Mayor Haggerton announced the purpose of the Executive Session is to discuss:
Agency enforcement actions / Potential litigation — Pursuant to RCW 42.30.110(1)(i)
It will last no more than 30 minutes, and no decisions will be made during the Executive Session.

CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:08 p.m. and led the
audience in the Pledge of Allegiance.

Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn and Kate Kruller.

Allentown Neighborhood Canvass Project — Rachel Bianchi, Communications and Government
Relations Manager
Rachel Bianchi, Communications and Government Relations Manager, provided an overview of this
project.

Survey Summary:
• Door to door survey of every household in Allentown
• Conducted over 7 weeks
• 389 total addresses
• 60% visited more than once
• Flyers left when no one home
• Total contacts 233
• Total surveys complete 124
• 59% contact rate
• 39% response rate
General Findings:
• Average residency: over 14 years
• Median residency: 8 years
• Owner occupied: 76 %, overwhelmingly single family
• Average number of people in the household: 2.89
• 63% indicated they intend to live in the neighborhood in 5 years
• Less than 10% indicated they spoke a language other than English at home
Suggestions for Improvement:
• Deal with speeding
• Code enforcement
• Issues around ditches
• Need for better roads & sidewalks
• BNSF
• Lighting
• Addressing criminal activity
• Need for more police
Specific Findings — Light Pollution:
• 12% identified an occasional or constant problem with light pollution
• Source appears to be split between KCIA and BNSF
• Higher response closer to the rail yard
• 5% of respondents indicated this as a key priority
Allentown's Top 3 Priorities:
• Improving the look of the neighborhood
• Addressing noise issues
• Speeding and other traffic issues
Next Steps - Allentown:
• Mailing to the neighborhood
• Narrated presentation to be available online and TukTV
• Ongoing cross - departmental team to identify potential solutions
• Work with the neighborhood to identify and implement solutions
Next Steps — 2 More Neighborhoods:
• Goal is to do a similar canvass in two more neighborhoods in Tukwila in 2015
• More to come.
The Councilmembers thanked Ms. Bianchi and asked clarifying questions regarding the presentation, with
a request for the data used in the presentation to be made available on the City's website.
Mayor Haggerton said that one of the 3 primary focal points for the Mayor's Office in 2015 is the
improvement of residential neighborhoods.
Mayor Haggerton asked for public comments regarding the presentation.

Angela Steel, 11540 40th Avenue South, said she lives in the Duwamish neighborhood and while this area
was not a part of the canvassing section, she expressed appreciation for the City's efforts in conducting
the survey. She would like to offer her top 3 concerns for this area of the City: (1) Noise due to the BNSF
yard, particularly as it relates to dueling backup beepers. From her standpoint, the noise decreased once
the City initiated the livability study. (2) Light pollution due to the BNSF yard. She would like to see down
lights instead of upward facing stadium lights and hopes the City will consider dark sky policies for
residential neighborhoods. (3) Transit options for this part of the City, particularly in the area of the
Boeing Access Yard. She also referenced the need for repair of the pedestrian bridge that goes over the
Green River.
Brooke Alford, 4724 South 122nd St., thanked the City for the survey and expressed the following
concerns: Sidewalks in the neighborhoods are desired, but not at the loss of on- street parking; the use of
speed bumps that are friendly to Fire vehicles would be helpful, to include slow -speed signs; Down
lighting due to BNSF and dark sky policies would be welcomed; Air quality and noise issues need
mitigation; and Transit options and the ability to get to amenities are needed.
Jimmi Hunt, 4025 South 119th Street, explained there is one home on her street on the corner near the
river that is in serious disrepair. She also expressed concern regarding serious disrepair of the
pedestrian bridge over the river that has never been taken care of in the 16 years she has lived in the
area. She described the conditions to include slime, separated wood due to termites, and lack of
maintenance to include winterizing treatment or paint. She said it is heavily used by walkers and bike
riders, and poses a safety hazard due to the rotting condition.
Councilmember Duffie, Chair of the Transportation Committee, said the issue of the condition of the
pedestrian bridge will be discussed at an upcoming Committee meeting.
Georgina Kerr, 3836 South 116th Street, said she is impressed by the work done on this project and
reaching out to people door -to -door and getting citizen comments. People cannot always come to City
Hall, and the outreach to the community is appreciated.
Mayor Haggerton thanked Ms. Bianchi and the team that worked on this community project.
CITIZEN COMMENTS
Georgina Kerr, 3836 South 116th Street, said she is glad to hear the comments made by Ms. Hunt
regarding the pedestrian foot bridge and appreciates Councilmember Duffie's response.
Brooke Alford, 4724 South 122nd St., said there was a recent volunteer work party on the Duwamish Hill,
where 30 -40 people participated. Efforts were made to provide kid - friendly jobs that encourage young
people to be involved. The next work party is March 3, with further work parties to occur in April, May,
and June. She offered a reminder that the Duwamish Alive event will be held in April.
CONSENT AGENDA
a. Approval of Minutes: 1/5/15 (Regular Mtg)
b. Approval of Vouchers #368233- 368363; #141200; 141211 in the amount of $2,141,406.22
c. Authorize the Mayor to sign a contract with Carollo Engineers for revisions to the City's Water
Comprehensive Plan (as required by the Washington State Department of Health) in the amount of
$15,132.00. (Reviewed and forwarded to Consent at the Committee of the Whole Meeting on 1/12/15.)
d. Authorize the Mayor to sign a new Collective Bargaining Agreement with Teamsters Local 763 for the
period of January 1, 2015 through December 31, 2016 for Senior Program Managers. (Reviewed and
forwarded to Consent at the Committee of the Whole Meeting on 1/12/15.)

