CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:03 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn and Kate Kruller. APPOINTMENTS Arts Commission Confirm the reappointment of Brian Kennedy to Position #1 on the Arts Commission, with a term expiring 12/31/18. MOVED BY SEAL, SECONDED BY DUFFIE TO CONFIRM THE REAPPOINTMENT OF BRIAN KENNEDY TO POSITION #1 ON THE ARTS COMMISSION, WITH A TERM EXPIRING 12/31/18.* Mr. Kennedy said he has been a part of the Arts Commission for many years and has seen many accomplishments. He looks forward to the benefits of the funding that has been afforded to the Commission for art related projects. The Councilmembers asked questions of Mr. Kennedy and thanked him for his long-term and continual contributions to the City. *MOTION CARRIED 7-0. Library Advisory Board Confirm the reappointment of Sharon Kidd to Position #1 on the Library Advisory Board, with a term expiring 12/31/16. MOVED BY DUFFIE, SECONDED BY QUINN TO CONFIRM THE REAPPOINTMENT OF SHARON KIDD TO POSITION #1 ON THE LIBRARY ADVISORY BOARD, WITH A TERM EXPIRING 12/31/16.* Ms. Kidd looks forward to working on the new library that will be part of the Tukwila Village Development. The Councilmembers thanked her for her willingness to "stay the course" to provide a quality library for our citizens. *MOTION CARRIED 7-0. Tukwila City Council Regular Meeting Minutes January 5.2U15 Page 2 of 6 Confirm the reappointment of Steve Miller to Position #2 on the Library Advisory Board, with a term expiring 12/31/16. MOVED BY QUINN, SECONDED BY EKBERG TO CONFIRM THE REAPPOINTMENT OF STEVE MILLER TO POSITION #2 ON THE LIBRARY ADVISORY BOARD, WITH A TERM EXPIRING i2/31/16.° Mr. Miller expressed gratitude to be able to give back to the community. The Councilmembers thanked him for volunteering to serve the citizens. *MOTION CARRIED 7-0. Confirm the reappointment of Geraldine Ventura to Position #4 on the Library Advisory Board, with a term expiring 12/31/16. MOVED BY KRULLER, SECONDED BY HOUGARDY TO CONFIRM THE REAPPOINTMENT OF GERALDINE VENTURA TO POSITION #4 ON THE LIBRARY ADVISORY BOARD, WITH A TERM EXPIRING 12/31/16. MOTION CARRIED 7-0. Human Services Advisory Board Confirm the appointment of Rosa Lee Hannah to Position #4 on the Human Services Advisory Board, with a term expiring 4/30/16. MOVED BY HOUGARDY, SECONDED BY SEAL TO CONFIRM THE APPOINTMENT OF ROSA LEE HANNAH TO POSITION #4 ON THE HUMAN SERVICES ADVISORY BOARD, WITH A TERM EXPIRING 4/30V16. MOTION CARRIED 7-0. Community-Oriented Policing Citizens Advisory Board (COPCAB) Confirm the appointment of Laurie Clark to Position #8 on the Community-Oriented Policing Citizens Advisory Boord, with a term expiring 3/31/18. MOVED BY SEAL, SECONDED BY KRULLER TO CONFIRM THE APPOINTMENT OF LAURIE CLARK TO POSITION #8 ON THE COMMUNITY-ORIENTED POLICING CITIZENS ADVISORY BOARD, WITH A TERM EXPIRING 3/31/18.* Ms. Clark emphasized the need to get students excited about COPCAB and looks forward to working with the school district. The Councilmembers expressed appreciation for her commitment to the community. *MOTION CARRIED 7-0. CITIZEN COMMENTS Charles Tyson, 5617 South 149th, explained that he came before the Council six months ago with the Tvaun Plan as an option for new City facilities. He provided summary information about other options being considered b` the City and expressed support for the Tyson Plan, which has double the acreage, could be built in phases, would have direct access to businesses, and a trail system with educational opportunities for students. He questions the ratings that were given to the options currently being considered by the City. Hubert Crawley, 14710 581h Avenue South, has come on behalf of himself and his neighbors. He explained that he moved here in 1969 and was the City's Fire Chief from 1972-1988. He has been heavily involved in Tukwila professionally and personally for 45 years, and he and his wife raised their children here. From his etendpoint, it is no longer safe to live in the City. On December 31, 2014. while he was gone for 3 hours in the middle of the day, his home was robbed. The damages were very significant and irreplaceable family heirlooms were taken, even though he has a security system, motion lights, and a picture of the perpetrator. The rage he has felt and the loss of personal security is something no one should have to go through, and most of his neighbors have endured similar Tukwila City CouncI Regular Meeting ng Minutes January 5, 2015 Page 3 of 6 experiences. There are cars parked on sidewalks and in front of fire hydrants in the neighborhood. There needs to be more of a police presence in the residential neighborhoods, and he would also like to see citizen patrol units. The Councilmembers asked questions of Mr. Crawley and shared their similar experiences to include the following comments: Public safet issues have been addressed in the past few years through the budget pvoceoa, to include additional resources; Block watch programs are an option to mitigate risk; Appreciation of his willingness to come to the meeting and tell the story; The benefits of a neighborhood blog to keep neighbors connected and watching out for each other. Mayor Haggerton said there is more work to be done toward public safety in the residential neighborhoods. Faye Roerick, 1305833rd Avenue South, would like to see action taken regarding a property in her neighborhood that has a great deal ofjunk, rodents, piles ofwood, etc. They have been cited by Code Enforcement several times, yet the situation continues. It has been an ongoing problem for her and the other neighbors in the area since 2013. David Cline, City Administrator. said his contact information would be provided to Ms. Roerick for follow uP. Councilmember Robertson said the City's practice has been to take a somewhat gentle approach to some code enforcement issues. It m be time for the Council to consider a different approach to issues associated with the condition of proper , as well as those expressed by Mr. Crawley regarding cars parking on sidewalks and in front of fire hydrants. This is an appropriate topic for the Council Retreat. Councilmember Duffie emphasized the importance of enacting laws that will be enforced. CONSENT AGENDA a. MOTION CARRIED 7-0. NEW BUSINESS a. Election of 2015 Council President. MOVED BY HOUGARDY, SECONDED BY EKBERG TO ELECT KATE KRULLER AS COUNCIL PRESIDENT FOR 2015.