SUBJECT: Non-Recreational Parking at Foster Golf Links
ISSUE
Discuss parking impacts at Foster Golf Links related to commuters and Metro transit riders.
BACKGROUND

dedicated for customers Of the golf facilities. Other uses, such 8S parking bv Metro transit riders
for periods Of8+ hours each day, should be limited iD order 0]alleviate the impacts tOFoster
Golf Links customers. Staff has observed 8 range Of25-45 vehicles using the Foster Golf Links
r)8rkiDg lot for non-recreational purposes. This parking impact 8[ Foster Golf Links
is directly related i0 the closure Of the auxiliary P8rk'8Dd-Rid8 Lot OD January 31, 2014. SL8U
continues to work with King County Metro Transit to explore other options to enhance the
parking opportunities @t the main Interurban Avenue P8[k-8Dd-RideLot.
ANALYSIS
Staff has proposed standards in the Foster Golf Links parking lot and will enforce the limited
parking duration as in place at other park facilities VVbhiD the City. The non -recreational parking
violations will begin April 1, 2015 and public notices will be given via the following actions:
p Placement Of advance warning A4[8Dle signs iD early March tO educate parking lot users,
• Distribution Of advance warning fliers ODD on- recreational user vehicles iD early March,
• |DGt8||GU0D of six 12X18" signs stating:

Installation Of six towing company signs 81 prominent locations,

license plate numbers,
Towing of vehicle upon third recorded violation.
