Permit Conditions:
1. No changes will be made to the plans unless approved by the
Architect or Engineer and the..Tukw.i.ia Building Division.
2. Plumbing permits shall be obtained-through the Seattle -King
County Department .of Public Health. Plumbing will be
inspected by that a gency, including, all gas piping
(296 - 4722).
-3. Electrical pe.r.mitsshall.be obtained: through the Washington
State Division of: Labor and Industries and all_.electr.ical
work will;: ;be inspected bythat agency .(248- 6630).,
4. All mechanical work shall be under separate permit: issued, by
the City -;•of 'Tukwila.
5. All per ~mats, inspection records. and approved plans shall be
available at the.-job site prior to the start of any con -
struction.`- These documents are to be maintained and avail
able until -f.inal inspection approval is granted. •
. A11,,.structural'welding shall. be done by W.A.B.O. certified
welders and special Anspectad (UBC - Sec:.306(a)5).
7. All high- strength bolting .shall, be. special inspected (UBC'-

9. When special inspection is. required either the owner,
architect or engineer shall notify the Tukwila Building
Div.i :s.ion of'.appointment of the inspection agencies prior to
the first building inspection. Copies of all special
inspection :.reports shall be submitted to the Building
Division in a timely manner. Reports shall contain address:.
proect, name, permit number and type of inspection being
per formed:.
10. The.special inspector shall submit a final signed,. report •
stating whether. the work requiring special inspection -was,
to the best of the inspector's knowledge, in conformance
with approved. plans and specifications. and the applicable
workmanship provisions of the UBC.
11. Any new ceiling grid and light fixture installation is
required to meet.lateral bracing requirements for Seismic
Zone 3,
12. Partition walls attached to ceiling grid must be laterally
braced if over eight (8) feet in length.
13. Any exposed insulations backing material shall have a Flame
Spread Rating,of.25 or less, and material shall bear identi-
fication showing the fire performance rating thereof.
14. All construction to be done in conformance with approved
plans and requirements of the.Uniform Building Code (1994
Edition) as amended, Uniform Mechanical Code (1994 Edition),
and Washington State Energy Code (1994 Edition),
15. Validity of Permit. The issuance. of a permit or approval of
plans, specifications, and computations shall not be con-
strued to be a permit for or an approval of, any violation
of any of the provisions of the building code or of any
other ordinance of the jurisdiction. No permit presuming to
give authority to violate or cancel the provisions of this

SHALL VERIFY DIMENSIONS AND CONDITIONS FOR COMPATIBILITY AND SHALL NOTIFY ARCHITECT OF ANY DISCREPANCIES PRIOR TO

6. CONTRACTOR SHALL BE RESPONSIBLE FOR ALL SAFETY PRECAUTIONS AND THE METHODS, TECHNIQUES, SEQUENCES OR PROCEDURES REQUIRED TO
PERFORM HIS WORK.
7. CONTRACTOR - INITIATED CHANGES SHALL BE SUBMITTED IN WRITING TO THE ARCHITECT AND STRUCTURAL ENGINEER FOR APPROVAL PRIOR TO
FABRICATION OR CONSTRUCTION. CHANGES SHOWN ON SHOP DRAWINGS ONLY WILL NOT SATISFY THIS REQUIREMENT.
8. DRAWINGS INDICATE GENERAL AND TYPICAL DETAILS OF CONSTRUCTION. WHERE CONDITIONS ARE NOT SPECIFICALLY INDICATED BUT ARE OF
SIMILAR CHARACTER TO DETAILS SHOWN, SIMILAR DETAILS OF CONSTRUCTION SHALL BE USED, SUBJECT TO REVIEW AND APPROVAL BY THE

