The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Ron Johnston and Stephen Wheeler. Others in attendance were Police
Deputy Chief Bruce Linton, Interim Fire Chief Chris Flores, Dawn Judkins IAFF #2088
President and Kim Gilman, Civil Service Examiner.

APPROVAL OF MINUTES
FIRE DEPARTMENT BUSINESS
Staffing Update
Vice -Chair Ron Johnston called the meeting to order.
The Chair asked if there were any corrections needed for
the October 6th Commission Meeting minutes. No
corrections were noted. Minutes were approved as written.
Interim Chief Flores reported that 1 firefighter is currently
working light duty and that 1 firefighter has announced his
retirement effective 12/31/14. He noted that the 2
candidates currently enrolled in the Fire Academy are set to
graduate at the end of November. Chief Flores noted that
the City's decision to add pipeline positions to the Fire
Department in this year's budget has already benefitted
them in terms of staffing when unexpected vacancies occur.
Interim Chief Flores reported that the Mayor authorized
him to make a promotion to fill the Assistant Chief position
on a regular basis. This promotion may lead to other
vacancies in the Department, and he may need to promote a
candidate to the Battalion Chief and Captain positions as
well. For this reason, Chief Flores requested a 2 week
extension to the current temporary Acting Assignment for
Mike Soss to allow time for the interview process.

Staffing Update
Lateral Police Officer
Early Termination of a List
Deputy Chief Bruce Linton reported that the Department is
currently staffed at 74 of the 75 budgeted positions for
commissioned officers, and that they have 3 officers in
background to fill the remaining vacancy and 2 out of the 4
pipelines. He noted that there exists 1 vacancy in the
Police Records division.
The Chief Examiner presented the Lateral -Entry Police
Officer Eligibility List for Commissioners to certify. The
list contains the name of 1 candidate that tested in July
(Henry Linehan, from Louisiana). This candidate passed
the 1st phase of the background process and was therefore
added to the list. Commissioners in attendance certified the
list.
The Chief Examiner introduced the Chief's request to
terminate the existing Police Records Specialist Eligibility
early due to the list being nearly exhausted and the
Department's need to hire immediately due to the current
vacancy and other staffing concerns. The Examiner
distributed a document, prepared by Attorney Steve
DiJulio, stating that a Civil Service Commission has the
authority to terminate a list early when the list contains
fewer than 3 names. The current list has 1 name.

Commissioners discussed the need to contact the remaining
candidate on the list and to encourage him to re -apply for
the next round of testing. The Examiner confirmed that she
would send this notification.
Commissioners discussed updating the Civil Service Rules
in the future to recognize the ability to terminate a list
early. Commissioners also discussed the re -hire provisions
currently in the existing rules and whether the practice of
rehiring a former employee, without civil service testing,
was allowed under state statute. The Examiner offered to
research the question and report back to the Commission at
a future meeting.
