COMMITTEE OF THE WHOLE MEETING CALL TO ORDER AND Council President Duffie called the Tukwila City Council Committee PLEDGE OF ALLEGIANCE of the Whole Meeting to order and led the audience and the Council members in the Pledge of Allegiance. REPORTS Mayor City Council OLD BUSINESS Approval of Minutes: MOVED BY HARRIS, SECONDED BY STOKNES, THAT THE MINUTES OF THE Oct. 13, 1986 TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING HELD OCTOBER 13, 1986 BE APPROVED AS PUBLISHED. MOTION CARRIED. NEW BUSINESS Prop. Ord. levying gen. taxes for City for fiscal yr. commencing 1 -1 -87 on real personal property. Prop. Ord. adding new Chap. 2.33 to TMC to create Library Adv. Bd. Mayor Gary Van Dusen, Maxine Anderson (City Clerk), Alan Doerschel (Finance Director), Rick Beeler (Planning Director), James Haney (City Attorney), Don Morrison (City Administrator), Don Pierce (Chief of Police), Byron Sneva (Director of Public Works). Councilmember Wendy Morgan introduced Carol James, Chairperson of the Bellevue Downtown Park Commission. Carol James, Bellevue Downtown Park Commission Chair, presented a video of the proposed downtown park that is presently in Phase I. She explained how the City of Bellevue plans to meet the expense of construction; of the various phases of the park. She presented a book to the City showing the various park plans that were submitted and the choice that was selected by the City of Bellevue. Councilmember Harris arrived at the meeting at 7:10 P.M. Mayor Van Dusen proclaimed the week of October 27, 1986 as Law Enforcement Exploring Recognition Week. Police Officer Shirey presented some of the Explorer Scouts of Post 999. Councilmember Bauch reported he is still receiving calls regarding dog problems. MOVED BY BAUCH, SECONDED BY HARRIS,THAT THE PROPOSED ORDINANCE BE ON THE AGENDA OF THE NEXT MEETING OF THE COMMITTEE OF THE WHOLE. MOTION CARRIED. MOVED BY SIMPSON, SECONDED BY MORGAN, THAT THE PROPOSED ORDINANCE BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY STOKNES, THAT A PUBLIC HEARING BE SET FOR NOVEMBER 10, 1986 TO HEAR CITIZEN COMMENTS ON RATE CHANGES FOR WATER AND SEWER. MOTION CARRIED. Ord. authorizing MOVED BY MORGAN, SECONDED BY SIMPSON, THAT THE PROPOSED Interlocal Drug Fund ORDINANCE CREATING AND PROVIDING FOR THE OPERATION OF THE Agreement. KING COUNTY INTERLOCAL DRUG ENFORCEMENT ACCOUNT TO FACILITATE THE ENFORCEMENT OF CERTAIN LAWS AND ORDINANCES RELATING TO CONTROLLED SUBSTANCES, AND AUTHORIZING THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT FOR ADMINISTRATION AND USE OF THAT ACCOUNT BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE CITY COUNCIL. MOTION CARRIED. MISCELLANEOUS Annexation Fees ADJOURNMENT MOVED BY MORGAN, SECONDED BY SIMPSON, THAT THE ISSUE OF ANNEXATION FEES AND THE EXAMINATION OF THE EXISTING ORDINANCE AND THE POSSIBILITY OF CHANGING IT TO ELIMINATE A CHARGE OF A FEE TO CITIZENS WHO WISH TO ANNEX TO THE CITY BE PLACED IN THE COMMUNITY AFFAIRS COMMITTEE.
