COMMITTEE OF THE WHOLE MEETING CALL TO ORDER AND Council President Bauch called the Tukwila City Council Committee PLEDGE OF ALLEGIANCE of the Whole Meeting to order at 7:05 p.m. and led the audience and Council in the Pledge of Allegiance. OTHER OFFICIALS IN Mayor Gary Van Dusen, Maxine Anderson (City Clerk), Brad Collins ATTENDANCE (Planning Director), Alan Doerschel (Finance Director), Jim Haney (City Attorney), Don Morrison (City Administrator). Mayor Van Dusen reported the County has passed the 1 /10 sales tax increase. Mayor Van Dusen read A PROCLAMATION OF THE CITY proclaiming the period of January 12 through January 20, 1986 as Martin Luther King Week. Alan Doerschel, Finance Director, stated the 1 /10 sales tax increase by the County will have an impact on the City. The City will lose 15% of the 1 /10. Don Morrison, City Administrator, stated Group Cable intends to raise their rates. MOVED BY MORGAN, SECONDED BY DUFFIE, TO PLACE THE INCREASE OF RATES BY GROUP CABLE IN BOTH THE UTILITIES AND COMMUNITY AFFAIRS COMMITTEES TO RESEARCH THE RATES AND CURRENT CONTRACT IMPLEMEN- TATIONS. MOTION CARRIED. Jim Haney, City Attorney, reported they are making progress on getting the rights -of -way on Pump Station II. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE MINUTES OF THE NOVEMBER 25, 1985; DECEMBER 2, 1985; AND DECEMBER 9, 1985 COMMITTEE OF THE WHOLE MEETINGS BE APPROVED AS PUBLISHED. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE PROPOSED ORDINANCE BE ON THE AGENDA OF A REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. Councilmember Morgan said it is her understanding that this property was SR -1.7 within King County zoning. Our Comprehensive Map indicates it as M -1. This action by the Council is to concur with Planning Commission recommendation that it be M -1. There has been concern about trucking and traffic. Brad Collins, Planning Director, stated trucking would require approval by the Planning Commission of a conditional use permit. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT A PUBLIC HEARING BE HELD ON FEBRUARY 18, 1986. MOVED BY MORGAN, SECONDED BY SIMPSON, TO AMEND THE MOTION AND HOLD A PUBLIC HEARING ON FEBRUARY 3, 1986. MOTION CARRIED. *MOTION CARRIED, AS AMENDED. Councilmember Morgan requested that a staff report on this matter be presented at the time of the public hearing. Comprehensive Plan amendment rezone request to M -1 by Radovich Lewison in Accordance w /TMC 18.84. Prop. Ord. creating a charge for shut -off notices for delinquent water service billings. Prop. Ord. relating to charges for sewer service. Accept completed project, Christensen Greenbelt Park, Ph. III, 180th Undercrossing. Accept MWPAAC Report forward to Metro Council by Formal Motion of Council. Prop. Res. establishing Compensation Policy for City. MISCELLANEOUS Dept. Goals of Police Department. .3 G MOVED BY PHELPS, SECONDED BY MORGAN, THAT A MEETING BE HELD WITH INITIATING PARTIES ON FEBRUARY 3, 1986 TO HEAR THE PROPOSED MCLEES ANNEXATION. MOTION CARRIED, WITH DUFFIE VOTING NO. Brad Collins, Planning Director, explained the rezone request by applicants Radovich /Lewison. The Planning Commission recommended denial. The proposed request is for industrial park. Councilmember Phelps asked what action the Council would take if they create a "Hi- Tech" zone. Mr. Collins said it would need some conditions applied to the zone. The applicants understand the conditions that would be imposed. Councilmember Morgan said she would ask administration to come forward with a written report that explains the options and explains what the City Council role is in each of these options so Councilmembers can made a decision on this matter. MOVED BY DUFFIE, SECONDED BY PHELPS, THAT THE COMPREHENSIVE PLAN AMENDMENT AND REZONE REQUEST TO M -1 BY RADOVICH /LEWISON BE ON THE AGENDA OF A REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. John Radovich, Bellevue, applicant to the rezone request, said it is zoned for retail but that does not seem appropriate. They are proposing a glass building for office use that will be transistionalized. They do not want M -1 zoning or any kind of industrial use they want office use. Councilmember Phelps asked Mr. Radovich his opinion on the impact of parking in this area compared to Seattle parking. Mr. Radovich said they are planning more parking than is required for the Tukwila area. MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE PROPOSED ORDINANCE BE ON THE AGENDA OF A REGULAR MEETING OF THE COUNCIL. MOTION CARRIED, WITH MORGAN VOTING NO. MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE PROPOSED ORDINANCE BE ON AN AGENDA OF A REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY MORGAN, THAT THE ACCEPTANCE OF THE COMPLETED PROJECT, CHRISTENSEN GREENBELT PARK, PHASE III, BE ON THE AGENDA OF A REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE MWPAAC REPORT BE ON THE AGENDA OF A REGULAR MEETING OF THE COUNCIL AND SOMEONE FROM METRO ATTEND THE MEETING TO ANSWER QUESTIONS THE COUNCIL MAY HAVE. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE PLACED IN THE FINANCE AND PERSONNEL COMMITTEE. MOTION CARRIED. Council President Bauch said in reading the Department Goals of the Police Traffic Department he hoped the Traffic Department was not planning to start setting goals to issue traffic tickets. Mayor Van Dusen said he had clarified that with the Police Department. They said the meaning was to make contacts, offer aid, etc., not issuing traffic tickets.
