2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All mechanical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center
(206/431- 3670).
4: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
5: New suspended ceiling grid and light fixture installations shall meet the non - building structures seismic design
requirements of ASCE 7.
8: Partition walls that are tied to the ceiling and all partitions greater than 8 feet in height shall be laterally braced
to the building structure.
7: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
8: Fire retardant treated wood shall have a flame spread of not greater than 25. All materials shall bear identification
showing the fire performance rating thereof. Such identification shall be issued by an approved agency having a service
for inspection at the factory.
9: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building
inspector. No exception.
10: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary
sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
11: Manufacturers installation instructions shall be available on the job site at the time of inspection.
12: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the Cityof Tukwila
Permit Center.
13: All electrical work shall be inspected and approved under a separate permit issued by the Washington State Department
of Labor and Industries (206/248- 6630).
14: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

16: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the
following concerns:
17: The total number of fire extinguishers required for a light hazard occupancy with Class A fire hazards is calculated at
one extinguisher for each 3,000 sq. ft. of area. The extinguisher(s) should be of the "all purpose" (2A, 10 B:C) dry
chemical type. The travel distance to any extinguisher must be 75' or less. (IFC 906.3) (NFPA 10, 3 -2.1)
18: Maintain fire extinguisher coverage throughout.
19: Egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort.
(IFC 1008.1.8.3 subsection 2.2)
20: Each door in a means of egress from an occupancy of Group A or E having an occupant load of 100 or more and any
occupancy of a Group 11- 1,11 -2, N.3 or II-5 shall not be provided with latch or lock unless it is panic hardware or fire
exit panic hardware on rated fire doors. (IFC 1008.1.9)
21: Exit hardware and marking shall meet the requirements of the International Fire Code. (1FC Chapter 10)
22: Exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress
travel. Access to exits shall be marked by readily visible exit signs in cases where the exit or the path of egress
travel is not immediately visible to the occupants. Exit sign placement shall be such that no point in an exit access
corridor is more than 100 feet (30,480 mm) or the listed viewing distance for the sign, whichever is less, from the
nearest visible exit sign. (IFC 1011.1)
23: Every exit sign and directional exit sign shall have plainly legible letters not less than 6 inches (152 mm) high with
the principal strokes of the letters not less than 0.75 inch (19.1 mm) wide. The word "EX17"' shall have letters having
a width not less than 2 inches (51 mm) wide except the letter "I ", and the minimum spacing between letters shall not be
less than 0.378 inch (9.5 mm). Signs larger than the minimum established in section 1011.6.1 of the International Fire
Code shall have letter widths, strokes and spacing in proportion to their height. The word "EXl7"' shall be in high
contrast with the background and shall be clearly discernible when the exit sign illumination means is or is not
energized. If an arrow is provided as part of the exit sign, the construction shall be such that the arrow direction
cannot be readily changed. (IFC 1011.5.1)
24: Exit signs shall be illuminated at all times. To ensure continued illumination for a duration of not less than 90
minutes in case of primary power loss, the sign illumination means shall be connected to an emergency power system
provided from storage batteries, unit equipment or on -site generator. (IFC 1008.1, 1006.2, 1008.3)
25: Means of egress, including the exit discharge, shall be illuminated at all times the building space served by the means
of egress is occupied. The means of egress illumination level shall not be less than 1 foot - candle (11 lux) at the
floor level. The power supply for the means of egress illumination shall normally be provided by the premise's
electrical supply. In event of a power failure an emergency power system shall provide power for a duration of not less
than 90 minutes and shall consist of storage batteries, unit equipment or on -site generator. (IFC 1006.1, 1006.2,
1006.3)
26: Every room or space that is an assembly occupancy shall have the occupancy load of the room or space posted in a
conspicuous place, near the main exit or exit access doorway from the room or space. Posted signs shall be of an
approved legible permanent design and shall be maintained by the owner or authorized agent. (IFC 1004.3)
27: Maintain sprinkler coverage per N.F.P.A. 13. Addition/relocation of walls, closets or partitions may require relocating
and/or adding sprinkler heads. (IFC 901.4)

29: All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and
approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler
systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk
Insurers Kemper or any other representative designated and/or recognized by the City of Tukwila, prior to submittal to
the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings. (City Ordinance #2050)
30: Maintain automatic fire detector coverage per N.F.P.A. 72. Addition/relocation of walls, closets or partitions may
require relocating and/or adding automatic fue detectors.
31: Maintain fire alarm system audible /visual notification. Addition/relocation of walls or partitions may require
relocation and/or addition of audible /visual notification devices. (City Ordinance #2051)
32: Maintain square foot coverage of detectors per manufacturer's specifications in all areas including: closets, elevator
shafts, top of stairwells, etc. (NFPA 72- 5.8.2.1)
33: All new fire alarm systems or modifications to existing systems shall have the written approval of The Tukwila Fire
Prevention Bureau. No work shall commence until a fire department permit has been obtained. (City Ordinance #2051) (IFC
104.2)
34: An electrical permit from the Washington State Department of Labor and Industries is required for this project.
35: All electrical work and equipment shall conform strictly to the standards of the National Electrical Code. (NFPA 70)
36: Contact The Tukwila Fire Prevention Bureau to witness all required inspections and tests. (City Ordinances #2050 and
#2051)
37: Any overlooked hazardous condition and/or violation of the adopted Fire or Building Codes does not imply approval of
such condition or violation.

