COMMUNITY AFFAIRS AND PARKS COMMITTEE - Meeting Minutes
February 9, 2015 — 5:30 p.m. — Hazelnut Conference Room
PRESENT

CALL TO ORDER: Committee Chair Seal called the meeting to order at 5:30 p.m.

A. Golf Cart Purchase — Foster Golf Links
Staff is seeking Council approval to purchase 13 new EZ -GO TXT golf carts for a total of
$63,557.00, thus expanding the total fleet to 71 carts. Foster Golf Links (FGL) averages over
14,000 power cart rentals per year with average annual revenue over $169,000. Expansion
of the fleet is needed because between May 15 and September 15, 2014, there was a cart
shortage for 86 of 124 days. FGL's operating budget includes a cart replacement plan so that
expenditures will be balanced evenly and eventually the entire fleet will be EZ -GO, resulting in
streamlined maintenance and transferability of parts. The purchase will be made under the
National Intergovernmental Purchasing Alliance (NIPA) and the sales tax is waived because
the carts are rented back to the public. Because of the six -year Iifespan of the carts, it is
expected that rental fees will pay back the cost within the first few years, turning to profit
thereafter even when factoring in gas, maintenance and storage. APPROVAL. FORWARD
TO FEBRUARY 17, 2015 REGULAR CONSENT AGENDA.
B. Ordinance: Amending Tukwila Municipal Code Section 19.12.030
Staff is seeking Council approval of an ordinance that would amend Tukwila Municipal Code
Section 19.12.030 (Exceptions — Sign Permits Not Required) to allow the Public Works
Director to approve banners within the right -of -way, on City -owned light poles and signal
poles, or hanging above the right -of -way. This will allow the City to use street banners to
advertise and promote events in pursuit of building community and /or promoting tourism. Staff
is currently working with the Sounders on promotional opportunities for its 2nd team, Sounders
2, which is premiering this Spring. Staff would like to install the first round of light pole
banners to promote these games and intends to pursue funding from the City's lodging tax in
combination with private donors. The City previously used light pole banners as part of the
City's centennial celebration but when the sign code was revised in 2010 this exception was
eliminated. If approved, this amendment would once again allow this opportunity.

III. MISCELLANEOUS
Committee Chair Seal requested a discussion on the Committee Work Plan, copies of which were
distributed to attendees. The following highlights emerged:
Collective Gardens Moratorium: This is scheduled to come before Committee on February 23 since
the current moratorium will expire in May. Councilmember Robertson expressed interest in pursuing a
misdemeanor violation as well as additional penalties associated with proximity to schools and parks.
More information will be needed and the discussion should involve the City Attorney, City Prosecutor,
and Municipal Court Judge.
Code Enforcement: The Committee would like to discuss information about penalties and enforcement
for repeat offenders or public safety matters relating to code enforcement cases. The Police Chief
and City Prosecutor should be part of this discussion.
Commercial Vehicles in Residential Neighborhoods: Councilmember Robertson stated that he will be
working on this in a team involving the Assistant City Attorney and Police.
Private Vehicles on Private Property: This is not currently assigned to staff but can be noted on the
work plan in a parking lot section for when time allows and there is Council majority interest.
Property Maintenance Standards: This item pertains to private residences and includes things such as
grass length, fence height, etc. It is noted on the work plan for Quarter 3.
