BACKGROUND KGP was hired to provide design and construction management services for the East Marginal Way S Storm Pipe Replacement Project. The contract working days established at the time of bid placed the contract completion date in early January 2015, The project has encountered several delays associated with unexpected site conditions and conflicts with existing utilities and the most current anticipated project completion date is now mid- April 2015. DISCUSSION This supplement will provide additional budget to support the extra field oversight required to track, manage, and record the ongoing construction work. KPG's field team has been performing this scope for the entire project and currently consists of a full-time inspector, supported by a nearly full-time project engineer, and an administrative assistant. KPG is currently engaged in the conflict resolution and tracking active, disputed, and extra work by the contractor. Continued construction management support is needed to resolve outstanding issues and complete the work in the most time and cost effective way possible. FISCAL IMPACT The fiscal impact of extending the KPG contract for roughly 14 weeks on Supplement No. 6 is $137,575.04. The Project's 10% contingency is $205,878.23, leaving a $68,303.19 balance for all other cost over-runs. Additional contractor expenditures will also be required due to unexpected site conditions and utility conflicts. The extent of these additional costs is not known at this time. Council is being asked to approve Supplement No. 6 to Contract 13-036 for $137,575.04 with KPG, Inc. for the East Marginal Way S Storm Pipe Replacement Project and consider this item on the Consent Agenda at the February 17, 2015 Regular Meeting. Marginal Way Storm Pipe Replacement — Construction Services This SUPPLEMENTAL AGREEMENT NO. 6 is to supplement the agreement entered into with KPG, Inc. and the City of Tukwila, which was executed on the 5`'' day of February, 2013. All provisions in the basic agreement remain in effect, except as expressly modified as follows: Article 2, Scope of Services, shall be supplemented with the following: The Consultant agrees to provide constructionn services in accordance with the scope of work included as Exhibit A. Project Description The purpose of this scope is to amend the services and the associated fee defined in the East Marginal Way S Storm Pipe Replacement Project. Due to unforeseen site conditions and the contractor's work approach, the most current project schedule estimate places the conclusion of the construction portion of the project at April 15, 2015. This date is approximately 14 weeks past the originally scheduled project conclusion date of January 5, 2015. This extension has resulted in the need for additional days for the construction team to manage the project, provide construction documentation support, and field inspection oversight. This scope and fee will serve as Supplement #6 for Project No 91241206. The Consultant Fee Determination is attached to this scope of work and is labeled Exhibit B -1. B. Deliverables Consultant deliverables are described in Task 10 of the Scope of Work. C. Proposed Schedule This supplement does not change the current contract completion date of June 31, 2015. D. Scope of Work Task 10 — Additional Construction Services This task covers the effort required to manage the contract and assure that the project meets the City's expectations for schedule, budget and quality of product. UNANIMOUS APPROVAL. iENDA. ilitation /Andover Park W rk Staff provided the Committee with a briefing on the CBD Sanitary Sewer Rehabilitation and Andover Park West to Andover Park East Sewer Repair Projects. These projects are part of an effort to extend the life of deteriorating sewer lines within the CBD to include repair of a collapsed sewer line and 2,440 feet of sliplining. Following the repair and cleaning of the collapsed pipe near the railroad tracks between APE and APW, an additional collapse occurred on February 4. Staff showed before and after video images of this area. The newly collapsed pipe is currently being repaired, with costs to follow. INFORMATION ONLY. III. MISCELLANEOUS No discussion was held on the Utilities Committee Work Plan. Committee Chair Robertson requested an update on the Army Corps of Engineers' planned rehabilitation of the Desimone Levee. Staff is preparing for a meeting with Colonel Buck to review the City's concerns.
