Keefe, Fire Chief December 12, 1996 Re: Pacific Crest Brewing - 10845 East Marginal Way South Dear Sir: The attached set of building plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following concerns: 1. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "A11 Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Portable fire extinguishers shall be securely installed on the hanger or in the bracket supplied, placed in cabinets or wall recesses. The hanger or bracket shall be securely and properly anchored to the mounting surface in accordance with the manufacturer's instructions. The extinguisher shall be installed so that the top of the extinguisher is not more than 5 feet above the floor and the clearance between the bottom of the extinguisher and the floor shall not be less than 4 inches. Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sign stating, "Fire Extinguisher ", with an arrow pointing to the unit. (NFPA 10, 1 -6.3) (UFC Standard 10 -1) Clear access to fire extinguishers is required at all times. They may not be hidden or obstructed. Keefe, Fire Chief Fire extinguishers require monthly and yearly inspections. They must have a tag or label securely attached that indicates the month and year that the inspection was performed and shall identify the company or person performing the service. (NFPA 10, 4 -3, 4 -4 and 4 -4.3) Every six years, dry chemical and halon type fire extinguishers shall be emptied and subjected to the applicable recharge procedures. (NFPA 10, 4 -4.1) If the required monthly and yearly inspections of the fire extinguisher(s) are not accomplished or the inspection tag is not completed, a reputable fire extinguisher service company will be required to conduct these required surveys. (NFPA 10A -4 -4) 2. No point in a sprinkiered building may be more than 200 feet from an exit, measured along the path of travel. (UBC 1003.4) Exit doors shall swing iii the direc.tion of exit travel when serving any hazardous area or when serving an occupant load of 50 or more. (UBC 1004.2) Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Exit doors shall not be locked, chained, bolted, barred, latched or otherwise rendered unusable. All locking devices shall he of an approved type. (UFC 1207.3) Obstructions, including storage, shall not be placed in the required width of an exit, except projections as permitted by the Building Code. Exits shall not be obstructed in any manner and shall remain free of any material or matter where its presence would obstruct or render the exit hazardous. (UFC 1203) Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle is engaged from inside the tenant space. (UFC 1207.1- 1212.8) The color and design of lettering, arrows and other symbols on exit signs shall be in high contrast with their background. Words on the sign shall be block letters 6 inches in height with a stroke of not less than 3/4 inch. (UBC 1013.2) Exits shall not pass through kitchens, storerooms, restrooms, closets or spaces used for similar purposes. (UBC 1003.5) 'Combustible material shall not be stored in exits or exit enclosures. (UFC 1103.3.2.3) 3. Maintain sprinkler coverage per iJ.F.F.A. 13. Addition /relocation of walls, closets or partitions may require relocating anti /or adding sprinkler heads. All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification. New sprinkler systems and all modifications to spr'irkler systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk Insurers, Kemper or any other representative designated and /or recognized by The City of Tukwila, prior to submittal to the Tukwila Fire Prevention Bureau. iJo sprinkler work shall commence without approved drawings. Key box - When access to or within a structure or an area is unduly difficult because of secured openings or where immediate access is necessary for life- saving or fire - fighting purposes, the Chief may require a key box to be installed in an accessible location. The key box shall be a type approved by the Chief and shall contain keys to gain necessary access as required by the Chief. Automatic shutoff shall be accomplished by interrupting the power source of the air - moving equipment upon detection of smoke in the main supply -air duct served by such equipment. Smoke detectors shall be labeled by an approved agency for air -duct installation and shall be installed in accordance with the manufacturer's installation instructions. (UMC 608) 6. Dedicated fire alarm system circuit breaker(s) shall be equipped with a mechanical lockout device. (NFPA 72 (1- 5.2.8.2)) 7. All electrical work and equipment shall conform strictly to the standards of The National Electrical Code. (NFPA 70) 8. Hazardous materials shall not be released into a sewer, storm drain, ditch, drainage canal, lake, river or tidal waterway, or upon the ground, sidewalk, street, highway or into the atmosphere. An authorized representative of the United States Government, the State of Washington, or any incorporated city, town, county, township, irrigation district, reclamation district, or other municipal or political corporation or subdivision of this state; 2. Officers of a court when they are acting within the scope of their office; 3. Public utilities operating under the regulations of the utilities and transportation commission in construction, maintenance, or development work incidental to their own business; 4. Any construction, repair, or operation incidental to the discovering or producing of petroleum or gas, or the drilling, testing, abandoning, or other operation of any petroleum or gas well or any surface or underground mine or mineral deposit when performed by an owner or lessee; 5. The sale or installation of any finished products, materials, or articles of merchandise which are not actually fabricated into and do not become a permanent fixed part of a structure; 6. Any construction, alteration, improvement, or repair of personal property, except this chapter shall apply to all mobile /manufactured housing. A mobile /manufactured home may be installed, set up, or repaired by the registered or legal owner, by a contractor licensed under this chapter, or by a mobile /manufactured home retail dealer or manufacturer licensed under chapter 46.70 RCW; 7. Any construction, alteration, improvement, or repair carried on within the limits and boundaries of any site or reservation under the legal jurisdiction of the federal government; 8. A licensed architect or civil or professional engineer acting solely in his professional capacity, an electrician licensed under the laws of the state of Washington, or a plumber licensed under the laws of the state of Washington while operating within the boundaries of such political subdivision. The exemption provided in this subsection is applicable only when the licensee is operating within the scope of his license; 15. Any person who engages in the activities herein regulated as an employee of a registered contractor with wages as his sole compensation; 16. Contractors on highway projects who have been prequalified as required by chapter 13 of the Laws of 1961, RCW 47.28.070 with the department of transportation to perform highway construction, reconstruction, or maintenance work.