SHALL BE SUBMITTED TO THE ARCHITECT AND STRUCTURAL ENGINEER FOR REVIEW PRIOR TO FABRICATION OF THESE ITEMS.
• ALL SHOP DRAWINGS SHALL ALSO BE SUBMITTED TO THE SEATTLE DEPARTMENT OF CONSTRUCTION AND LAND USE. SUBMITTAL SHALL CONSIST OF
THREE COPIES WITH WRITTEN INDICATION OF REVIEW BY ENGINEER PRIOR TO FABRICATION.
11. SHOP DRAWING REVIEW: DIMENSIONS AND QUANTITIES ARE NOT REVIEWED BY THE ENGINEER OF RECORD, THEREFORE MUST BE VERIFIED BY THE
CONTRACTOR. CONTRACTOR SHALL REVIEW AND STAMP DRAWINGS PRIOR TO REVIEW BY ENGINEER OF RECORD. SUBMISSIONS SHALL INCLUDE A
REPRODUCIBLE AND ONE COPY; REPRODUCIBLE WILL BE MARKED AND RETURNED.
SHOP DRAWING SUBMITTALS PROCESSED BY THE ENGINEER ARE NOT CHANGE ORDERS. THE PURPOSE OF SHOP DRAWING SUBMITTALS BY THE
CONTRACTOR IS TO DEMONSTRATE TO THE ENGINEER THAT THE CONTRACTOR UNDERSTANDS THE DESIGN CONCEPT, THAT HE DEMONSTRATES HIS
UNDERSTANDING BY INDICATING WHICH MATERIAL HE INTENDS TO FURNISH AND INSTALL AND BY DETAILING THE FABRICATION AND INSTALLATION
METHODS HE INTENDS TO USE. IF DEVIATIONS, DISCREPANCIES, OR CONFLICTS BETWEEN SHOP DRAWING SUBMITTALS AND THE CONTRACT

BASIC STRUCTURE. THE COMPONENT DESIGNER IS RESPONSIBLE FOR CODE CONFORMANCE AND ALL NECESSARY CONNECTIONS NOT
SPECIFICALLY CALLED OUT ON ARCHITECTURAL OR STRUCTURAL DRAWINGS. SHOP DRAWINGS SHALL INDICATE MAGNITUDE AND DIRECTION OF

12. INSPECTION:

.1. The framing as well as the CMU at the north stair is not per the as -built drawings. Can a
structural Stee1 surround be designed to support the CMU so that removal to the ceiling would
not be required. Yes it can. please reference the attached detail.
2. The 800 pound mechanical unit on the low roof. is the structure adequate to Support thels
unit? 1 have reviewed the existing structure in this area and have found that the existing
framing is adequate to support this unit based upon the following information. A) The unit iS
not more than five feet from the east wall of the upper floor. t3) The unit is on a minimum of a
6x6 timber curb anchored per manufacturer recommendations for this Seismic zone. C) The
unit is not more than 800 pounds operating weight and is approximately 4'x8' long.
3. Lew asked about the glu -lam connections for the two 31%8 "x12" beams near the stair opening
along the west wall. Please reference the attached sketch of this condition.

We have received your faxed letter from Ira Gross dated 1/22/97 on the proposed
project to review for compliance with the structural portions of the 1994
Edition of the Uniform Building Code (UBC) as adopted and amended by the
Washington State Building Code (Chapter 51 -30 WAC). We will still need the
revised drawings to review the changes pertaining to comments not listed below.
We have listed the comments below that we still have concerns about and have
retained the numbering from our January 14, 1997, letter for your convenience.
Our comments follow:
2. Section 1701.5 should be referenced in the Structural Notes.
8. The new mezzanine should be designed for lateral forces according to
Section 1603.3.1. Complete calculations should be submitted for our review
and the following should be clarified:
a) The total shear resulting from the addition should be calculated. The
engineer's response letter indicated that a total of 11,474'of shear
force occurs at the mezzanine. How was this figured? Our estimation
results in a higher force (about 14.34).
b) A continuous member should be provided along Grid 4 from Grid B to H
that will act as a chord, collector, and drag strut. Chord forces
along Grid 4 should be calculated and connections in the chord members
designed accordingly.
c) The new diaphragm should be tied into the existing at the re- entrant
corner so that the diaphragm does not transmit lateral forces by
rotation which is not permitted per Section 2314.1.
d) Section 1631.2.9, Item 6, requires that connections of diaphragms to
the vertical elements and to collectors and connection of collectors
to the vertical elements be designed without considering the 1/3
increase usually permitted in allowable stresses for elements
resisting earthquake forces.
e) Diaphragm chords and drag members should be designed considering
independent movement of the projecting wings of the structure as
described in Section 1631.2.9, Item 7.

