I. Open Meeting
After opening comments and introductions the Board adopted the meeting summary for their
December 16, 2014 meeting.
II. Reports, Communications and Citizens Requests to Comment
The Board voted to update the SCATBd legislative message brochure and recommended that it
be revised so that it would be relevant for a number of years. Councilmember Jenkins
volunteered to lead the SCATBd brochure revision effort. Vice Chair Ralph reported that the
PSRC Transportations Policy Board recommended the Executive Board adopt the PSRC's
legislative message to the State Legislature at their next meeting. Councilmember Jenkins
reported on her testimony before the Energy, Environment and Telecommunications Committee
on Senate Bill 5057 regarding Oil Train.
III. SR 167 Discussion — Tom Pierson, CEO, Tacoma /Pierce County Chamber of
Commerce /Tim Thompson Consulting Group
Mr. Pierson and Mr. Thompson briefed the Board on the SR 167 Completion Coalition effort to
get the SR 167 and SR 509 project funded by passing a statewide transportation package. They
said that there needs to be a candid conversation with our elected and the public about our
willingness to compete in the world economy and improve our transportation infrastructure such
as SR 167 and SR 509. They urged the Board to contact their Senators and Representatives about
the importance of completing the two corridors, and said they were optimistic about the chances
of having a statewide transportation package passed this legislative session.
IV. Sound Transit Future Planning — Joe McDermott, King County Councilmember /ST
Board Member
Councilmember McDermott briefed the Board on Sound Transit's long range plans for the South
County area. He briefed the Board Sound Transit's current Link light rail projects and ridership

projections for the system. Mr. McDermott also reviewed survey results that showed a favorable
rating for Sound Transit and for Link expansion plans, and discussed Sound Transit's effort at
the State Legislature new taxing authority so they can put a transit expansion measure on the
ballot sometime in the future
V. 2015 Legislative Discussion — Rachel Smith, King County Director of Government
Relations
Ms. Smith briefed the Board on Governor Inslee's transportation budget and on King County's
transportation legislative agenda. The Governor's budget included funding for a number of mega
projects such as SR 520, I-405, SR 509, SR 167, funding for ferries, transit, bike and pedestrian
projects. Regarding a statewide transportation package Ms. Smith reported there was strong
agreement that the Senate needs to pass out transportation package first. She said King County is
supporting more funding for transit and speed and reliability projects.
