Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. Per comments at our plan review meeting, it appears that some of this work is already existing; i.e., driveway, water line, etc., and in some cases not accurately located. Since the plan does not clearly show what is existing, my comments will treat this submittal as new construction. When the revised plans are submitted with existing and proposed work fully identified, you may disregard comments which will not apply to existing construction. A typical residential site plan is enclosed for your reference. Specific information needed for each type of permit applied for is listed on the back of the Utility Permit Application Form (copy enclosed). Please note the general requirement that plans need to be "...stamped by a licensed engineer... ". The following additional information needs to be shown on the plans: 1. Right -of -way and all public /private easements need to be shown on the plan. Fire hydrant and /or requirements for a sprinkler system should be coordinated with the City Fire Department. It appears that this building needs to be relocated closer to the existing hydrant if a sprinkler system is to be avoided. This assumes that adequate flow and residual pressure exist. An analysis demonstrating a minimum 1000 gpm with a 20 psi residual pressure needs to be provided along with a certificate of water availability from Water District No. 125. The turnaround design also requires approval from the Fire Department. 4. It may be necessary to apply for a Land Altering Permit. Referring to the requirements for a Land Altering (Grade /Fill) Permit, additional information is needed. Two foot existing and proposed contours need to be shown for the entire development including the access road. Retaining walls or rockeries should be shown. Maximum height of rockery is 4 feet. An estimate of the yardage of cut and fill and the quantities of materials, if any, being hauled to and /or from the site are to be indicated. This will determine whether or not a Hauling Permit is required. An erosion control plan incorporating temporary and permanent measures needs to be addressed. 5. Even though the sanitary side sewer permit will be issued by the Val Vue Sewer District, it is still necessary to comply with City standards and receive approval for the design from the City. Distances greater than 150' for side sewers require a private main extension. The plan should show the type of pipe, size, slope, cleanouts and test Tee(s). Adequate flushing velocity of 2 feet /second needs to be verified. A copy of the certificate of sewer availability from Val Vue is to be provided. 6. Referring to the requirements for a Storm Drainage Permit, the type, size, slope and length of runs, are to be shown. Runoff from the driveway should not flow onto the public right -of -way. 7.