f) Which element is resisting the chord forces along Grid 5? If relying
on existing reinforcing in the CMU wall, the location and size of this
reinforcing should be verified.
Please note that all drawings that are to be revised due to responses to our
comments, and as noted in the engineer's response letters, should be submitted.
Please forward a copy of this letter to the structural engineer of I.L. Gross
Structural Engineers and respond to the above comments in itemized letter form.
Resubmit two copies of revised drawings and one copy of revised calculations to
our office, as required.

follow:
2. Update all Code references in the Structural Notes to the 1994 Edition of
the UBC. Refer to Item 12, Sheet S1.0. The noted revisions refer to
Section 108 for inspection information. What we are referring to are the
special inspection requirements that are required per Section 1701.5.
5. The revised calculations submitted evaluate the new and existing loading
conditions on the existing columns. It appears that a total axial load on
the existing columns is 209.6k. If this is correct, the existing column
would not be adequate. Also, why is an unsupported length of 8 feet used?
It appears that the unsupported length would more appropriately be around
12 feet. Please explain.
8. The new mezzanine should be designed for lateral forces according to
Section 1603.3.1. Complete calculations should be submitted for our review
to clarify the following:

shear resisting elements should be identified (i.e. shear walls, chord

Dear Mr. Jones:
We have received information on the proposed project to review for compliance
with the structural portions of the 1994 Edition of the Uniform Buildinq Code
(UBC) as adopted and amended by the Washington State Building Code (Chapter 51-
30 WAC). Our comments follow:
1. The Structural Notes on Sheet S1.0 refer to the Seattle Building Code in
several locations. These notes need to be updated for a project located in
the City of Tukwila.
2. Update all Code references in the Structural Notes to the 1994 Edition of
the UBC_ For example, refer to Item 12 and 26A, Sheet S1.0. Check the
notes thoroughly.
3. The Beam 1 calculations show a W24x94 for the beams along Grids D and F.
The drawings call for W24x84 beams.
4. The calculations appear to show a beam reaction for the new steel beams
along Grids D and F of 44.3k. Why do the calculations, that evaluate
Section 11/S2.1, only analyze 23.6'`?
5. The calculations evaluate the new and existing loading conditions on the
existing columns. It appears that the area used for the loads at the new
mezzanine floor are incorrect. The calculations show the loads acting on
200 a.f. per column, in actuality, it should be acting over 360 a.£. (18' x
20' tributary area). Please clarify and provide a sketch of the existing
floor and roof framing layouts so that we can review the loads at existing
conditions.
6. The drawings should show a detail at Grid C6 where the existing beam with
the new WT is connected to the existing CMU wall.
7. It appears that a portion of the wall at the north stair is being
demolished. Please clarify the existing loading condition on this wall and
verify that vertical loads are resolved.

8. The new mezzanine should be designed for lateral forces according to
Section 1603.3.1. Complete calculations should be submitted for our
review. Existing elements providing lateral support for the structure
should be evaluated considering new and existing loads. Additional lateral
force- resisting elements should be provided, as necessary.
Please forward a copy of this letter to the structural engineer of I.L. Groan
Structural Engineers and respond to the above comments in itemized letter form.
Resubmit two copies of revised drawings and one copy of revised calculations to

permit documents. Following Is our response to those comments.
1. You arc correct. this was an oversight on our parr and will make the correctioris to the
General Structural Notes as it pertains to the Tukwila Building Department. Attached are
the corrected General Structural! Note, for you reference.
2. You are correct as it pertains to the 1991 UBC references and the 1994 UDC references. We
will make these changes to the General Structural Notes. Attached are the :orrected
General Structural Notes for you reference.
3. You apparently had a preliminary calculation sheet by accident. The beams are to be
WF24x84's as called out on the drawings. The revised calculation sheets are attached for
your records.
4, As with number three above, you apparently had a preliminary calculation sheet by accident,
The reaction is as you stated approximately 43 kips. The column size (4x4x3/16) on the
drawings is correct for the 43k load.
5. You are correct as It pertains to the tributary area. As with the comments above, you
inadvertently received outdated calculations on this area. The revised calculation sheete are
attached for your records.
6. We can provide this detail and it is attached for you inclusion in the calculations.
7. There is no need to add a lintel at this location. There Is existing steel framing above (upper
level) that frames and supports the floor framing above. The new opening is created by
removing non - structural CMU full height to the under side of the existing framing. A copy of
the exiting framing above le attached for your clarification.

