The purpose of this Council Work Session was to review and discuss the proposed Southcenter
Subarea Plan, Zoning Regulations, and Design Manual.
Overview of Project History
Department of Community Development (DCD) Deputy Director Nora Gierloff welcomed
attendees and gave an overview of the session's purpose. Lynn Miranda, DCD, then provided
an overview of the Comprehensive Plan update process and timeline, as well as a review of the
contents of the 2015 Update notebooks previously distributed. The notebooks include
summaries, formatted, "clean" versions of each element, versions that show proposed changes
in strikeout /underline, and background reports. Staff indicated that the City of Tukwila is on
track to complete the major update by the due date of June 30, 2015.
Review of Planning Commission Regulations
For each of these three elements of the Comprehensive Plan, staff detailed summaries of
requirements, key issues, and recommended changes as shown in the Council review
notebook. The Planning Commission reviewed these elements between April and June of this
year, and the material provided to Councilmembers reflects the Commission's
recommendations.
Councilmembers asked clarifying questions and made comments with regard to the proposed
changes. Comments and questions received at this work session were noted by staff and will
be incorporated into a cumulative document for use at a future work session where changes will
be reviewed in greater detail.

Next Steps
Council will participate in a second work session on July 31, 2013 for the purpose of reviewing
the Capital Facilities, Utilities, and Transportation elements of the Comprehensive Plan.
A public hearing will be held at the August 12, 2013 Committee of the Whole meeting.
