COMMITTEE OF THE WHOLE MEETING
Council President Morgan called the Tukwila City Council Committee
of the Whole Meeting to order and led the Councilmembers and
audience in the Pledge of Allegiance.
JOE H. DUFFIE, EDGAR D. BAUCH, WENDY A. MORGAN (COUNCIL PRESIDENT),
CHARLES E. SIMPSON.
Mayor Gary Van Dusen, Maxine Anderson (City Clerk), Rick Beeler
(Planning Director), Jim Haney (City Attorney), Hubert Crawley
(Fire Chief), Don Morrison (City Administrator), Byron Sneva
(Public Works Director).
City Attorney Haney explained the Valley View appeals process
that will take place February 2, 3, 17 and 18. He distributed
a memorandum that provided the procedural and analytical framework
for the handling of the appeals. It contained four parts: (1)
procedural history of the project, detailing the present status
of the process and what steps remain to be taken; (2) the
procedural and analytical framework for considering the SEPA
appeal, (3) the procedural and analytical framework for considering
the BAR appeal and (4) some appearance of fairness considerations.
Dennis Robertson, audience, asked if applicant Puget Western is
limited to matters appellants raise. City Attorney Haney replied
yes, they were. Mr. Robertson referred to page 6 (h) of Mr.
Haney's memorandum and asked if staff and Puget Western would be
limited to matters the appellants raise. Mr. Haney replied they
would be.
Dharlene West, audience, asked if the hearings will be on the
matter of whether or not the EIS requirements are met by Puget
Western agreements. City Attorney Haney replied that the hearing
will be limited to issues that will be brought up. Ms. West
stated some of the decisions were based on the agreements made by
Puget Western.
Councilmember Stoknes arrived at the meeting at 7:07 P.M.
Councilmember Duffie asked if the Councilmembers can discuss this
matter among themselves. City Attorney Haney said they could not;
in making a decision they will deliberate as a Council.
The City Attorney and Planning Director Beeler gave further
instructions to the Council regarding the staff report.
The fire management study was presented by Jerry Kuzner, of
Ralph Anderson Consultants, and Bob Wall, Technical Advisor.
With the overhead projector they reviewed the study objectives,
analysis overview, and organization strengths.
Don Morrison, City Administrator, stated when the City receives
the final report they will ask for verification for the implementa-
tion on the items that require City Council action.
MOVED BY SIMPSON, SECONDED BY BAUCH, THAT THE FIRE MANAGEMENT
STUDY BE PLACED IN THE PUBLIC SAFETY COMMITTEE FOR INFORMATION
SHARING PURPOSES. MOTION CARRIED.
Councilmember Duffie stated he will be starting a
petition for annexation of an area on 53rd and east side of
Macadam Road.
MOVED BY DUFFIE, SECONDED BY STOKNES, THAT COUNCIL APPROVE THE
MINUTES OF THE COMMITTEE OF THE WHOLE MEETING HELD JANUARY 12,

ITEM FROM THE AGENDA. MOTION CARRIED.
Mayor Van Dusen reported the applicant has requested this matter
be presented at a future date.
MOVED BY SIMPSON, SECONDED BY DUFFIE, THAT COUNCIL MOVE THE ISSUE
OF EXAMINING THE ZONING FOR A PORTION OF SOUTH TUKWILA PLANNING
AREA WITHIN THE CITY LIMITS TO THE COMMUNITY AFFAIRS COMMITTEE.
MOTION CARRIED.

BE ON THE AGENDA OF A REGULAR MEETING OF THE COUNCIL. MOTION

Business of City Coun- Council President Morgan stated the committees of the City Council
cil. have been restructured. The unfinished business remaining in
committee will be itemized.
