COMMITTEE OF THE WHOLE MEETING Council Chambers M I N U T E S CALL TO ORDER Council President Duffie called the Committee of the Whole Meeting to order. ROLL CALL OF MABEL J. HARRIS, JOE H. DUFFIE (COUNCIL PRESIDENT), EDGAR D. BAUCH, COUNCIL MEMBERS WENDY A. MORGAN, CHARLES E. SIMPSON. REPORTS /DISCUSSION /CITIZEN'S COMMENTS Mayor PUBLIC HEARING OLD BUSINESS NEW BUSINESS Prop. High Tech amendment to Zoning Code. Prop. Ord.- provide where more than 1 towing firm owned by single indiv., such firm be treated as single firm for purposes of rotating police requests for towing assistance. Prop. annexation of prop. located at 53rd Ave. S. S. 139th. Jim Hoel, Assistant Fire Chief, introduced the following fire fighters who were hired on February 1, 1986 and have just completed training at the fire academy: Kenneth Beckman, Jeffrey Johnson, Kenneth Reed, Martin Roberts. Mayor Van Dusen exhibited the gifts that will be presented to various officials during the City's visit to the Sister City, Ikawa, Japan. Second Public Hearing Council President Duffie opened the Public Hearing at 7:12 p.m. on McLess Zoning classification request.Vernon Umetsu, Associate Planner, presented the Planning Department Parcel to be annexed recommendation that the property be zoned M -1 subject to certain simultaneously w/ conditions. zoning assigned. There being no audience comments, Council President Duffie closed the Public Hearing at 7:14 p.m. MOVED BY BAUCH, SECONDED BY HARRIS, THAT ADMINISTRATION DRAW UP THE ZONING AGREEMENT AND NECESSARY DOCUMENTATION AND IT BE ON THE AGENDA OF THE NEXT REGULAR MEETING. MOTION CARRIED. Approval of Minutes: MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE MINUTES OF THE March 10, 1986. MARCH 10, 1986 COMMITTEE OF THE WHOLE MEETING BE APPROVED AS PUBLISHED. MOTION CARRIED. MOVED BY SIMPSON, SECONDED BY MORGAN, THAT A PUBLIC HEARING ON THE PROPOSED HIGH TECH AMENDMENT TO THE ZONING CODE BE HELD ON APRIL 14, 1986. MOTION CARRIED. Prop. Res. establishing Compensation Policy Councilmember Bauch explained the compensation policies and stated for City. there is one minor change which adds a clause to Section 1 of the proposed resolution. The proposed resolution is a guide for the study to be done by a consultant. MOVED BY MORGAN, SECONDED BY SIMPSON, THAT THE PROPOSED RESOLUTION BE ON THE AGENDA OF A REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. MOVED BY MORGAN, SECONDED BY BAUCH, THAT THE PROPOSED ORDINANCE BE PLACED IN THE PUBLIC SAFETY COMMITTEE. MOTION CARRIED. MOVED BY MORGAN, SECONDED BY BAUCH, THAT THE PROPOSED ANNEXATION BE ON THE AGENDA OF THE NEXT COMMITTEE OF THE WHOLE MEETING. MOTION CARRIED. IISCELLANEOUS ;roissant Property ADJOURNMENT 3:20 p.m. yc Mayor Van Dusen stated a written report from Tom Hill, Building Official, stated the condition of the house on the Croissant property makes it not habitable. The property was being rented but the City had the tenants move when the condition of the house was reported. The recommendation is to get rid of the structure. The garage is in fairly good condition. The City would like to sell the two structures separately. MOVED BY HARRIS, SECONDED BY BAUCH, THAT A COUNCIL MOTION BE PREPARED AND IT BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED.
