M E M O R A N D U M
The above industrial (M -2) short plat is ready for final approval
by Fire and Public Works. Today, Public Works indicated it will
not approve the short plat until Traverso resolves the need for
additional improvements along East Marginal Way.
As I understand it, street front access is unlimited (i.e. no curb
or sidewalk), causing traffic /safety concerns. Public works wants
Traverso to install curbs (+ sidewalks ?) to limit access.
Alternatively, Public Works may accept a notation on the short plat
survey of this requirement for future development.
I believe this requirement is not an appropriate condition for this
short plat, for the following reasons:
1. Relative to site access, the Short Subdivision Code
requires "adequate access to all parcels" (TMC
17.08.070). With unlimited access, it appears the site
already has adequate access for fire trucks and other
vehicles. A fire lane can be striped /labelled if needed,
at the time of building permit approval.
2. None of the Public Works comments on the plat (1/15/93,
1/27/93, 2/19/93, 3/10/93) clearly stated that revision
of the street frontage would be a requirement for the
short plat.
3. Public Works maintains that this requirement was made
known earlier. At the request of Public Works, Traverso
wrote a note 2/12/92 that "if future development is
constructed, the owner would modify the existing entrance
to accomodate fire access..." However, it is not clear
whether this is a developer's agreement, short plat
condition, or what. There is no indication what the
issue is which the note is intended to address. Such a
note does not clearly address nor resolve Subdivision
Code requirements for adequate access.
I have told Public Works that I will not require this additional
item in Traverso's plat _Please-- meet_w th Ron and /or John Pierog
to discuss and resolve by Thursday, 3/23/931

Scott Traverso has submitted revisions to his commercial short plat
application at 12115 East Marginal Way South (Sam's Tire).
Attached is a revised survey and revised legal descriptions.
Carol has referred the Traverso file to me. In reviewing your
comments in the file, it appears that Traverso still needs to submit
additional information. My questions are as follows:
1. There are no sewer or water availability letters, as John
previously requested. Do you need these? Has Traverso
demonstrated adequate fire flow, as Mike previously
requested?
2. The revised survey shows the location of two existing fire
hydrants. On a copy of the survey (attached), I have
sketched all future building footprints. Based on this, a
portion of the future building on Parcel D is beyond the
300' hydrant limit. Has Traverso proposed some other means
to provide fire protection?
3. Traverso has not shown 2' contours nor provisions for storm
drainage, as John previously requested. Is this information
necessary?
4. Didn't the City recently vacate a portion of East Marginal
Way in front of Traverso's property? (If so, I will ask -
Traverso to show this on the survey.)
