Regular Meeting
CALL TO ORDER Mayor Van Dusen called the Regular Meeting of the Tukwila
and City Council to order and led the audience in the Pledge of
PLEDGE OF ALLEGIANCE Allegiance.

CONSENT AGENDA
Council President Duffie said he has been asked about
installing a memorial plaque at City Hall to honor the
astronauts who lost their lives in the space shuttle accident
this week. This item was placed in the Community Affairs
Committee for discussion.
Byron Sneva, Public Works Director, reported that seven
cities or utility districts have not signed the Metro Utility
Agreement Extension. Metro is asking to have all current
contracts extended 20 years.
Don Morrison, City Administrator, reported that one of our
motorcycle policemen was injured in an accident. Avoiding a
car he hit a curb and was thrown off the bike. He was
released from the hospital later in the day.
Mrs. Regel asked Council to speak into their microphones so
the audience can hear what is being discussed.

Mayor Van Dusen opened the Public Hearing to consider the
zoning classification of certain real property annexed to the
City known as the Fostoria Associates Annexation.
Brad Collins, Planning Director, reported that the Planning
Commission recommended that the Zoning Classification be M -1,
Light Industrial, subject to the Findings and conclusions
contained in the staff report, with an additional finding the
single family homes could be impacted by any development of
the subject site and due to the environmentally sensitive
nature of the property, it will be subject to Board of
Architectural review. The proposed development of the parcel
would be with a single story office, warehouse structure with
approximately 30,337 square feet.
Robert E. Storseth, owner of the property, offered to answer
any questions regarding his proposal.
Attorney Haney recommended that the items contained in the
Council packet for this subject be identified as Exhibit I
for this hearing.
There being no further comments on the zoning classifica-
tions, Mayor Van Dusen closed the Public Hearing.

ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Haney read an ordinance of the City of Tukwila,
Washington, establishing the zoning classification of certain
real property annexed to the City and commonly known as the
Fostoria Associates Annexation, directing amendments to the
Official Zoning Map of the City and establishing an effective
date.

MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE ORDINANCE
SUMMARY BE APPROVED. MOTION CARRIED.
Mr. Gerard M. McLees, 4588 South 134th Place, Tukwila, is the
owner of the property located east of the present City Limits
and north of South 135th. Mr. McLees has petitioned the City
for annexation of this portion of his property. Along with
it, he has asked to have simulataneous zoning.
The item before Council is the proposed annexation. In
accordance with RCW 35A.14.120, this is the meeting with the
legislative body to determine certain requirements.
Mr. McLees explained that the property he is proposing to
annex is a vacant lot. It will be used to improve the
parking for the existing warehouse and in the future, there
could be a second building constructed. They get more noise
from the upper side of Macadam Road than the neighbors hear
from them. All of their work is done in the building; it is
not done outside.
Mayor Van Dusen read a letter from Al and Elaine Unzeitig,
dated January 20, 1986. They state they have no objection to
the McLees annexation and rezone proposal.

MOVED BY BAUCH, SECONDED BY PHELPS, THAT COUNCIL ACCEPT THE
PROPOSED ANNEXATION AND THAT THE ANNEXATION AREA ASSUME THE
CITY INDEBTEDNESS AND THAT IT COMES IN UNCLASSIFIED.*
Mr. McLees said he would rather that it not come in
unclassified, that they take the time to go through the
zoning hearings now.
*MOTION FAILED WITH BAUCH VOTING YES.
MOVED BY HARRIS, SECONDED BY DUFFIE THAT COUNCIL SET THE
DATES FOR THE PUBLIC HEARINGS AS FEBRUARY 18 AND MARCH 24,
1986. MOTION CARRIED.
Ordinance #1382- Council President Bauch explained that the Finance and
Providing for legal Personnel Committee reviewed an Ordinance concerning holidays
holidays for all and sent it forward for consideration. This ordinance was
City Employees and necessary because of a discrepancy in the official holidays
providing for sick for City employees. The Committee recommends adoption.

City Attorney Haney read an ordinance of the City of Tukwila,
Washington, amending Section 2.52.030 of the Tukwila
Municipal Code to provide for legal holidays for all City
Employees, adding a new section 2.52.040 to the Tukwila
Municipal Code relating to sick leave for City Employees, and
repealing Ordinances 985, 915, and 916.

BE ADOPTED AS READ. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE ORDINANCE
SUMMARY BE ADOPTED. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT COUNCIL GO INTO
EXECUTIVE SESSION. (APPROXIMATELY 10 MINUTES) MOTION
CARRIED.

the Golf Course.

EXECUTIVE SESSION. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE REGULAR MEETING
OF THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
