Mayor Van Dusen called the Regular Meeting of the Tukwila
City Council to order and led the audience in the Pledge of
Allegiance.

Sam Ruljancich, firefighter, explained the current ticket
sale to the Mayor and Council. Their local union #2088 has
been active in a phone solicitation fund raiser. They are
selling tickets for a family Christmas Show to be held on
December 21, 1986. The performance is done by a professional
touring troup. It will be held in the auditorium at Puget
Sound College in Edmonds. The firefighters will use the
money for the BAT program (Basic Aid Training) and for NFPA,
Fire Prevention Program for Children. Firefighter Ruljancich
presented a check for $500 to Mayor Van Dusen to be used in
the Southcentral School District for these programs. The
firefighters' main goal is toward helping children.
Jim Buck, Assistant Manager and Dan Graves, Kent Shelter
Supervisor of King County Animal Control were present to
discuss control problems in Tukwila. Mr. Buck explained that
they have 10 trucks on the streets of their service area 7
days per week in 12 hour shifts -6:00 a.m. to 9:00 p.m. The
current time period for Tukwila is 8:00 a.m. to 8:00 p.m.
The Kent Shelter opens at 10:00 a.m. and closes at 8:00 p.m.,
however, the phone is answered 24 hours per day for messages.
Complaints are increasing. Barking dogs are not considered a
priority call. They are interested in coming up with a
better way to handle these complaints as usually they involve
neighbors. During the months of August and September, they
responded to approximately 100 calls within the boundaries of
Tukwila.
Council Member Morgan suggested that a Citizen's Advisory
Board be organized to examine complaints and reflect com-
munity concerns back to Animal Control. There has to be some
way for on -going communication. She suggested that the
representatives come back to the City twice a year on their
own, not just when invited by the City.
Police Chief Pierce commented that Animal Control has been
very cooperative with the officers. The Police Department
will respond to complaints on barking dogs outside of the
hours that Animal Control is open.

Mayor's Budget Message Mayor Van Dusen reviewed his annual message on the 1987
budget. (The full text is included in the proposed budget.)
This budget is within the fiscal capabilities of the City and
is a most responsible budget. It closely follows the five
year capital improvement and financial plans as well as the
recently submitted new initiatives. One significant change
is an increase in water and sewer revenues and expenditures
due to the proposed reservoir bond issue of $3,600,000. The
total net increase of the Current Fund budget is only
$185,307. Twenty one new positions were requested by
Department Heads, but I am proposing three additional posi-
tions. The recently completed salary plan is being imple-
mented on an incremental basis and my goal is to have the
reclassification plan in place by the first of the year.
There are several high priority projects that will receive my
utmost attention. We will monitor very closely the progress
of Minkler Blvd., T -Line Bridge, Interurban Avenue, the new
community center, Tukwila 200, Comprehensive Transportation
Plan, the North Reservoir, Macadam Road and the reorganiza-
tion study. I have attempted to control the increase in cost
of our government while at the same time maintaining or
improving levels of service.
Don Morrison, City Administrator, showed some graphs
illustrating where the revenue will come from in the proposed budget
and where it will be spent.

Entranco Engineers for the 57th Ave. So. Street
Project, from So. 180th to So. 200th. Authorize the
Mayor to execute the contract.

new section six to Ordinance No. 1394 to define the term
"the GWC Affiliate" used in said ordinance.

Mayor Van Dusen opened the public hearing on the proposed use
of 1987 block grant funds. It has been proposed that the
funds be used for the development of the Lower Foster
Playfield. There being no comment from the audience, the
Public Hearing was closed.

Mayor Van Dusen opened the Public Hearing on the establish-
ment of a zoning classification of M -1 (Light Industry) for
property located at 4621 South 134th Place.
Rick Beeler, Planning Director, illustrated the location of
the proposed site and explained that the property has
remained unclassified since it was annexed in 1977. It is i
acres in size and currently zoned single family. The staff
and the Planning Commission recommend the rezone to M -1
within the Comprehensive Plan designation. The applicant has
agreed to dedicate 15 feet of right -of -way along So. 134th
for road improvements.
Attorney Haney asked that the Council packet material be made
Exhibit #1 -the Public Hearing notice, the proposed ordi-
nance, the ordinance summary, Council Agenda Synopsis,
Planning Commission meeting Minutes for August 28,1986, and
the Staff Report. Exhibit #2 is a map showing the
Comprehensive Plan and the relation of the site to this plan.
Michael Smith, 1515 130th N.E., Bellevue, spoke representing
Elling Halvorson, owner, of the property. Basically this is
a cleanup item for a small parcel of property that was not
zoned at the time it was annexed. The area adjacent to the
site on the north, the northwest and southwest sides are
designated Light Industry. The site is strategically located
at the South 131st Interchange. The area has been making a
steady transition from single family to light industrial
uses. This zoning is compatible with the Comprehensive Plan.
The existence of the freeway in the area makes the subject
site and surrounding area an excellent location for
industrial business uses and less desireable for residential
uses.
There being no further comments, Mayor Van Dusen closed the
Public Hearing.

City Attorney Haney read an ordinance of the City of Tukwila,
Wash., amending the official zoning map of the City adopted
by Ordinance No. 1247 by establishing a zoning classification
of M -1 (Light Industry) for certain unclassified property
commonly known as the Elling Halvorson property.

City Attorney Haney read a resolution to authorize the Mayor

City Attorney Haney read a resolution of the City Council of
the City of Tukwila, Wash., accepting the turnback of certain
right -of -way and easements located along the north boundary
of the Interstate 405 right -of -way from the State of
Washington for use in connection with the widening of
Southcenter Boulevard and authorizing the Mayor to execute a
turnback agreement on behalf of the City.

Attorney Haney reported that he is still working with the
attorney for the D T C Partnership to get the proper docu-
ments drawn up donating certain real property to the City.
Documents will be ready by November 3, 1986.

Marty Grisham, Firefighter, explained that he has been asked
by the Salvation Army to be a team leader on an aid mission
to El Salvador. The recent earthquake has left many people
homeless and in need of medical attention. There will be 25
people in the group. They leave November 1 and all travel
and sleeping accommodations are provided by the Salvation
Army. The only cost to the City would be his wages while he
is out of town. He offered that there were several ways to
work this out.
Council Member Harris felt this is a learning process for
Marty, and the City ought to stand the cost of his wages
while he is gone.
Council expressed support of Marty for making this trip.

Council Member Morgan announced that Carol James, Chairman of
the Bellevue Downtown Park Project, will be at the October 27
Council meeting to explain how the Bellevue Downtown Park
idea came about and how it has become a public /private part-
nership to build a legacy for the future.
