Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and Ied the
audience in the Piedge of Aflegiance.
ROLL CALL

Dennis Robertson, De'Gean Quinn, Allan Ekberg, Verna Seal, Kathy Hougardy, and KohaKruUer.

a. Swearing in of Officer Aaron Madriaga. Mike Villa, Police Chief.
Mike Villa, Police Chief, introduced Officer Madriaga to the City Council. Officer Madriaga relocated to
Tukwila from Hawaii where he worked for the Honolulu Police Department for 5 years. He has a
Bachelor's Degree in aviation science and e joys music and weight training.
Mayor Haggerton administered the Oath of Office to Officer Aaron Madriaga (Badge #216), and his wife
pinned on his badge. Officer Madriaga introduced his family members, and expressed that the transition
to Tukwila has been very smooth and welcoming.
The Mayor and Councilmembers welcomed Officer Madriago to the City of Tukwila.
b. Introduction of Adam Kerchner, GoIf Maintenance Specialist. Robert Eaton, Parks
Superintendent
Curt Chandler Golf Supervisor, introduced Adam Kerchner to the City Council. Mr. Kerchner has had
experience working at other gotf courses and came highly recommended. Mr. Kerchner said he is
extremely happy working in a field that he toves.
The Councilmembers and Mayor welcomed Mr. Kerchner to the City.
c. Introduction of Laura Benjamin, Community Development Planner. Jack Pace, Community
Development Director.
Jack Pace, Community Development Director, introduced Laura Be jamin to the City Council.
Ms. Benjamin has a Master's Degree in urban planning from UCLA, and she has also worked for the
Puget Sound Regional Council (PSRC). She expressed that she is pteased to be able hz help Tukwila
grow.
The Councilmembers and Mayor welcomed Ms, Benjamin to the City.

d. An award from the American Planning Association and Planning Association of Washington
for the Community Connectors Program in the category of citizen involvement. Jack Pace,
Community Development Director.
Mr. Pace explained that the City of Tukwila, along with its partners Forterra and Global to Local, were
recognized by the Washington Chapter of the American Planning Association and the Planning
Association of Washington for outstanding contributions to the field of planning in the category of citizen
involvement. This was based on our Community Connectors program that trained Tukwila residents about
city government and planning issues so they could bring members of their communities into the
Comprehensive Planning process. Mr. Pace displayed the award to the City Council.
The Mayor and Counui|nlembenaoongratulabed Mr. Pace and the community partners on receiving this
award.
e. An update on the Tukwila Pool Metropolitan Park District (TPMPD) support services transition.
Robert Eaton, Parks Superintendent.
Robert Eaton, Parks Supehn0endert, utilized a Powerpoint presentation to provide a summary of the
support services transition plan. He explained the Tukwila P001 is in transition from being operated and
maintained by the City of Tukwila to a self-operated model by the Tukwila Pool Metropolitan Park District
or TPMPD. City of Tukwila staff are committed to assisting with the transition to ensure a seamless and
successful experience for the poOl patrons. The staff initiated the transition plan on July 29, 2014 and
have been working toward the goal of the transition being completed by December 31, 2014. A transition
matrix was created to capture essential tasks, and the Parks and Recreation Department has served as
the lead in working through the matrix and tracking essential tasks.
Mr. Eaton said the pool will be closed at 1:00 p.m. on December 24, 2014 to allow adequate time forfinal
logistical details to be completed. The pool will be re-opened by the TPMPD in 2015. The City will
continue to allocate necessary staff resources to ensure a positive transition and set the TPMPD up for
success in the future.
CITIZEN COMMENTS
A|maViUeQas. 10627 53rd Avenue South, is the Community Programs Director with Global to Local. She
expressed appreciation for the partnership between Global to Local, Forterra, and the City. The
Community Connectors program provides an opportunity to citizens that did not previously exist. She
extended a reminder about upcoming Community Connectors events on November 19, 2014 for the
Somali population and November 22, 2014 in English at Showalter Middle School at 10:00 a.m. She said
the nex 3 speakers are involved with the Community Connectors program and will be sharing their
experiences.
Reina B|andon, 13880 38th Avenue South, is representing the Latino community. She has lived in
Tukwila for 4% years and is working as a Community Connectors. She has participated in the TIB
(Tukwila International Boulevard) project and has worked with citizens by going house to house. She is
pleased to be able to assist the Latino community in guiding them to the correct office to get help. She
hopes the City will continue to support the Community Connectors program as the best way to help all
citizens.
Yasin Abdella, 3515 South 146th Street, is representing the Eritrean population. He has lived in the City
for about 3 years. The majority of his clients are having problems finding affordable and quality housing.
He referenced a large family that lives in a one bedroom apartment that ended up with a family member
having health problems. Many of his community members have similar problems, and they hope for
improved living conditions.
Helber Mo, 14132 37th Avenue South, is representing the Burmese community. She is working as a
Community Connector and said the majority of people feel the housing is getting so expensive that they
cannot afford to live in the City. They live in over-crowded conditions that create air quality problems and
cause health issues. Some of the apartments have cockroaches and drug dealers. They hope the City
can provide funding for improved code enforcement and living conditions.

