Regular Meeting
CALL TO ORDER Mayor Van Dusen called the Regular Meeting of the Tukwila
and City Council to order and led the audience in the Pledge of
PLEDGE OF ALLEGIANCE Allegiance.

President, DORIS E. PHELPS, JOE H. DUFFIE, WENDY A. MORGAN,
CHARLES E. SIMPSON.
OFFICIALS IN JAMES HANEY, City Attorney; MAXINE ANDERSON, City Clerk;
ATTENDANCE BRAD COLLINS, Planning Director; ALAN DOERSCHEL, Finance
Director; HUBERT CRAWLEY, Fire Chief; ROBERT MCQUEEN, Acting
Police Chief; BYRON SNEVA, Public Works Director, DON
WILLIAMS, Parks and Recreation Director.
Mayor Van Dusen read a letter from citizens living on South
144th. The letter concerned the street closure during the
recent snow and all of the inconveniences it caused, but they
were outweighed by the joy those people received in using the
slope for temporary recreation.
Council Member Morgan asked Council for approval to attend
the Ethics Conference sponsored by the National League of
Cities. Registration is $125.00 and the Conference is in Los
Angeles.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT COUNCIL CONCUR WITH
THE REQUEST OF COUNCIL MEMBER MORGAN TO ATTEND THE ETHICS
CONFERENCE. MOTION CARRIED.
Alan Doerschel, Finance Director, reported that the final
draft of the 1986 Budget will be ready on Wednesday for
Council review prior to printing.
Byron Sneva, Public Works Director, noted that there are two
carry over items out of the Utilities Committee for the next
Committee of the Whole Agenda:
1. Recommendations to the Seattle Water Department on their
five year Comp. Plan.
2. Support of the Metro CSU and Secondary Treatment Plant
Proposal.
Mayor Van Dusen read a proclamation setting January, 1986, as
Safety Month for the City of Tukwila and all its employees.
He presented the proclamation to Bob Conner, Police Officer,
who is Chairman of the Tukwila Employees Safety and Health
Committee.
Mayor Van Dusen presented a five year Employee Service Pin to
Phil Fraser, Senior Engineer. Mr. Fraser has 20 years
experience in Government.
The internal structure of the Police Department has been
changed to include the position of Corporal. Four officers
have been selected to be promoted. Mayor Van Dusen issued
the oath to officers, Darrell Baskin, Keith Haines, Stan
McCall, and Larry Richardson.

Mayor Van Dusen introduced Officer Craig Westby and then
swore him in as a Police Sergeant. Officer Westby's son was
on hand to pin the badge on his father's uniform.
Maxine Anderson, City Clerk, issued the oath of office to
Marilyn Stoknes, newly elected Council Member for the City of
Tukwila. Mayor Van Dusen presented Mrs. Stoknes with a one
term service pin.
She issued the oath of office to Ed Bauch, re- elected to the
Councilman position. He was presented with a three term ser-
vice pin elected Mayor in 1975 and Councilman in 1981 and
1985.
Mrs. Anderson issued the oath of office to re- elected
Councilman Joe Duffie. Mayor Van Dusen presented him with a
two term service pin elected to Council in1981 and 1985.
She issued the oath of office to Mabel Harris who has been
re- elected to the position of Council Member. The Mayor pre-
sented Mrs. Harris with a three term service pin elected to
Council in 1977, 1981, and 1985.
Mayor Van Dusen then presented service pins to Council
Members:
Doris Phelps Elected, 1979, 1983
Wendy Morgan Appointed 8/16/82, Elected 1983
Charles Simpson Elected 1983
Maxine Anderson presented Mayor Van Dusen with a three term
service pin. He was elected Councilman in 1975 and again in
1979; he was elected to fill the position of Mayor by his
fellow Council Members on July 19, 1982, and was re- elected
by the citizens in 1983.
Council Members were seated at the table in new positions
according to seniority.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE AGENDA BE
AMENDED TO INCLUDE A RESOLUTION. MOTION CARRIED.
Council President Bauch, in its entirety, a resolution of the
City of Tukwila expressing sincere thanks to L. C. "Bud"
Bohrer, Councilman.
MOVED BY BAUCH, SECONDED BY HARRIS, THAT RESOLUTION NO. 988
BE ADOPTED AS READ. MOTION CARRIED.
Council President Bauch presented Mr. Bohrer with a plaque
reading:
PRESENTED TO COUNCILMAN L. C. "BUD" BOHRER IN APPRECIATION
FOR OUTSTANDING SERVICE TO THE CITY OF TUKWILA, THE CITIZENS
AND ITS FUTURE. 1977 1985.
Mr. Rohrer said he very much appreciated the opportunity to
serve the City of Tukwila and has enjoyed it. He has also
enjoyed the opportunity of working with his fellow Council
Members, facing the problems the City has seen and going for-
ward with them. He said he leaves the City in capable hands.
He suggested Council look forward at the future, keep a sound
eye on the finances and be sure, as you tend the City's
duties, that you keep all of its residents in mind.
Mr. Bohrer read a resolution he had written -a commendation
to Maxine Anderson, City Clerk of the City of Tukwila in
recognition of her dedicated and effective service to the
City.

Awards to Department Council took a few minutes to present the Mayor and each
Heads Department Head with a "surprise" certificate written in a
lighthearted vein.
Mayor Van Dusen told Council they have had many good years
and that he is looking forward to an even better year in
1986. There is lots of work ahead.
Each Council Member expressed their thanks to Mr. Bohrer,
stated they would miss him and wished him good luck in his
future endeavors.
Council Member Harris invited everyone to join them for cake
and coffee.
