An ordinance of the City of Tukwila adding a new section 9.12.030 to the Tukwila Municipal Code adopting RCW 46.16.028 by reference and requiring residents of the State to license and register their vehicles in Washington. g. Release of Budget Funds for Promotional /Information Brochure. MOTION CARRIED. City Attorney Haney read a resolution of the City Council of Tukwila, Washington, establishing a compensation policy for the City of Tukwila. MOVED BY PHELPS, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* Councilman Bauch noted that the Resolution establishing a Compensation Policy was referred back to Council from the Finance and Personnel Committee; it wasn't unanimous. He referred to Section 2 and said that the 2nd Quartile is a high average. Generally, the people coming to the city are in the younger range of experience and they should be paid in the lower range. Most of the people come here for training, they leave after 3 or 4 years because there are no advance- ment possibilities. The upper levels are filled. If we are going to pay at the high range (75) we are throwing money away. We should pay 33% to 50% of what the market is paying. Council Member Phelps said that all though promotional oppor- tunities are limited and probably will continue to be limited, the 2nd Quartile is justified because we should be recruiting the best employees we can for the time they are with the City. Council Member Harris noted that a goodly number of appli- cants are overqualified for the position they are applying for. These are the ones that would be leaving. They apply because they are out of work. It is not salaries that would keep them; they leave because there is no place to move up to. We have paid quite well. Councilman Simpson said Tukwila is in a progressive mood, and we are better off to be in the upper average. We want to get the best people we can. Council Member Morgan said the language is vague in Section 3. Where is the comparable market? It should be defined clearly. If you talk about the major demographic charac- teristics of the City which influence what the wage level ought to be, and then say that you will seek markets which share those comparable characteristics; I don't mind saying we strive for a standard somewhere above average. I am not sure that it isn't appropriate for people to move on. Moving on provides professional growth and broader experience and is a very healthy kind of movement. MOVED BY BAUCH, SECONDED BY HARRIS, TO AMEND SECTION 2 BY STRIKING THE WORDS "TO UPPER AVERAGE (2ND QUARTILE)" SO IT READS "SHOULD REFLECT AVERAGE COMPENSATION AMONG VARIOUS EMPLOYMENT MARKETS..." MOTION FAILED. *MOVED BY SIMPSON, SECONDED BY MORGAN, THAT THE MOTION BE AMENDED TO SEND THE PROPOSED RESOLUTION BACK TO THE FINANCE AND PERSONNEL COMMITTEE. MOTION CARRIED WITH BAUCH VOTING NO MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE PROPOSED RESOLUTION ADOPTING ANNEXATION POLICIES, DATED 3 -3 -86, BE READ BY TITLE ONLY. MOTION CARRIED. ADJOURNMENT City Attorney Haney read a resolution of the City Council of the City of Tukwila, Washington, adopting annexation policies for the City and repealing Resolution No. 990. MOVED BY BAUCH, SECONDED BY PHELPS, THAT RESOLUTION NO. 992 BE ADOPTED AS READ.* MOVED BY MURGAN, SECONDED BY BAUCH, THAT SECTION 3 OF THE RESOLUTION BE AMENDED TO READ "THE ADMINISTRATION OF THE CITY SHALL MAKE THE POLICIES ON ANNEXATION AVAILABLE TO THOSE INTERESTS AND TO IMPLEMENT SAID POLICIES AS OPPORTUNITIES ARISE." MOTION CARRIED. *MOTION CARRIED AS AMENDED. Proposed Resolution- MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE PROPOSED Amending the non- RESOLUTION AMENDING THE NON -UNION POSITION LIST BE REFERRED union position list TO THE COMMITTEE OF THE WHOLE. MOTION CARRIED. Council Member Morgan said she is interested in having ad- ministration submit an alternative to this which may address long term needs in the personnel area. Release of Budget Council Member Morgan said she has reservations about dealing Funds for Promotional/ with this issue before we have the Joint Retreat.
