November 13, 2014

Present: Deputy Chief Linton, Chris Partman, Kim Karns, Art Rosengren, Lynn Churchill
• Minutes from 8/14/14 and 9/11/14 meetings tabled until a quorum is present.
• Chiefs Update
• Staffing
o Currently we have 74 officers hired with 3 pending final job offers to put staffing at 77 officers,
75 is full staffing plus 4 authorized pipeline officers.
o Tukwila PD has gotten many high quality lateral officers from across the country and from
federal agencies.
o The intent of the department is to have a hiring list of lateral officers already backgrounded.
o The Records Unit is down by two people with one new person starting 11/14. There is a hiring
announcement out right now, closing soon.
• Working hard with the Strategic Plan. Our department is working with the city Strategic Plan and
adjusting as things
o The Facilities plan is still in progress.
• COPCAB Chair and Vice -Chair selection
• Lynn has announced her intention to resign as Chair when a successor can be elected
• Tabled until a quorum us present
• Discussion of 2015 Annual Plan
• Part of the PD strategic plan is to be able to measure success. The department is looking to
develop metrics to show success.
• COPCAB could re- survey the community after input from the command staff
• Go back to mission statement and see what goals support it.
• Solicit at a Civics Class
• Good of the Order
• Chris — Citizens' Academy coming up in March — May
o Hash oil extraction class for landlords and hotel staff to prevent explosions in Tukwila.
o The next meeting will be a potluck, on December 11th.
• Chris will make mac n cheese

• Art will make his famous fried chicken
• Chief Villa will provide beverages
• Art — What is the boundary between Seatac and Tukwila? Answer, is that Seatac owns the road,
everything west of the property lines on the Tukwila side.
o Also asked about traffic citations on TIB. Answer is that most of the traffic citations
issued are for violations on TIB or Interurban.
o Discussion of new law requiring motorists to either move over or slow way down if an
officer is on the side of the road.
• Lynn — Would like to thank Jerry for his topic to explore what COPCAB can do to support the
department Strategic Plan.
