RESOLUTION NO. 1210 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUKWILA, WASHINGTON, ESTABLISHING A
POLICY FOR PROCEDURES AND PROGRAMS TO
ENCOURAGE AND INCREASE THE PROCUREMENT
OF RECYCLED PRODUCTS AND RECYCLABLE
PRODUCTS BY CITY DEPARTMENTS AND
CONTRACTORS.
WHEREAS, the City of Tukwila finds that it is desirable to adopt a procurement
policy promoting the use of recycled products and recyclable products by City
departments and contractors, thereby stimulating the demand for these products and
helping to develop markets for materials that have been diverted from the solid waste
stream, and
WHEREAS, the City will develop an administrative policy to implement a
recycled products program within the City -wide purchasing effort,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Purpose.
This policy shall be known as the "Tukwila Recycled Product Procurement
Policy." Its purpose is to promote the development of markets for recycled
products and recyclable products.
Section 2. Designated Recycled Products.
Included are paper and paper products; other designated products including
but not limited to compost products, lubricating oil, and hydraulic oil with
refined oil content; and other products as identified and designated by the City's
purchasing authority.
Section 3. Procurement Policy
a. As the City's centralized purchasing authority, the Finance Department is
designated the lead department.
b. All imprinted letterhead, envelopes and business cards will be printed on
recycled paper after existing stocks are depleted.
C. A price preference of up to 10% shall be offered for recycled paper products
except when they are already required.
d. A Recycled Products Committee shall be established to identify potential
uses for recycled products and develop any necessary testing and
evaluation procedures and assist in implementing City -wide recycled
product procurement guidelines.
e. An evaluation process will be established to monitor progress. Included
will be management of increased user participation; increased expenditures
for recycled products purchased and decreased expenditures on non-
recycled products; and minimum content standards or specifications used
for procurement of recycled products.
Section 4. Lead Department Finance
The Finance Department shall:
a. Designate recycled products list.
b. Develop administrative procedures for purchase of recycled products.
C. Establish price preference policy as desired for all products eligible under
this program.
d. Be responsible for implementing City -wide procedures related to recycled
products procurement.
e. Be responsible for Recycled Products Committee.
f. Prepare report for Recycled Products Committee which is forwarded to
King County annually.