Joan Hernandez, 15224 Sunwood Blvd., inquired about why the video recording of the Council meeting
last week is not yet available online.
David Cline, City Administrator, said the intent is that the video go up as soon as possible after the
meetings. He explained the City is transitioning to a new system to improve cable efficiency and that
might have affected the delay in the video being uploaded.

Councilmember Kruller said she will not support the motion. She stated that good government is
comprised of a balance of making improvements and reductions and scrutinizing those areas that are no
longer necessary. She is supportive of the key steps being taken that are part of the Strategic Plan and
other goal oriented programs. She is opposed based on the need to represent those in the community
who are overwhelmed by the stress of a low economy and who are on fixed incomes or have had no
changes in low income wages. Many of the people in Tukwila fit into these categories, and upward
trending costs of local government does not equate to balance and does not represent good government.

Mayor Haggerton thanked the City Council for the hard work and long hours they put into the budget
process.
NEW BUSINESS
An update regarding the Tukwila International Boulevard (TIB) redevelopment financing by Marc
Ragan, Analyst Duncan Brown, Senior Managing Consultant, and Susan Musselman, Director,
from PFM (Public Financial Management, Inc.).
Peggy McCarthy, Finance Director, said an update on the TIB redevelopment financing is being provided
this evening by the financial management consultants. At the meeting on November 24, 2014, two
ordinances will be brought before the Council for discussion, with potential adoption occurring on
December 1.2D14.
The TIB redevelopment p jectieintandedhoredumemimethroughacquihngpropertieawbhintheCity'a
urban renewal zone. To date, almost $4 million has been spent on three motels in the area. A fourth
purchase is planned for early 2015. Interim financing has been provided through fund balance or savings
in the Facilities Fund and through a $1.9 million interfund loan from the General Fund to the Facilities
Fund. Ms. McCarthy introduced Marc Ragan, Duncan Brown, and Susan Musselman from PFM.
The staff from PFM utilized a Powerpoint presentation to provide information about this hopic, with key
points as follows:

• Variable rate 3-year line of credit for approximately $2.25 miUion, the projected proceeds from future
sale of the purchased properties on Tukwila International Boulevard
• Fixed rate 20-year bond offering for approximately $3.85 million, the estimated net cost to the City for
the project
• The plan anticipated annual debt service of approximately $28,000 for the line of credit and
approximately $285,000 for the 20-year bond
Line of Credit Financing Proposals:
• Five banks proposed terms for the $2.25 million line of cred t component of the financing
• Cashmere Valley Bank
• Columbia Bank
• Capital One Public Funding
• Zions Bank
• Bank of the West

• The recommended proposal was provided by Bank of the West at LIBOR (London Interbank Offered
Rate) plus 1.0096 for a term of 3 years
• The variable rate is currently 1.2396, based on the current 3 month LIBOR
20-year Bonds Financing Proposals:
• Four banks proposed terms for the $385 million 20year component of the financing

• Columbia Bank
• Capital One Public Funding
• Zions Bank
• Proposals containing variable rate terms ranged from approximately 3.0096 to 4.28%
• One 20-year fixed rate proposal was submitted with a rate of 6.34%
• The recommended proposal was provided by Zions Bank with an initial average rate of 3.00%
• First 10 maturities are fixed for the term of the loan
• Last 10 maturities are fixed for the first 5 years, then reset based on the 5-year Federal Home Loan rate
Recommendation and Timeline:
PFM recommends that the City:
• Move forward with the proposal from Bank of the Wes for the line of credit
• Move forward with Zions Bank for the 20-year bond

