Council Chambers Regular Meeting M I N U T E S CALL TO ORDER Mayor Van Dusen called the Regular Meeting of the Tukwila and City Council to order with all Council Members present as PLEDGE OF ALLEGIANCE reported at the Committee of the Whole. ROLL CALL OFFICIALS REPORTS Mayor Appointment to Planning Commission CONSENT AGENDA Ordinance #1411 Considered on p.3 MABEL J. HARRIS; EDGAR D. BAUCH; JOE H. DUFFIE, Council President; WENDY A. Mayor Van Dusen asked Council to hold an Executive Session at the end of the meeting to discuss the Valley View Estates Development. Mayor Van Dusen recommended that Jim Haggerton be appointed to Position No. 3 on the Planning Commission. This position was previously held by Councilman McKenna. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL CONCUR WITH THE MAYOR'S APPOINTMENT OF JIM HAGGERTON TO POSITION NO. 3 ON THE PLANNING COMMISSION. MOTION CARRIED. Councilman Bauch asked to have the Resolution on Workmen's Compensation considered tonight under Miscellaneous and the Sick Leave Ordinance on the agenda for January 5. a. A resolution of the City of Tukwila increasing the Petty Cash fund and repealing Resolution No. 994. f. A resolution authorizing the creation of an Agency Fund to account for the City of Tukwila's Deferred Compensation Plan balances. g. Budget Transfer No. 86 -07, for departments which will overspend certain line items. h. An ordinance of the City of Tukwila to appropriate unan- ticipated Metro Effluent Transfer System (ETS) revenues and certain professional services expenditures in the Current Fund, and establishing an effective date. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED.* Council Member Harris asked to have Item d considered later. Attorney Haney asked to have the Committee of the Whole Minutes of December 8, first page, Bid Award, North Hill Transmission Pipeline, corrected to reflect his comment that the bid could not be awarded to Allied Construction at a higher price. *MOTION CARRIED. MOVED BY HARRIS, SECONDED BY MCKENNA, THAT COUNCIL ACCEPT THE BID OF ALLIED CONSTRUCTION FOR THE NORTH HILL WATER TRANSMISSION PIPELINE PROJECT IN THE AMOUNT OF $106,130. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Washington, relating to the waterworks utility of the City, including the systems of sewerage as a part thereof; amending sections 4, 6 and 9 of Ordinance No. 1408, passed November 24, 1986, and section 7 of Ordinance No. 334. MOVED BY HARRIS, SECONDED BY SIMPSON, THAT ORDINANCE NO. 1413 BE ADOPTED AS READ, INCLUDING THE ORDINANCE SUMMARY. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY SIMPSON, THAT BUDGET TRANSFER NO. 86 -08 IN THE AMOUNT OF $15,930, BE APPROVED AS PRESENTED.* Budget Transfer for funds to repair Interurban Ave., south- bound lane, from 64 70 to 69 20. *MOTION CARRIED WITH BAUCH VOTING NO. The contract with Fire District #1 is not ready to be exe- cuted at this time. MOVED BY SIMPSON, SECONDED BY DUFFIE, THAT THE FIRE DISTRICT #1 CONTRACT BE SENT FORWARD TO THE NEXT COMMITTEE OF THE WHOLE. MOTION CARRIED. Ordinance #1414 Adopting the annual budget Funds for Computer Software Resolution #1027 Setting a Public Hearing to consider the annexation of certain property to the City from the City of Renton MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Washington, adopting the annual budget of the City of Tukwila for the fiscal year, 1987. MOVED BY HARRIS, SECONDED BY STOKNES THAT ORDINANCE NO. 1414 BE ADOPTED AS READ.* MOVED BY SIMPSON, SECONDED BY MCKENNA, THAT THE MOTION BE AMENDED TO INCLUDE $30,000 TO BE PLACED IN THE MAYOR'S BUDGET FOR THE PURPOSE OF CONTRACTING WITH THE CHAMBER OF COMMERCE AND THAT THIS WILL COME BACK TO COUNCIL BEFORE A CONTRACT IS SIGNED. *MOVED BY MORGAN, SECONDED BY DUFFIE, THAT THE MOTION BE AMENDED TO REDUCE THE AMOUNT TO $20,000 AS A GOOD FAITH AGREEMENT. Council Member Morgan said her original suggestion was to restrict the use of the money to trade shows and exhibits for those events, but she is willing to have Council rethink where the $20,000 should go. Originally it was $17,500 for Economic Development and $2,500 for Administrative Costs. Council Member Stoknes said she does not feel comfortable going forward with this without a presentation from the Chamber. *MOVED BY DUFFIE, SECONDED BY STOKNES, THAT NO FUNDS BE APPROPRIATED AND THAT THIS ITEM BE MOVED BACK TO A COMMITTEE OF THE WHOLE. MOTION CARRIED WITH SIMPSON VOTING NO. MOVED BY MCKENNA, SECONDED BY BAUCH, THAT COUNCIL SET ASIDE $24,400 INTO ENDING FUND BALANCE FOR COMPUTER SOFTWARE FROM THE FOLLOWING BUDGETS: Page 41, City Clerk, Page 59, Recreation, Page 67, Planning, Page 203, Water, Page 211, Sewer, MOTION CARRIED. 300.41 Records Mgmt. City Attorney Haney read a resolution of the City Council of the City of Tukwila, Washington, setting a public hearing to consider the annexation of certain property to the City of Tukwila from the City of Renton and directing the City Clerk to mail notice of the public hearing to property owners within the area to be annexed. MOVED BY HARRIS, SECONDED BY MCKENNA, THAT RESOLUTION NO. 1027 BE ADOPTED AS READ AND THAT THE PUBLIC HEARING DATE BE SET FOR JANUARY 5, 1987. MOTION CARRIED. ADJOURNMENT City Attorney Haney read a resolution of the City Council of the City of Tukwila, Wash., expressing the City's agreement to participate in a worker's compensation group retrospective rating plan recommended by WCIA and authorizing the Mayor to enter into an agreement regarding such participation. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT RESOLUTION NO. 1028 BE ADOPTED AS READ. MOTION CARRIED. Executive Session called to discuss the Valley View Estates Development.
