The buildings are each 18 unit apartment buildings and were built approximately 20 years ago. The buildings are on conventional spread footing foundations with 3 stories of wood framing. The ground level floor is a concrete slab -on- grade. The strip footings under the bearing walls have apparently settled significantly since the buildings were originally constructed. Total settlement of the bearing wall footings are on the order of four or five inches. The slab -on -grade areas and other lightly loaded areas have not settled and consequently have led to differential settlements throughout the buildings. The buildings are framed from front to back with the east and west exterior walls and one interior wall as bearing walls. The party walls between the units are non - bearing walls and have not settled as much as the bearing wall lines. The result is that the ground floor slabs have cracked significantly and are sloped down to the depressed bearing wall locations and the party walls lines are high spots in each of the units. It is our opinion that the overall structural integrity of the buildings has not been significantly affected by this differential settlement situation. This is due to the flexible nature of wood framing. The vertical loads are still being delivered to the bearing wall lines and the lateral load resisting shear walls are still able to function. The buildings are not in a dangerous situation with respect to this differential settlement. We do recommend that remedial action be taken for thc foundations and slabs -on -grade as we have discussed. This remedial program should provide additional support to the bearing wall footings as well as stabilize the slabs in a level condition. This can be done on a unit by unit basis when it is convenient with your tenant occupancy status. Several items of related work need to be done of a non - structural in nature. 1. The first is to establish proper drainage away from the buildings on all sides. This includes the concrete decks on the east side that currently slope into the units due to the bearing wall settlement. 2. The exterior skin of the building needs remedial work in the areas where the differential settlements have damaged the integrity of thc original construction and allow water infiltration to the wood framing. We understand that you have recently made improvements to this system. In addition, Svc should mention that the slope on the cast side of these buildings needs to be addressed. The erosion of the soil is approaching the buildings. We understand that you have been in contact with Golder Associates who are monitoring the situation and are of the opinion that the building structure is not currently being affected by the slope condition. We are also aware that you are actively working on a solution to the problem. In conclusion, it is our opinion that the existing building structures are in need of some remedial work but that the basic structural integrity of the buildings is acceptable. This opinion is based on our various site visits, inspection of the two ground level units that you have gutted for remedial work, general inspection of the exterior of the buildings, review of the various soils reports that have been given to us by you, as well as consultations with you and other design professionals. We have not done a structural analysis of the original structural design but have limited our analysis to the effects of the foundation settlement situation. Please call with any questions.
