that portion of Nelson Place that extends into the project site. *MOTION CARRIED. Based on the continual complaints on dogs running loose in the City, Mayor Van Dusen suggested that Council could again look at contacting Renton to see if they would be interested in patrolling for Tukwila or Council could consider setting up our own enforcement. Council President Morgan commented that, at the present time, we are not paying the County for animal control. Any other method will cost money. Councilman McKenna said there is a dog running loose in his area that children are afraid of and won't walk past the house. Council President Morgan announced that she will be placing discussion on a Mission Statement and Strategic Objectives on the Work Meeting schedule for the next few months. Byron Sneva, Public Works Director, reported that they had planned to purchase a jet pac machine under the bid received by Pierce County. The low bid they received was $140,000 which is $10,000 over the amount in the budget. They will be looking at an alternate plan for the repair or purchase of a different machine. It was suggested that he discuss further plans with the Finance Committee. Michael Running, speaking for Robert Poon, thanked Council for their assistance in processing the Developer's Agreement so they can proceed with their project.