The Councilmembers asked clarifying questions regarding the presentation and thanked the staff from
PFM for the informative update.
REPORTS
a. Mayor
Mayor Haggerton reported that on November 11, 2014, he attended the Veterans Day celebration at the
Museum of Flight, where Councilmember Duffie was in full ceremonial uniform with the Honor Guard. On
November 13, 2014, the final values discussion was undertaken with City staff, and the meetings have
been very well received, On November 14, he attended the Southwest King County Chamber of
Commerce (SWKCC) luncheon, where the City was commended for its work with Fnrtenra. On November
17, the Mayor met with Seattle Mayor Ed Murray, where they discussed a host of items of mutual interest
to include boundary line issues and public safety concerns associated with the Link Light Rail system.
b. City Council
Councilmember Duffie commended Joyce Trantina from the Mayor's office for singing Oh America" at the
Council meeting on November 10, 2014 in honorofVeterans Day.
Council President Quinn thanked the Councilmembers for their diligent work during the budget process
and for asking the hard questions.
Councilmember Ekberg attended the Veterans Day celebration at the Museum of Flight.
Councilmember Seal has been busy handling issues associated with the TPMPD.

Councilmember Hougardy reported that she was recently in Eugene, Oregon and was able to watch the
CouncI meeting on television, It would be beneficial to watch our Council meetings online as soon as
possible after the meetings. Ms. Hougardy reported that she attended the recent Soundside breakfast
meeting. She noted that Soundside is the result of a rebranding effort from SKCEDI, the South County
Economic Development Initiative. Additionally, she attended the Highline Forum where Iegislative
representatives were in attendance. She also attended the Showalter parent meeting where cultural
liaisons were in attendance to seek ways to make it easier for all cultures to attend parent-related events.
Mayor Haggerton thanked Councilmember Hougardy for her effort and commitment toward the
Soundside Alliance; it has been very beneficial for the City.
Councilmember Kruller attended the Veterans Day celebration at the Museum of Flight. On November
12, 2014 she attended the SCA (South Cities Association) PIC (Public Issues Committee) meeting, where
they passed the item on Youth and Community Athletic Facilities. Further discussions will center on a
property tax cap and Tiger Cub grants. She also attended the recent Transportation Policy Board
meeting. On November 14, 2014 she attended 3 events: a Joint meeting of the Minority and Justice
Commission regarding bias toward the treatment of people of color in the system; the Southwest King
County Chamber of Commerce (SWKCC) luncheon; and the fundraising event for the Tukwila Pantry.
She thanked City staff, the Rotary Club, and Councilmembers for their participation in the fundraising
event. She reported that the 43rd annual Economic Forecast Conference will be held on January 15,
2015.
c. Staff
David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to
answer any questions.
Councilmember Hougardy said she was pleased the CA report had a photo of recycling bins;
Councilmember Ekberg appreciated the update on the TIB timeline in the report; and Councilmember
Kruller extended kudos to the City Administrator and staff for being responsive to her on a holiday.

MISCELLANEOUS
Councilmember Robertson said that a few years ago, the Council was concerned about the conditions in
residential areas of the City. Code enforcement efforts were increased, and the City borrowed a
residential rental inspection program from Pasco that has proven very beneficial for multi-family properties
in the City. He is concerned that greater efforts are needed in single family areas of the City, and he has
talked with administration about looking at what other jurisdictions might be doing that could benefit the
City. If a majority of the Council is interested in pursuing this, the City Administrator has said that staff
could prepare a work plan that includes an analysis to determine what other jurisdictions across the
country may be doing regarding improving conditions in residential neighborhoods.
The Councilmembers discussed this issue with comments as foliows: The importance of looking at cities
in northern California as their legislation seems to have staying power; The possibility of the use of signs
requesting clean-up in lieu of fines; The importance of networking on this issue at the upcoming NLC
(National League of Cities Conference); and The significance of benchmarking as the first step.
Council consensus existed to proceed with a work plan and analysis to determine what other
jurisdictions across the country are doing regarding improving conditions in residential
neighborhoods.

Councilmember Duffie referenced discussions he has had with the schoo district superintendent wherein
it was conveyed they are in support of the Washington Place development.
Council President Quinn said today was the final day of the Local Economy Food Initiative, and an official
roII-out of the plan will be forthcoming. The King Conservation District got their $5 million proposal
approved. Grant funds will be available for food related initiatives. He said there will be money and staif
time available for issues that Tukwila has identified as a viable need, He also commended
Councilmember Kruller for her efforts in this area.
Councilmember Kruller said that as it relates to the school district and the Washington Place
dave|opment, it would be helpful if the RCW or conditions of doing an exemption for multiple districts
could be outlined in the related documentation on the project.
Council President Quinn emphasized that the Washington Place development has not yet come before
the full Council and is set for a public hearing (November 24, 2014).
Councilmember Kruller said that as it relates to the King Conservation District, some of the activities for
the task force have gone to noon meetings, which makes it difficult for her to attend. She suggested
consideration be given to who may be able to attend when she is unable to do so.