* Councilmember Robertson said this foltows the standard practice of the Councilmembers taking turns at holding the position of Council President, and he expects that Councilmember Kruller will do a very good job. *MOTION CARRIED 7-0, TO ELECT KATE KRULLER AS THE 2015 COUNCIL PRESIDENT. Councilmember Kruller took her place on the dais as the Council President. Councilmember Quinn expressed that he looks forward to Council President Kruller's tenure in this role. The job of Council President carries tremendous responsibility and time commitment. Councilmember Ekberg acknowledged the outstanding job done by Councilmember Quinn as the 2014 Council President. A resolution establishing the meeting schedule for City Council Committees. MOVED BY KRULLER, SECONDED BY HOUGARDY THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. Christy O'Flaherty, City Clerk, read the proposed resolution by title only. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING THE MEETING SCHEDULE FOR CITY COUNCIL COMMITTEES AND REPEALING RESOLUTION NO. 1811 MOVED BY DUFFIE, SECONDED BY HOUGARDY THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* Council President Kruller provided a schedule that included Council Committee days, start times, and membership that was distributed by the City Clerk to the Council, Mayor and key staff. Ms. Kruller referenced that the day of the week has changed for some of the Committees, and the time for all of the Council Committee meetings is 5:30 p.m. She collaborated when preparing the schedule, however, if it creates an imposition, it can be changed at this meeting or at a future Council meeting. REPORTS a. Mayor Mayor Haggerton commended Rachel Bianchi and the Communications Team for recent improvements to Tukwila's Channel 21. While the channel has had little activity over the years, it will now contain both live and taped programming of activities and events in the City. A presentation before the City Council is planned in the future. On December 30, 2014 the Mayor attended the retirement event for Firefighter Matt Hickey. Mr. Hickey was known as the radio guru and was a key player in emergency management activities in Haiti and at the Oso mudslide. Firefighter Hickey provided a tremendous service during his career at the City of Tukwila. b. City Council Councilmember Duffie wished everyone a happy new year, expressing that it will be a busy year. He commended the Council for working together and acknowledged the good work of the City staff. Council President Kruller echoed the Mayor's comments regarding Firefighter Hickey who was also instrumental in forming and facilitating the regional ham radio group. She expressed that kind of excellence does not come around every day. Ms. Kruller extended thanks to TIBAC (Tukwila Tukwila City Council Reg lar Meeting Minutes January 5, 2015 Page 5 of 6 International Boulevard Action Committee) for their ongoing work toward improving oneofour neighborhoods. The Council President reported that Council Committees will begin the third week of January. Councilmember Ekberg reported that the City of Tukwila Fire Department Battalion Flag is still flying high at the Oso mudslide site. Councilmember Hougardy referenced the caroling that the Police and other City staff did in the community during the hotiday season. They distributed candy canes and cheer throughout the City which was appreciated in the community. Additionafly, she reported that she will be continuing on with the Soundside Alliance economic development group. She will also continue attending the SKATBd (South County Area Transportation Board) meetings until a more permanent decision is made about who will be attending. Councilmember Quinn said that it is his family's holiday tradition to go to Councilmember Duffie's house duehodheamozing|ightdiop|ay.andbiaapprophobaMhedhewona"Ho|idavUohbs award this year. Mr. Quinn said that a year ago when he was elected Council President, the former Council President, Kathy Hougardy, conveyed valuable information to him that he would like to extend now to the incoming Council President. The role comes with tremendous responsibility that requires a willingness to be open to understanding each Councilmember individually. He offered to do anything to help in that regard and knows she will hit the ground running. c. Staff David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to answer any questions. Councilmember Robertson referenced the CA report and suggested that addresses be included when houses are referenced. He also commended staif for the ongoing efforts and success with acquiring grant funding, acknowledging the $5.2 million grant for the bridge project. Councilmember Seal asked if the recommendations regarding urban forestry will be going to a Council Committee in 2015. David Cline, City Administrator, responded in the affirmative. Ms. Seal reported that on December 29, 2014, the poOI was transferred from the City to the MPD. The MPD Commissioners will work hard to ensure it remains a community pool. Councilmember Ekberg commended the City employees for the many Spirit of Giving activities over the holidays to include the coat drive, giving program, shop with a cop, and Christmas caroling. Mr. Cline expressed that Tukwila is proud to lead with the value of caring, and he sees examples of that in the City every day. d. City Attorney There was no report. e. Intergovernmental Laurel Humphrey, Council Analyst, said there is a Council work session on the TIB (Tukwila International Boulevard) element of the Comprehensive Plan on January 8, 2015 at 5:30 p.m. at the Tukwila Community Center. Additionally, she thanked the Mayor for reviving the Holiday Lights award program. She and Councilmember Hougardy e joyedde|ivaringawordohothe8vvinnere. That part of the agenda is for people to address the Council and express their concerns. Efforts will be made in 2015 to make residential neighborhoods safer for citizens.
