Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. No changes will be made to the plans unless approved by the Architect and the Tukwila Building Division. 2. Plumbing permit shall be obtained through the King County Health Department and plumbing will be inspected by that agency, including all gas piping (296 - 4722). 3. Electrical permit shall be obtained through the Washington State Division of Labor and Industries and all electrical work will be inspected by that agency (277 - 7272). 4. All mechanical work shall be under separate permit through the City of Tukwila. 5. All permits, inspection records, and approved plans shall be posted at the job site prior to the start of any construction. 6. Any exposed insulations backing material to have Flame Spread Rating of 25 or less, and material shall bear identification showing the fire performance rating thereof. 7. Curb Cut /Access /Sidewalk Permit (Permit Fee = 525.00) This permit provides for your access on to South 148th Street. Prior to issuance of this permit, you will need to provide a copy of the recorded document for your new legal easement description. 2. Land Alterin• Permit Permit Fee = 9 7 .50 This fee was calculated using 550 cubic yards as the total measure of land altering activity. Since all of the excavated material was used as fill on -site, the above quantity is the one used. The permit fee breaks down as follows: Plan Review Fee = $22.50 Grading Permit Fee = 75.00 Total $97.50 3. Storm Drainage Permit (Permit Fee = $25.00) Also, as a condition for the issuance of these permits, you will need to sign a Water System No- Protest Agreement for the future upgrade of the currently undersized four inch water main in South 148th Street. Box 6986 Bellevue, WA 98008 SUBJECT: PABCO Spec Home, 4037 South 148th Street Utility Permit Application.(PC No. 91 -509) Dear Mr. Butrim: The Public Works Department has reviewed the site plan for the above development. The short plat for this property was approved and has been filed in the King County Assessor's Office. The original parcel will now be treated as three separate parcels, each with its own tax parcel identification number and associated billing address. Apparently the account identification numbers have not yet been assigned. Until such time as they are, short plat and lot numbers could be shown on the Utility Permit Application (UPA) Form for easier identification for financial matters. The site plan submitted shows development on all three parcels; the locations of some of which are outside of established utility /access easements. Three separate UPA's need to be completed, if only because of the three water meters serving three separate tax parcels. It appears that only a residence on Lot 2 is being proposed at this time. The following technical comments are provided for your guidance and information: 1. If there has been a 10 foot wide dedication of land to the City for public right -of -way as indicated on the plan, then property and right -of -way lines on the plan need to reflect this. The access /utility easement to Lot 2 also needs to be clearly delineated. 2. A Curb Cut /Access /Sidewalk permit will be necessary for this private road off South 148th Street. The road entrance should be designed so that runoff from the public right -of -way does not flow onto private property. A berm may suffice for this purpose. A new curb and gutter along the private road are indicated on the plan, but none are shown in the road cross- section. If there is no curb to contain the road runoff, then the backslope on the thickened pavement edge needs to . be increased to 5 -10% to keep runoff in the trough. Previous short plat documentation indicates that any residences on these lots will need to be sprinklered . Questions concerning the need for hydrants /sprinkler systems should be directed to the City Fire Department. 4. For the Land Altering (Grade /Fill) Permit, the quantities for cut and fill need to be indicated separately on the plan. An erosion control plan incorporating temporary and permanent measures needs to accompany or be addressed in the site plan and /or notes. The quantities of material to be hauled to and /or from the site also need to be identified either on the plan or in separate correspondence. She complained about the three -home project located at 4037 S. 148th Street. She reported that one home has been built in an area where there is a stream. The file records show that she and another local resident complained to the city_ last spring about home construction disrupting a watercourse. I visited the site yesterday and noted a drainage ditch along the first home that has been constructed on Lot 2. The site has been filled for road construction and lot preparation so drainage conditions have been altered. You have noted in the Sierra file that there is no watercourse on this site. It appears that a SEPA checklist should have been submitted because the total amount of fill for the project exceeds 500 cubic yards. The permitting occurred several months ago with your review.
