The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak, Ron Johnston and Stephen Wheeler. Others in attendance
were Interim Fire Chief Chris Flores, Police Commander Dennis McOmber, and
Kim Gilman, Civil Service Examiner.

APPROVAL OF MINUTES
GENERAL BUSINESS:
Chairperson Rotation
Chair Dennis Sivak called the meeting to order.
The Chair asked if there were any corrections needed for
the November 3, 2014 Commission Meeting minutes.
There were no corrections noted.
Per Civil Service Rules, the chair rotated to Ron Johnston.
The vice chair rotated to Steve Wheeler.
2015 meeting schedule The Civil Service Examiner distributed the 2015 meeting
schedule and reported that meetings will continue to occur
on the l' Monday of the month, except for September due
to the Labor Day holiday.
Civil Service Rules Commissioners reviewed the current rule language in Rule
IX affecting the life and revocation of eligibility lists and
Rule XIV affecting reinstatement rights after an employee
voluntarily terminates employment. Commissioners
discussed the need to add language that would address the
Commission's ability to terminate a list early (prior to the
one year mark) based on the recommendation of a Chief
due to the depletion of the list (less than 3 candidates
remaining on the list).

MEETING. THE CIVIL SERVICE EXAMINER
WILL QUERY NEARBY CITIES TO PRESENT
SAMPLES OF POSSIBLE LANGUAGE. MOTION
CARRIED.
Commissioners were in consensus that the current
reinstatement language was clear in requiring former
employees to "re-test' if a year had passed from the time
he /she was an employee of the City of Tukwila. Within a
year, a former employee may be reinstated to the position if
the position is still vacant and upon the approval of the
Department. If the position is not vacant, the former
employee will be added to the eligibility list for that
position. Commissioners did not see a need to alter the
current language at this time.
Staffing Update Interim Fire Chief Chris Flores reported that there are 2
vacancies in the Department currently, 2 employees are out
on disability, and that they have 1 entry -level starting the
Academy as well as 1 entry -level finishing the Academy.
He noted that the Academy process lasts 4 -5 months.
Request to Terminate a List Chief Flores distributed a memo to Commissioners
documenting his request to terminate the existing entry -
level Firefighter eligibility list early due to list depletion.
He explained that a newly hired entry -level candidate
resigned in December, creating two vacancies in his
Department. There remain only 3 candidates left on the
current list, set to expire March 13, 2015. He noted that 2
of the 3 candidates have already received Chief's
Interviews and were not hired. One candidate, has not yet
received a Chief's interview. Commissioners shared their
concerns that the list be terminated when 1 viable candidate
has not yet received a Chief's Interview.

THE CURRENT FIREFIGHTER ELIGIBILITY LIST
ON JANUARY 30, 2015 BE DENIED.

Commissioners encouraged the Chief to interview the
remaining candidate on the list and also noted that the
request be presented again at the February meeting.
POLICE DEPARTMENT BUSINESS
Staffing Update Commander McOmber reported that there are 3 lateral
Police Officer candidates starting soon, one in January and
two in February. This will bring the Department up to 75
regular and 1 pipeline position filled. He noted that the
Department has 1 officer on light duty and 1 vacancy in
Police Records. The Examiner noted that she will be
contacting Commissioners at the end of the week to certify
an eligibility list for Police Records Specialist.
NEW BUSINESS
Commissioner Resignation Commissioner Sivak reported that he will resign his
position prior to the end of this year. He offered to stay on
a few months until the Commission can find a replacement.
The Examiner will work with the Mayor's Office to publish
the vacancy and recruit applicants.
