Westfield mall operations' existing emergency evacuation plan involves mall security giving manual audible instructions via the mall's public address speaker system to evacuate the building. Westfield's security personnel use handheld radios to communicate daily operations, including emergencies. One frequency on this system will be dedicated for emergency use only, and continuously monitored by construction supervisors. If an emergency evacuation of the mall occurs, the construction supervisors will also evacuate the construction site with the use of construction radios and portable air horns. Every construction trade will incorporate the requirements of this emergency evacuation Into their requisite weekly safety training, which every person working on the construction site Is required to attend. In summary, when the existing mall evacuates then the construction site will shut -down work and also evacuate. It is understood that the development's construction area adjoins three (3) existing mall entries: 1) mall entry north of Sears, 2) mall entry south of Macy's, 3) mall entry leading to existing food court. Each of these existing entries serves to egress the existing common area of the mall, and will therefore have exit paths maintained for them. The service area along the south wall of the existing mall has tenant service doors that serve as secondary exits for those tenants. These exit doors will be maintained during construction, along with an egress path along the south wall of the existing mall. In this manner, the locations of the existing mall's exits will not be altered during construction. Please refer to attached sketches A -SK- 002, A -SK -003 and A -SK -004 for plan details of these three entries. 4. The existing tenant service doors serving as secondary tenant exits will be replaced with new doors as part of the new construction building permit (application #D06 -147). The existing doors will remain in place until that permit is received. The new door swings and orientations are shown on the drawings being submitted for the building permit, along with the corridors and other spaces resulting from the new mall expansion. 5. The egress paths will maintain required exit widths for their entire lengths, as identified on the attached sketches. The routing of the egress paths will be revised during the different demolition and construction phases of the development, to keep the path as far away from construction activity as possible. The egress paths shown on the attached sketches are diagrammatic. The actual path locations will be reviewed on -site with the City Building & Safety and Fire Department officials. 6. The egress paths will be illuminated to comply with Section 1006 (Means of Egress Illumination) of the I.B.C., specifically Section 1006.4 for performance and quantity of illumination. The method to be used to achieve this illumination will be revised during the different demolition and construction phases of the development. The prevailing method will include the use of temporary high -bay metal halide light fixtures located along the egress paths to meet the performance indicated above, and will be connected to a stand -by power source to maintain egress illumination during an emergency. The dynamic nature of the construction site will necessitate a flexible approach to maintaining the life safety and egress of the existing mall. The above explanations and the attached sketches are intended to clarify the techniques Westfield and our construction team will use to implement this; but the exact locations of paths and other devices used will need to be reviewed at the time of implementation for an upcoming phase. It should be noted that most of the following corrections are in regard to the temporary egress system. Many of these comments are the same or similar to those comments from review of the expired permit application D06 -158. Additionally, regardless of any discussions with the Fire or Building Department Staff on the egress issues, all the specifics must be documented within the permit documents and reflected on the plans. 1. Construction details for egress tunnels are not shown in this permit submittal, only the unspecified barricade construction is noted to be used. Egress tunnels are required to protect pedestrian traffic in all areas exposed to overhead demolition. For those areas where temporary egress will be exposed to overhead demolition or construction, provide complete plan details for egress tunnels complying with prescriptive requirements of I.B.C. Section 3306.7. 2. During discussions regarding Mall egress requirements, it has been stated that Westfield hbs a policy for implementing emergency evacuation during construction. It was also suggested that part of the emergency procedure is to shut down constriction to accommodate and prioritize Mali emergency evacuation. Provide copies of the policy documentations for review by both the Fire and Building Departments. 3. Submitted plan sheet D2.0-0 shows a number of directional arrows at the ends of the existing internal service / egress corridors. It is assumed the avows are to identify some direction of egress travel. Historically the existing internal service / egress corridors were upgraded over a period of ten years to provide a second required exit for a number of the tenant retail spaces. The upgrade was a coordinated effort between the City of Tukwila and the previous Mall owners to eliminate the dead end corridor conditions, and provide the second required exit for enlarged tenant improvement construction. To sum up, these corridors were not designed to provide general egress from the Mall itself. All the directional arrows must be revised on the plan to there designed egress direction. Additionally, the existing corridors must be maintained during constriction and also incorporate to the new Mall egress design. Following a site visit, it was concluded that a few existing doors shown on the mall plans actually swing in the opposite direction then are shown on the plans. Regarding any potential further plan review corrections at revision submittal, the following are issues to consider in the design of tunnel system. Keep it mind, the City will give considered to the details in the written Emergency Evacuation documents. a) Maintain existing required exit width in the temporary egress tunnels. b) Consider in the layout, potential of dead end corridors or dead end egress systems during periods of emergency.. 6. On the revised Egress Tunnel plan details, include some method to meet the intent of Egress Illumination found in I.B.C. Section 1006.
