RESOLUTION NO.
WASHINGTON
A COMMENDATION TO MAXINE ANDERSON, CITY CLERK OF THE
CITY OF TUKWILA, IN RECOGNITION OF HER DEDICATED AND
EFFECTIVE SERVICE TO THE CITY.
WHEREAS the tenure of Maxine Anderson as city clerk of the
City of Tukwila has included the years 1977 -1985, and
WHEREAS, Maxine has performed her duties as city clerk with
diligence and efficiency, and
WHEREAS, Maxine has performed innumerable services, not
necessarily part of her formally assigned duties, for residents, mayors,
council persons and city employees, and
WHEREAS, Maxine has frequently played the role of informal
communications coordinator, civic conscience, and action initiator to assure
that key issues were addressed in a. timely manner to the benefit of the city
despite political sensitivity, interdepartmental character or interpersonal
conflicts, and
WHEREAS, Maxine has performed her duties responsibly,
impartially, and without regard for political or personal considerations,
and with an unfailing good will and enthusiasm that has brightened the
atmosphere throughout the city, and
WHEREAS, Maxine has sought no personal recognition for her
many invaluable services to the city, but has found her reward in the satis-
faction of having effectively served the city and its residents, and
WHEREAS, of the many capable employees in the City of Tukwila,
Maxine's performance serves as an exemplar that has elevated the stature of
the office to the stature of the person,
NOW, THEREFORE, I, LIONEL C. BOHRER, RESIDENT AND EX- COUNCILMAN,
DO COMMEND MAXINE ANDERSON FOR HER EXCELLENT SERVICE TO THE CITY OF TUKWILA AND
EXPRESS MY ADMIRATION FOR HER CAPABILITY AND MATURITY AND MY THANKS FOR HER EFFORTS.

Mayor Van Dusen called the Regular Meeting of the Tukwila
City Council to order and led the audience in the Pledge of
Allegiance.

Mayor Van Dusen requested an Executive Session to discuss the
Police Clerk Lawsuit and a Street Vacation request.
He asked Council to consider the resolution on the Renton/
Tukwila boundary line adjustment tonight.
He also asked to have Item 9C added to the agenda. It is a
request for permission to connect property outside the City
to the Tukwila Sewer System.
MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT COUNCIL HOLD AN
EXECUTIVE SESSION AND ADD TWO ITEMS TO BE CONSIDERED UNDER
NEW BUSINESS. MOTION CARRIED.
Mayor Van Dusen announced that a petition for annexation has
been received from citizens of the Fire District #1 area.
The petition has been delivered to the Prosecuting Attorney's
Office for approval as to validity of form. It will then be
sent back to the City to continue the process.
Council President Duffie commented that he talked to Seattle
City Light, and they are going to install another street
light on South 140th and reconnect the one at 53rd Ave. So.
and So. 140th. He also talked to Puget Power; they are going
to put up another light on 55th Ave. So.
Rick Beeler, Planning Director, explained that there are two
appeals to come before Council concerning the Valley View
Estates Development. One of them is on the adequacy of an
EIS and the second is challenging the action that the Board
of Architectural Review took in approving the project subject
to conditions. Each appeal has its own parameters for con-
sideration. The most important thing tonight is for Council
to set the schedule for the public hearings. Because of the
amount of testimony there has been in the past and the
controversy generated, it is very likely that it will take
two evenings a piece. Each appeal will have different issues
raised.

DATES OF FEBRUARY 2ND AND 3RD AND 17TH AND 18TH FOR THE
HEARINGS ON THE VALLEY VIEW ESTATES DEVELOPMENT. MOTION

Council President Duffie reminded Council that January 13 has
been set for the Council Retreat. It will be a dinner
meeting in the Police Training Room at 5:00 p.m.

Don Morrison, City Administrator, reported that the State
Corrections Board recently inspected the Police Department
holding cells and determined that they met all of the State's
standards.

Councilman Bauch asked to have the vouchers withdrawn.

Don Williams, Parks Director, reported that six bids were
received for construction of the 18th green, practice tee and
fairway at Foster Golf Course. J.L.R., Inc. is the low
bidder. They are well qualified for this work, and their bid
was lower than the Engineer's Estimate. With tax included on
the base bid, alternates 1 and 2, the total is about $72,000.
He recommended the contract be awarded to J.L.R., Inc. Mr.
Williams explained that he anticipates issuing a change order
after construction starts to sod the green instead of
seeding. This would save about four months in playing time.
It is anticipated that the Golf Course will be ready for full
play by August.
MOVED BY MORGAN, SECONDED BY MCKENNA, THAT THE CONTRACT FOR
CONSTRUCTION OF THE 18TH GREEN, PRACTICE TEE AND FAIRWAY BE
AWARDED TO J.L.R., INC. IN THE AMOUNT OF $66,760 (EXCLUDING
SALES TAX) TO INCLUDE ALTERNATES 1 AND 2. MOTION CARRIED.
Vernon Umetsu, Planning Department, reported that this the
fourth and final step in the series of actions necessary to
complete the boundary line adjustment between the cities of
Renton and Tukwila. The total to Tukwila is approximately
100 acres and to Renton approximately 114 acres. When it was
ready, the proposal was sent to the King County Boundary
Review Board who has the authority over this type of action.
The B.R.B. has waived jurisdiction. Once the resolution is
adopted, there is a 30 day protest period. He asked to have

Section 3 of the resolution amended to read as follows:
"This resolution and the annexation accomplished hereby shall
take effect and be in full force at 12:01 a.m. on February 4,
1987."
Mayor Van Dusen declared the Public Hearing open at 7:50 p.m.
Mr. Chu Chi Tai asked what the zoning would be on his pro-
perty. He has an agreement with Renton, when they took the
front 20 feet of his property that they would give him a curb
cut when he needed it. He wondered which City is going to
pay for the construction cost.
Byron Sneva, Public Works Director, explained that when the
S.W. 43rd Street Project was completed in Renton, they
widened the street and acquired some property from Mr. Chu
Chi Tai, approximately 20 feet of right -of -way. As part of
the commitment, the City of Renton said they would, at some
time in the future, construct access to this man's property
at no cost to him. He is wondering if Tukwila will carry out
the same obligation once the annexation is complete. Mr.
Sneva said he has suggested to Mr. Chu Chi Tai that the value
of the exchange is as worthwhile to the City of Tukwila as it
was to the City of Renton. There is a written agreement that
stipulates that Renton will do this.
Mayor Van Dusen asked what zoning is proposed for the pro-
perty. Mr. Umetsu said the Comprehensive Plan does not zone
this area, however, based on the general types of land uses
in the area, they anticipate an M -1 zoning (Light
Industrial). Zoning approval will come back to Council.
Attorney Haney reviewed the agreement and said that Renton is
obligated to provide a curb cut at the east end of the par-
cel. Tukwila does not necessarily pick up the obligation.
Councilman Bauch said the condemnation was to widen the
street which now benefits the City of Tukwila. There is a
moral obligation for the City to accept this. This action
wasn't intended to relieve somebody of an obligation. Coun-
cil Member Harris agreed. Mayor Van Dusen said it is the
intent of the City to accept the obligation.
There being no further comments, Mayor Van Dusen closed the
Public Hearing at 8:00 p.m.
Mr. Sneva explained that the vacation of a portion of the
right -of -way of Strander Blvd. at the Bicentennial Park is
necessary because of the 50 foot setback requirement. The
City is proposing to build a restroom on the park site and
without the vacation, the building would be located in the
middle of the open grass area. The only alternative is to
vacate part of the Strander Blvd. right -of -way which will
allow the restroom to be built in the desired location.
Mayor Van Dusen declared the Public Hearing open. There
being no comments from the audience, the Public Hearing was
closed.
Mr. Dale Wurkela, Washington State Department of Transpor-
tation, is the project manager for the I -405 HOV (High Occu-
pancy Vehicle) construction. He is attending the meeting to
explain the State's plan for construction of the Bus /Car Pool

lanes on I -405 through Tukwila. Under this project, they
will remove all of the existing pavement from Tukwila to the
S- curves in Renton and replace it with a 12 inch deep new
concrete pavement. There will be full 12 foot lanes with
full 10 foot shoulders. On the inside will be the HOV lanes
in both directions. The reason for putting the HOV lanes on
the inside is because of the high volumes of use and the
number of interchanges through this area. The inside HOV
lanes provide direct access to the lanes on I -5. Another
change will be to extend the merge lane from the on -ramp at
Southcenter into an axillary lane. They will be building a
100 foot wide bicycle /pedestrian trail under the Green River
Bridge. The Christensen Road Bridge (T -line) will be
expanded to a five lane bridge. Tukwila will be paying the
10% matching funds for one -half the cost of the bridge.
Instead of being through as it is now, Christensen Road will
be a cul -de -sac. There will be no access to this road from
the bridge. They are looking for construction starting in
August or September. At this time, they are waiting for the
Senate to adopt the federal budget for highways. There are 12
bridges to widen and two new bridges to build in this pro-
ject. The project, as laid out now, will take almost 3 years
to complete and will create tremendous traffic problems while
under construction. They are looking for ways to cut this
down to two years.
The plans are to widen all structures first; then widen the
westbound lanes. Once they are widened, all four lanes will
be put on this side so they can work on the eastbound lanes
without traffic. They would like to close the on -ramp at
Southcenter for two months.
Chuck Cook, Assistant Construction Engineer, explained that
they are really concerned about the impact this project will
have on the traffic in the Southcenter area.
The key factors in this project that are going to take time
are the Christensen Road and the Lind Road Bridges. If they
could close these bridges down and rebuild them rather than
use stage construction, it would take half as long. The
Christensen Road Bridge is a very simple bridge; some
contractors could build it in two months. Possibly, they
could force the contractor to build the bridge and get it
done to shorten the contract. To close this bridge takes
concurrence by the City Council. There are a lot of benefits
to getting this project done. One year of construction
savings would mean a lot to everyone.
Council Member Harris expressed concern about closing the
Christensen Road Bridge. This is a major entrance and exit
into Southcenter and the shopping area.
Mayor Van Dusen asked Mr. Wurkela and Mr. Cook if they could
meet with the Transportation Committee on January 12. They
agreed.
Jerry Gilbert, Assistant Construction Engineer, stressed
three important points: (1) Find a method to reduce this
project from three construction seasons to two; (2) Reduce
the construction period on the Christensen Road Bridge from 9
or 10 months down to 4 months; (3) Start construction on
Christensen Road Bridge in January, 1988.
Council Member Morgan asked Council to continue this
discussion at future meetings throughout this month so there
is ample opportunity for people to come forward to discuss
it.

ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Haney read an ordinance of the City of Tukwila,
Wash., amending Section 2.52.040 of the Tukwila Municipal
Code to alter the manner in which sick leave may be accrued
by City Employees and repealing Section 2 of Ordinance 1382.

BE ADOPTED AS READ INCLUDING THE SUMMARY. MOTION CARRIED.
Group Four, Inc., has requested that the City extend sewer
service to a site east of I -5 but outside the City Limits.
TMC 14.16.040(d) states that the connection of service out-
side the City Limits is at the sole discretion of the City
Council.
Sewer service is currently available at Southcenter Parkway
and South 180th. The developer would be required to extend
the service to their site.

Gretchen Brunner, representing the proposed development,
explained that the site is a 20 acre site; approximately 90%
of the site is in unincorporated King County. The extreme
southeastern corner is in Tukwila. Water service would be
provided by King County. The reason they are seeking this
sewer connection is because it would be a natural gravity
flow. They could go to the ValVue line to the west, but it
would be tremendously expensive. Council President Duffie
asked if they had any reasons not to annex to Tukwila. Ms.
Brunner said she did not know if their proposal would be
favored by the City. They are requesting a rezone from the
County to allow lower density multi family housing. They
feel this use is appropriate next to the freeway.
Ms. Brunner was invited to meet with the Utilities Committee
on January 14.

Councilman Bauch explained that he reviewed the vouchers and
found two that he questioned. One, in the amount of
$1,120.00 was to purchase two Walker Mobile Phones. There
was only one approved in the budget. The other was for
construction of a fence in the amount of $314.57 and had
labor and materials taken from the Supplies line item in the
Budget.

VOUCHERS FOR PAYMENT EXCEPT FOR THE TWO PREVIOUSLY DESCRIBED.
MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY BAUCH, THAT THE PROPOSED
RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED WITH DUFFIE
VOTING NO. (Councilman Duffie wanted the resolution read in
its entirety).
City Attorney Haney read a resolution of the City Council of
the City of Tukwila, Wash., annexing certain real property to
the City of Tukwila from the City of Renton.
Mr. Umetsu recommended that Section 3, Line 3, after "in full
force" be amended by adding "at 12:01 a.m. on February 4,
1987;" and that the correct dates and Resolution number be
added.