UNFINISHED BUSINESS
a. Puget Sound Emergency Radio Network (PSERN) agreements:
1. Authorize the Mayor to sign an Interlocal Agreement with King County and the other member
cities for implementation of the PSERN system.
MOVED BY QUINN, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN AN
INTERLOCAL AGREEMENT WITH KING COUNTY AND THE OTHER MEMBER CITIES FOR
IMPLEMENTATION OF THE PSERN SYSTEM. MOTION CARRIED 7 -0.
2. Authorize the Mayor to sign an Operations Memorandum of Understanding, in substantially the
same format as presented, relating to the operations of the PSERN system.
MOVED BY SEAL, SECONDED BY QUINN TO AUTHORIZE THE MAYOR TO SIGN AN OPERATIONS
MEMORANDUM OF UNDERSTANDING, IN SUBSTANTIALLY THE SAME FORMAT AS PRESENTED,
RELATING TO THE OPERATIONS OF THE PSERN SYSTEM.*
Councilmember Seal referenced her comments from the last Council meeting as it relates to the
agreement not including the Tukwila School District. After talking with the City Attorney, she is satisfied
the issue will be addressed and that Water District 125 will also be included for consideration.
Councilmember Quinn asked if any of the other involved agencies are re- thinking participation in this
agreement and if there is a Plan B. Ann Marie Soto, Assistant City Attorney, responded in the negative to
both questions.

b. An ordinance repealing Ordinance Nos. 232, 2351, 2306 and 2403, as codified in Tukwila
Municipal Code Title 7; reenacting Chapters 7.08, 7.12, 7.16 and 7.20 and establishing new
chapters to be codified as Chapters 7.10, 7.18 and 7.30, to update animal care and control
regulations.

7.12, 7.16, AND 7.20 AND ESTABLISHING NEW CHAPTERS TO BE CODIFIED AS TUKWILA
MUNICIPAL CODE CHAPTERS 7.10, 7.18 AND 7.30 TO UPDATE ANIMAL CARE AND

Jon Harrison, Patrol Commander, explained the concerns expressed at the last Council meeting relating
to animal waste pick -up and the minimum area for keeping animals have been addressed in this
ordinance.
Council President Kruller said she had been contacted by a citizen with a question regarding tethering a
dog inside a yard. She asked if an over -line tether between 2 trees, and above the dog is the appropriate
method.

Commander Harrison said he is not sure if there is a specific prohibition or allowance for tethering or if it
is even addressed. He will look into the issue.

PROCEEDINGS, INCLUDING SUBSEQUENT APPEALS OR OTHER RELATED PROCEEDINGS, FOR
THE ABATEMENT OF THE FOLLOWING PROPERTIES:

Councilmember Robertson said this is an example of the City working to improve residential
neighborhoods.

Mayor Haggerton reiterated that the improvement of residential neighborhoods is one of the focus areas
for the Mayor's Office in 2015.
REPORTS
a. Mayor
Mayor Haggerton attended the AWC Board Meeting on January 15, 2015, where the focus was on the
process for replacing the CEO. On January 16, 2015 he attended the AWC Mayor's Exchange, where
the discussion centered on strong schools and strong cities, and accolades were afforded to the City of
Tukwila.
b. City Council
Councilmember Duffie reiterated that the Transportation Committee will be looking into issues associated
with the pedestrian bridge over the Green River. Additionally, Councilmember Duffie attended the recent
Intercultural Speakers Series at Foster High School Performing Arts Center by Dr. Michael Eric Dyson. It
was a great presentation, and he was happy to see the number of people in attendance. Mr. Duffie
provided background on his growing up in the south and the prejudice he experienced during that time.
He hopes that people chose to celebrate Martin Luther King Jr's birthday in a way that gives meaning to
the issues associated with prejudice.
Councilmember Robertson agreed with Councilmember Duffie's comments above. Mr. Robertson
reported that he attended the Economic Forecast Conference on January 15, 2015. He provided a
summary of the discussion at the event to include the following: While there has been a drop in gas
prices at the pump, the cost of natural gas for homes is rising; Population growth is slowing with not
enough workers for jobs; Low inflation rates are causing a corporate profit squeeze; Regionally, King
County has grown by 95,000 people since the year 2000, with 5% of that growth in the middle class, with
the rest in the low or high income category; The longest streak of job growth in the region's history has
been in the past 5 years, but this growth has affected the high and low end jobs, not in the middle income
category; There is no threat to Puget Sound's major employers in the coming year; People want to live
here due to the environment; and Quality of life is key to attracting skilled workers.

