TukwilaWa.gov VN/ February 2, 2015 The following commissioners attended the regularly scheduled Service Commission: Ron Johnston and Stephen Wheeler. 0 Fire Chief Mike Soss, President of lAFF Local 92088 Linton, and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:01 p.m. APPROVAL OF MINUTES GENERAL BU Civil Service Rules Wing of the Tukw in attendance w( Deputy Police Johnston called the meeting to order. Jim Haggerton, Mayor Civil Bruce The Chair asked if there were any corrections needed for the January 5th Commission Meetiniz minutes. Dawn not in attendance at the January meeting. The minutes were corrected to remove her name form the list of attendees. Commissioners reviewed the current rule language in Rule IX affecting the life and revocation of eligibility lists. Commissioners discussed the need to add language that would address the Commission's ability to terminate a list early (prior to the one year mark) due to the depletion of the list (less than 3 candidates remaining on the list). The Civil Service Examiner presented sample language from other Cities that specifically stated that a list could be terminated due to list depletion. Dawn inquired if the termination would occur automatically or if it would be based on the discretion of the Chief Further discussion ensued. Consensus existed that the past practice, legal guidance provided by Stephen DiJulio, and current rule language was sufficient to allow for the termination of a list early due to depletion. Commissioners did not find that there was an urgent need to add language to the existing Rules at this time. K FIRE DEPARTMENT BUSINESS List Termination Jim Ha g rton, Mayor As discussed at the January meeting, the current eligibility list for entry -level Firefighter has been depleted. MOVED BY WHEELER, SECONDED BY JOHNSTON THAT THE CURRENT ELIGIBILITY LIST FOR ENTRY - LEVEL FIREFIGHTER BE TERMINATED EFFECTIVE FEBRUARY 2, 2015 DUE TO THE DEPLETION OF THE LIST AND BASED ON PAST PRACTICE. MOTION PASSED UNANIMOUSLY. Fire Assistant Chief Mike Soss reported that the Fire Department was interested in implementing a pass /fail scoring process for the Chief's Interview. The Civil Service Examiner will work with Fire Department staff to implement that process. Candidates that do not receive a passing score from their Chief's Interview will be removed from the eligibility list. The Civil Service Examiner reported that oral boards for entry -level Firefighter were recently held. Of 20 candidates that applied, 15 passed the oral board exams and were ranked on the list. MOVED BY JOHNSTON, SECONDED BY WHEELER THAT ENTRY -LEVEL FIREFIGHTER LIST BE CERTIFIED AND EFFECTIVE FOR A ONE -YEAR PERIOD OR UNTIL DEPLETION. MOTION PASSED UNANIMOUSLY. Staffing Update Fire Assistant Chief Soss reported that the Department currently has 2 members out on long -term disability and 1 candidate currently in the Academy. The Department has received notification that one long -term Captain plans to retire at the end of March. Washington 98188 05-1 POLICE DEPARTMENT BUSINESS Staffing Update NEW BUSINESS Deputy Chief Linton reported staff with 75 commissioned o: filled. He noted that 1 lateral Jim Ha g rton, Mayor are currently fully 1 1 pipeline position irted work in January, and that 2 more lateral hires ae set to begin work in February. There remains l Police Records Specialist vacancy, and a candidate is currently in the backgrounding process. The Department has 1 member on light -duty and 1 member on FMLA Commissioner Vacancy The Civil Service Examiner reported that there have not been any candidates applications turned in for the advertised Civil Service Comnissioner vacancy. Training Kim stated that the current Commissioners will receive training regarding the Open Public Meetings Act in the future and thanked Commissioner Johnston for attending the training presented to Council in January. Assignment may include, but are not limited to: Fire Marshal, Fire Suppression, Emergency Management and Training /Safety. DISTINGUISHING CHARACTERISTICS: TASK ESSENTIAL DUTIES: FREQUENCY: NO. ADVERTISE: • Open the position at 9:00am on Monday, March 91h at 9:00am. Close date: Wednesday, March 25th at 5:00pm. • All applications will be submitted online using the City's online application system NEOGOV. Position is open to current City of Tukwila Fire Department employees only. 2. TACTICAL EXAM: • South King County Fire Training Consortium will be administering the Tactical Exam on April 281H • Candidates not passing the Tactical Exam will not be eligible to test in the Assessment Center. • Passing Score = 70% • Weight = 45% of Total Score 3. ASSESSMENT CENTER: • The 3- exercise Assessment Center will be administered by Public Safety Testing on May 21" at the Community Center. • Weight = 55% of overall score 4. APPEALS PROCESS: Concurrent with testing per Civil Service Rules. 5. CERTIFICATION OF ELIGIBILITY LIST: June 1, 2015 • Submit eligibility list to the Commission for certification. 6. DEBRIEF:
