Position.

(COUNCIL PRESIDENT), CHARLES E. SIMPSON, MARILYN G. STOKNES,
JAMES J. MCKENNA.
Mrs. Regel, audience, stated she hoped the next concert in the
Council Chambers will be well advertised. The one held on April 21
had only 15 adults and 4 children in attendance.
Dan Saul, audience, stated Clean Up Week was appreciated.

MINUTES
Council President Morgan called the Committee of the Whole Meeting
to order at 8:20 p.m.
Councilmember McKenna stated if there is to be a full time Mayor there
is need of a job description.
Councilmember Duffie stated he felt there should be either a full time
Mayor of a City Administrator, but not both. He presented a letter
from a citizen stating this same point of view.
Councilmember Stoknes said she did not know what the job of Mayor
entailed. Mayor Van Dusen outlined some of his duties.
Council President Morgan stated the Council should determine the
matter in accordance with the City's needs.
Councilmember Harris stated this is the eighth time the matter of full
time Mayor has come to the attention of the Council There are only
nine full time mayors in the State of Washington. Delegation of duties
is important.
Councilmember Simpson said he agreed with Councilmember Harris he did
not see the need of a full time mayor.
Councilmember Bauch stated while he was mayor he asked to have the posi-
tion made full time and was refused. Many cities in Washington are
growing and have part time mayors.
Council President Morgan stated when the Council determined to have a
City Administrator they determined the position of mayor would be part
time.
Dick Goe, audience, stated we have a full time administrator and the
mayor i,part time. The City Administrator is not elected and the
mayor is an elected official. Both are not needed.
Councilmember Harris said she thought the City of Tukwila needs a
Council /Manager type of government. There are few qualifications
spelled out for mayor must be a resident of the City for one year;
at least age 21, etc.
Anne Crain, audience, stated she was in favor of a full time mayor.
Councilmember Duffie stated he was in favor of either a full time mayor
or a city administrator, but not both as full time positions.
Councilmember Bauch stated the matter does not need to go forward; a
vote would show what the Council is in favor of.
MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE BE ON
THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL AND THAT SECTION
1 BE DELETED AND IN SECTION 2 THE MAYOR'S SALARY BE ESTABLISHED AS
$14,000 PER ANNUM. MOTION CARRIED, WITH DUFFIE AND STOKNES VOTING NO.

Staffing the Council President Morgan stated the discussion on the subject
Personnel Function indicates the Council is in favor of a personnel officer position
and an administrative secretary to spend 40% of time in personnel
and 60% of time in secretarial support to the Mayor's office.
It will be on the agenda of the next Regular Meeting of the
Council under Old Business.

Council President Morgan stated the proposed resolution will be
on the agenda of the next Regular Meeting of the Council.
Benefits for City Councilmembers in adjacent cities were
discussed. Council President Morgan stated the matter would be
considered on the agenda of the next Regular Meeting.
Councilmember Bauch stated with respect to salaries for Council
members he felt the present salary is adequate.
Council President Morgan stated it is the consensus of the
Council that the Council salaries remain the same.

Mayor Van Dusen reported Mr. Sanchez is willing to meet with the
Council regarding the problems with loose dogs.
Mayor Van Dusen reported it is necessary to name two delegates
to the AWC. Council President Morgan stated it would be
Councilmember McKenna and Morgan.
Councilmember Simpson stated the utility sewer extension outside
the City would be discussed at the next Committee of the Whole Meeting
Don Morrison, City Administrator, requested an Executive Session
at the next meeting of the Council to discuss the police negotiations.
