Fax (206) 431 -3688 City Of Tukwila Police Department An Accredited Agency COPCAB Minutes December 11, 2014 6:30pm- 8:OOpm Jim Haggerton, Mayor Michael Villa, Chief of Police Present: Chief Villa, Chris Putman, Kim Karns, Art Rosengren, Lynn Churchill, Jun Castillo, Jerry Thornton, Laurie Clark • Minutes from 8/14/14, 9/11/14 and 11/13/14 meetings approved • Appointment — Laurie has passed her Tukwila PD background check to become a COPCAB Member. Laurie stepped out of the room while the COPCAB members unanimously agreed to recommend her membership on the Board to the Mayor. • Chiefs Update • Staffing — o All three lateral Police Officer Candidates have accepted job offers. One will start in January and the other two will start in February. They are from: New Orleans, Alabama and S. California Border Patrol. • The Chief would like COPCAB to hold off on surveying the community for now to allow the Command Staff to set metrics and measurements of success. o Once a survey is up and ready the Chief will ask COPCAB for assistance in spreading the word. • Chief Villa has just completed the Leading Police Organizations training He felt it was one of the most valuable leadership classes he has attended. The class was initially developed by West Point for military leadership and then adapted for police organizations. All the course materials were based on science. As of now, all members of the Command Staff and many Sergeants have completed the course. The Chief sees the concept of Followership as particularly helpful. • Events — o Black Friday — there was extra staff down in the business district including: a commander, the Mobile Command Post, bike, traffic and other officers, the transport officer along with IT support. There were arrests and officers investigated seven traffic collisions. o Day After Christmas — the staffing will be similar to Black Friday o Toy and Food Drive — the Saturday before Thanksgiving there was a food and toy drive staffed by officers, TPD Explorers and some Tukwila Parks staff. The event benefited the Tukwila Pantry and the Parks and Recreation Giving Program. o Shop with a Cop — is Saturday, December 13th. The Tukwila School District provided the names of students who have families in great need. Officers take the students to Target and Toys R Us to select gifts for their families and then the group moves to the Community Center 6200 Southcenter Blvd. Tukwila, WA 98188 • Phone (206) 433 -1808 • Records Fax (206) 244 -6181 Invest. Officers often end up putting in their own money to make sure the kids have enough. • Saturday, December 6th was the Tukwila PD employee appreciation banquet. o Awards were handed out which included: • Service pins for employees with 5, 10, 20 and 25 years of service • A medal for 30 years of service • Employee of the year, Commander Rick Mitchell • There was a question about whether TPD had been doing exercised at the Light Rail Station on TIB. o Reply: Tukwila officers have been doing emphasis at the station all year. Since October, TPD has funded an officer with a patrol car up at the station on overtime in the evenings. The department has been in talks with Sound Transit to continue funding this in 2015. The overtime this year was funded through salary savings. • COPCAB Chair and Vice -Chair selection • Jerry Thornton unanimously selected as Chair • Kim Karns unanimously selected as Vice -Chair • Discussion of 2015 Annual Plan • Will discuss in January after the Chief has feedback from the Command Staff • Good of the Order • Jerry — Spoke in favor of LPO and has been able to look through the manual for the class. o Shared an article from the Everett Herald about the decision in Arlington to have the Fire Chief act as "Public Safety Director" and overhaul the police department before a new Police Chief is hired. o Asked the Chief's opinion about body cameras. The chief asked for the opinion of the group first. There were mixed feelings from the members, from the fact that the camera information would often support officers in complaints to it could put even more pressure on officers to some privacy concerns. o The Chief's comments were: • The cameras might not always be recording • Often suspects act better when they know they are being filmed In many cases the camera footage supports the officers' version. • Public disclosure requests can be costly and take a lot of staff time • Privacy concerns regarding victims and others filmed at crime scenes • There is some talk of putting forward legislation to restrict public disclosure of body camera recordings to only involved parties in a situation. • Art — Congratulations to Gerry and Kim and also Congratulations to Tukwila PD for great work of the year. He sees Tukwila PD as the best. • Jun — Would like to thank Lynn for being Chair for many years. • Laurie — Foster is gearing up for the 100 year celebration. The school has a Foster Hall of Fame for prominent graduates. o There was a memorial for a Mom of a Foster student, and 6 other children, who passed away suddenly. o One student was arrested for drug dealing. o So far this year there has only been on fight on campus and as luck would have it, Officer Schuck was in the building and able to deal with the students quickly and professionally. • Chris — The Spring 2015 Citizens' Academy will be from March 4th through May 20th 2015. o Gave a class on recognizing Hash Oil Extraction for landlords and hoteliers to prevent problems which have been seen in other cities. • Lynn — Thank you to all and she is glad to turn the Chair position over to Jerry. • Meeting adjourned at 8 pm. 2 Next meeting will be on Thursday, 01/08/15 from 6:30pm- 8:OOpm.