8. It was our opinion that the extension of this floor was making the structural Integrity of the
building better. The new diaphragm that would reduce column haIehts, reduce shear wail
heights all of which seemed to be a positive feature. Seismic loads were taken into account to
size the ledgers of the new extended floor so as to transfer the seismic portion of the new
dead load Toads into the existing CMU walls. A seismic load of 11,474 pounds is insignificant to
the concrete and CMU shear walls of this structure. A seismic analysis of the structure in our
opinion is not necessary.

Dear Sir:
The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. Maintain fire extinguisher coverage throughout.
Clear access to fire extinguishers is required at all
times. They may not be hidden or obstructed. (NFPA
10, 1 -6.5)
2. No point in a sprinklered building may be more than
200 feet from an exit, measured along the path of travel.
(UBC 1003.4)
Exit doors shall be openable from the inside without -
the use of a key or any special knowledge or effort.
Exit doors shall not be locked, chained, bolted,
barred, latched or otherwise rendered unusable. All
locking devices shall be of an approved type. (UFC
1207.3)
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 1207.1- 1212.8)
3. When two or more exits from a story are required and
when two or more exits from a room or an area are required
by U.B.C. Section 3303, exit signs shall be illuminated.

Internally illuminated exit signs shall have both
bulbs working at all times. (UBC 1013.3)
When two or more exits from a story are required, exit
signs shall be installed at the required exits and
where otherwise necessary to clearly indicate the
direction of egress. (UBC 1013.1)
Exits shall be illuminated any time the building is
occupied with light having an intensity of not less
than 1 foot candle at floor level. Fixtures required
for exit illumination shall be supplied from separate
sources of power for Group I, Divisions 1.1 and 1.2
occupancies and for all other occupancies where the
exiting system serves an occupant load of 100 or more.
(UBC 1012.1, 1012.2)
The power supply for the exit pathway illumination
shall normally be provided by the premise's wiring
system. In the event of its failure, illumination
shall be automatically provided from an emergency
system. Emergency system shall be supplied from
storage batteries or an on-site generator sat and the
system shall be installed in accordance with the
requirements of the Electrical Code . (UBC 1012.2)
Combustible material shall not he stored in exits or
exit enclosures. (UFC 1103.3.2.3)
4. All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation or
modification. New sprinkler systems and all modifications
to sprinkler systems involving more than 50 heads shall
have the written approval of the W.S.R.B., Factory Mutual,
Industrial Risk Insurers, Kemper or any other
representative designated and /or recognized by The City of
Tukwila, prior to submittal to the Tukwila Fire Prevention
Bureau. No sprinkler work shall commence without approved

5. All new fire alarm systems or modifications to
existing systems shall have the written approval of The
Tukwila Fire PPrevention Bureau. No work shall commence
until a fire department permit has been obtained. (City
Ordinance #1742) (UFC 1001.3)
Call the Tukwila Fire Department at 575 -4407 for
approval of any system shut down. Have job site
address, name and the Tukwila Fire Department Job
Number available to confirm shut down approval. (City
Ordinance #1742)
6. All electrical work and equipment shall conform
strictly to the standards of The National Electrical Code.
(NFPA 70)
7. Required fire resistive construction, including
occupancy separations, area separation walls, exterior
walls due to location on property, fire resistive
requirements based on type of construction, draft stop
partitions and roof coverings shall be maintained as
specified in the Building Code and Fire Code and shall be
properly repaired, restored or replaced when damaged,
altered, breached, penetrated, removed or improperly
installed. (UFC 701)

detailed description of intended use.

our phone conversation on December 5, 1996. The usable square footage of the building
is as follows:

Office 0 sf 4,773 sf 2,943 sf

There is 9594 sf of Warehouse space and a total of 7,716 sf of office space on the
Me7zanine and Upper floors, including the new 1,944 sf of office added to the
Mezzanine.
9,594/1,000 = 9.594 x 1 = 10 stalls required for Warehouse
7,716/1,000 = 7.716 x 2.5 = 19 stalls required for Office
There are 35 stalls existing in the upper parking area, south of the building. Existing
parking will be adequate to accommodate the new office space.