Council President Kruller attended the TIBAC (Tukwila International Boulevard Action Committee)
meeting this past week. The meeting focus was on issues associated with sex trafficking. It involved a
video that provided a local example of a successful female high school student who came very close to
ending up a victim of sex trafficking. Ms. Kruller also attended the recent Intercultural Speakers Series at
Foster High School Performing Arts Center by Dr. Michael Eric Dyson. She displayed a book written by
Mr. Dyson, as well as "a matter of pride" t -shirt from the event. This was an amazing presentation with
heavy attendance by the community and befitting in recognition of Dr. King.
She reported that the Council Analyst will be providing copies of the SCA PIC (Sound Cities Association
Public Issues Committee) items that require potential action. The items will then be discussed at a
Council meeting. She will work on creating a long -term process for this. She referenced an item
regarding flexibility in investment for hotel /motel taxes for affordable housing. There was a viewpoint that
the City had already supported this policy, and further clarification is needed to ensure that is the case.
Two other items involve subregional transportation items and a property tax cap that will require input
from the Council.
Ms. Kruller also attended the Economic Forecast Conference on January 15, 2015, where there was a
great amount of focus on: Foreign direct investment; the CPORT Alliance occurring between the Port of
Seattle and the Port of Tacoma; and regional transportation packages to enhance commerce.
Councilmember Ekberg praised the presentation by Dr. Michael Eric Dyson and also acknowledged the
significance of the human trafficking video referenced by Council President Kruller. He anticipates
discussions will occur in the Finance and Safety Committee regarding this issue. He referenced the CA
Report regarding Tukwila youth participation in Youth Action Day in Olympia. There will be another
opportunity for youth involvement through Boy's State or Girl's State, which teaches young people about
the rigors of being a politician in Washington State. The American Legion post in Tukwila will sponsor
one or two students free of charge to attend.
Councilmember Hougardy attended the Soundside Meeting which strengthens connections in the
business community. She said alternates are needed for all the cities, and she hopes to hear back from
Councilmembers. She also attended the Economic Forecast Conference and listened to the presentation
by Dr. Michael Eric Dyson online. She also attended the SCATBd (South County Area Transportation
Board) meeting, for which she is the representative. There is optimism that the transportation package
will include highways 167 and 509, which will benefit Tukwila. Ms. Hougardy spoke at the meeting
regarding Sound Transit future planning and the need for the Boeing Access Station. Now is the time to
lobby and advocate for this station as decisions are pending in the next 6 months.
Councilmember Quinn missed some of the recent events due to illness. He acknowledged
Councilmember Duffie's reference to the significance of the Martin Luther King Jr. holiday. He finds it
comforting that the children in the Tukwila School District experience diversity on a daily basis, and they
have moved past many adults in solving the issues. They exemplify the message of Dr. Martin Luther
King, and we can learn from them.
c. Staff
David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to
answer any questions.
Mr. Cline reported that the IT Director is looking at options to replace the microphones and providing the
Council with more effective options.
Councilmember Robertson referenced a portion of the CA Report as it relates to repair of the Briscoe/
Desimone levee. Mr. Cline said the landscape continues to shift on this issue and keeping the Council
informed is a high priority. Councilmember Robertson suggested that an update be part of an upcoming
Utilities Committee meeting.
Council President Kruiler appreciated the update in the report on the South Sound Chamber of
Commerce Legislative Coalition breakfast. She was in attendance at the breakfast where the focus was
on the transportation package. She is appreciative to the Chamber for sponsoring this important event.

Councilmember Seal referenced page 126, regarding the Holiday Lights contest winners. She would like
to note the correct spelling of one of the winners is "Heckt." Their home was spectacular over the
holidays and is now decorated in a Seahawks theme.

e. Intergovernmental
There was no report.
MISCELLANEOUS
Council President Kruller announced that information was put in the Council boxes regarding the Seattle
Trade Alliance. Additionally, the Transportation Committee will be changing their meeting time from 5:30
to 5:15 p.m. Formal action will be taken to change the time at the Special Meeting following the
Committee of the Whole meeting next week (January 26, 2015).