(GENERAL NOTE)
PLAN SUBMITTALS: (Min. size 11x17 to maximum size of 24x36; all sheets shall be the same
size). (If applicable) Structural Drawings and structural calculations sheets shall be original
signed wet stamped, not copied.)
1. The plans indicate compliance with outdated UBC codes. Please revise plan notes and references to
show compliance with the current 2003 International Building Codes (IBC). (IBC 102.4, 106.1.1
&106.1.2)
2. Identify occupancy load and show room square footage for the new conference room. (IBC Section
1004)
3. Provide a building plan view that identifies exit access thru a common path of travel. Plan shall show
combined building occupancy loads shall meet emergency exiting requirements with the additional
occupancy load of the new conference room. (IBC 106.1.2, Section 1013, 1014, & 1015)
4. Provide a reflective ceiling plan that identifies emergency lighting and emergency lighted paths or
egress components to designated emergency exits. Emergency power and performance shall meet
the current code and shall be noted on the plan. (IBC Section 1006 & 1011)
5. Suspended ceiling design refers to out dated UBC codes. Please provide a detail with specifications
for suspended-ceiling framing that meets current ASCE Standard 9.6.2.6.2.2 for seismic category (D).
Current ASCE standards shall require a 2" enclosure angle.
6. Changes or revisions to the mechanical HVAC system, ducts and diffusers shall require a mechanical
permit Identify applicable mechanical work on the plans.

1) In accordance with Washington State Department of Health guidelines for Group A Public Water
Systems, Public Works has implemented a cross - connection control program to protect the public
water system from contamination via cross - connection. Since the project includes alterations to the
existing plumbing system, the entire plumbing system must be brought up to the current standards
as set forth in the Uniform Plumbing Code, including installation of an approved backflow
prevention on the fire line and the domestic water supply to the building. The City has determined
that the BECU building has deficiencies on domestic water supply and fire prevention lines.
a) Domestic Water Service
A Reduced Pressure Principle Assembly (RPPA), previously called a Reduced Pressure
Backflow Assembly (RPBA), shall be installed immediately downstream of the existing
3 "permanent water meter. Installation at another location requires the Public Works Director's
approval. The RPPA shall be installed in a Hot Box/Hot Rock or equal freeze protection
enclosure anchored to a minimum 4" thick concrete pad. Public Works strongly recommends a
power supply for the freeze protection enclosure. Please specify on your plan backflow size,
manufacturer, and model number and submit a cut sheet of the proposed device.
b) Fire Line
The existing siamese Fire Department Connection (FDC) needs to be replaced with a Stortz
connection per attached City of Tukwila Detail WS -15 (2 of 2).
The existing Detector Double Check Valve Assembly located inside the fire vault is past due on
its required annual backflow test report. Please have the devise tested by a certified tester and
submit passing test results to Public Works as soon as possible.
I have enclosed Development Bulletin C5, which spells out design and installation requirements for
cross connection control.
A separate letter was mailed to the building owner. The Public Works Director will withhold issuance
of this Tenant Improvement permit until the backflow issues for domestic water and fire line are
resolved or the Permit Center receives plans for items la, lb and DCVA backflow test report.
Applicant can post a bond for items a) and b) in the amount equal to 150% of the design, installation,
and testing cost of subject devices, together with a letter stating the installation by a certain date.

To whom it may concern,
Subject to your letter dated December I, 2006 and in reference to permit # D06 -432, BECU is
submitting for your approval and release of the above mentioned permit number, our plan
regarding the domestic water and fire line deficiency corrections.
We have received the following proposals to correct the deficiencies as noted:
• Fire line: Viking Sprinkler (see attached proposal /plan): $1,539.00
• Domestic water Anderson Magruder Company (see attached proposal /plan):
$11,375.00
In order to complete the domestic water work, water shut off to our facility will be required.
Due to this implication, we must make special arrangements for our HVAC systems to remain
operational. As a result BECU intends to complete this work no later than March 3 I n, 2007.
This will allow us ample to plan and coordinate the necessary arrangements.
In accompaniment of this letter and a check (in lieu of a performance bond) in the amount of
$19,371, representing 150% of the construction costs, BECU requests release of permit # D06-
432 immediately.
