CALL TO ORDER Mayor Van Dusen called the Regular Meeting of the Tukwila
and City Council to order and led the audience in the Pledge of
PLEDGE OF ALLEGIANCE Allegiance.

Mayor Van Dusen congratulated Council Member Phelps who had
recently /Magna Cum Laude from Central Washington University.

Jim Haney, City Attorney, reported that the original petition
for annexation to the City signed by citizens of Fire
District #1 has been delivered to King County Election
Department to have the signatures validated. The proponents
of the petition have asked if there is any way that the
original petition could be certified without recirculation.
Upon a literal reading of the statute, this is possible.
There is the potential for a challenge. In discussion with
Phyllis Macleod, Deputy Prosecuting Attorney, they agreed
that the best and safest procedure for the City would be to
ask that the petition be recirculated. However, it is up to
the City Council as to whether or not they act on this peti-
tion. It will not be brought before Council until the signa-
tures are verified and the petition certified by the City
Clerk as to sufficiency.
Alan Doerschel, Finance Director, reported that the 1986 -1991
Financial Planning Model is in place, and we now have the
ability to produce updated forecasts within minutes. The
model is set up so that changes are easy and can be done any-
time you change the assumptions.
Bill Walker, 6847 So. 180th, asked what the possibilities of
making a park on the property at Andover Park West and
Strander Boulevard would be. It is a beautiful location for
a park. Mayor Van Dusen said there is nothing concrete but
it has been discussed.
a. A resolution of the City of Tukwila establishing intent
to annex certain areas currently within the corporate
limits of the City of Tukwila, specifying terms and con-
ditions of such annexations authorizing the Mayor and
city Clerk to execute an agreement with Renton according
to such terms and conditions and repealing Resolution No.
1002 of the City Council.
b. An ordinance of the City of Tukwila amending Section
9.16.020 (c) of the Tukwila Municipal Code to revise the
speed limit on Secondary State Highway No. 181 and adding
a new Section 9.16.050 establishing a speed limit of 35
MPH on Interurban Avenue.

the firm of Alpha Engineers for design of sidewalks and
crosswalks in the Central Business District.
d. Authorize Mayor to sign Supplement No. 1 to Department of
Highways Agreement No. GC -7745 for the City to reimburse
the State for paving SR -181 Southbound Lane.
e. A resolution of the City of Tukwila authorizing the Mayor
and City Clerk to execute a release of a sanitary sewer
easement across that certain property commonly known as
the Metro Park and Ride Lot Site.

Mayor Van Dusen declared the Public Hearing open for
discussion on the 6 -year Transportation Improvement Program.
He introduced a letter written by Nada L. Hughes, President,
Tukwila /Sea Tac Chamber of Commerce. The letter states that
the Chamber Transportation Committee is reviewing the 1987
TIP but has not had time to comment on specific projects.
Priority must be given to areas that currently have problems.
They will prepare recommendations for consideration by
Council to coincide with the CIP for 1987.

Bill Walker, 6847 So. 180th, said he has worked in the area
for 17 years. Over the last couple of years he has noted
that at Christmas Time the traffic seems to be less around
the shopping center. People will shop where it is con-
venient, easier access and less traffic congestion. He feels
that another bridge across the Green River is needed and also
some other means of traffic relief especially at South 180th
and SR 181. The traffic light at that intersection takes 42
minutes during the peak period. He agreed with the Mayor
that 57th must be widened to four lanes. He proposed that
the City forget putting money into beautification of the
existing roadways and look at the needs of the businesses.
He suggested, as a temporary solution, making some streets
oneway.

It was suggested that Andover Park West could be made oneway
southbound and Andover Park East oneway northbound.
Ross Earnst, City Engineer, identified each of the projects
listed on the TIP.
Robin Wilheim, Pembrook Management, commented that the City
of Kent has a new plan referred to as the cross valley con-
nector. She asked if the City is aware of this. They intend
on imposing a developer's fee for new property and then an
LID for property already developed. This road would cross
the valley along South 196th to Orillia Road and up to the
freeway. She asked if this is the cross valley connector
already being discussed. It appears that Kent is taking this
on alone.
Council Member Harris explained that this is part of the Road
Network Alternative Study being done by the Puget Sound
Council of Governments. It is a four city study Auburn,
Kent, Renton and Tukwila; the state and county are also
included. Each city will submit their ideas for discussion.
There being no further comments on the TIP, Mayor Van Dusen
closed the Public Hearing.
Mayor Van Dusen excused himself from the meeting as he had
another commitment.
Council Member Morgan explained that Councilman Bauch has
requested Council to consider a revised Ordinance instead of
the one included in the agenda packet. She noted the dif-
ference in the two ordinances.

City Attorney Haney read an ordinance of the City of Tukwila,
Washington, amending Chapter 16.04 of the Tukwila Municipal
Code to adopt the 1985 Uniform Building, Plumbing, Mechanical
and Abatement of Dangerous Building Codes with amendments,
providing procedures for the relocation and demolition of
buildings and structures in the City, adopting the State
Energy Code and repealing ordinances 1287, 598, 848, 1300,
1020, 239, 681, 1073, 580, 277 and 302.

City Attorney Haney read an ordinance of the City of Tukwila,
Washington, consenting to the sale of Group W Cable, Inc. to
five buyers, consenting to the assignment and /or transfer of
a cable TV franchise to a wholly -owned subsidiary of Group W
Cable, consenting to the change of control of the wholly
owned affiliate to TCI Cablevision of Washington, Inc.,
amending sections 1 and 3 of Ordinance No. 1074 of the City
to change references therein from "Northwest Cablevision,
Inc., dba Teleprompter, Inc.," to "The GWC Affiliate and TCI
Cablevision of Washington, Inc.," providing that such consent
is subject to certain terms and conditions and repealing
Ordinance No. 1390.

Attorney Haney explained that TCI Cablevision has requested
that the City repeal the earlier ordinance and replace it
with an ordinance that more fully describes how the transfer
of control is taking place between Group W Cable and TCI
Cablevision of Washington. Apparently there are some tax
benefits by going through this.

City Attorney Haney read a resolution of the City Council of
the City of Tukwila, Washington, adopting a six -year
transportation improvement program and directing the same to
be filed with the state secretary of transportation and the
urban arterial board.

Councilman Simpson stated that a 35 mph speed limit on
Interurban Avenue is not realistic. The speed count provided
shows that the majority of the people are already exceeding
the 40 mph limit. By decreasing it to 35 we will pick up
more money in traffic tickets, but I don't believe this will
do anyone any good.
Council Member Harris said she is in favor of this. The
Police Department asked for it as it is not consistent at
this time, and it is hard for them to clock anyone's speed.
The City is getting more businesses along Interurban, and it
is becoming more difficult to pull in and out of their dri-
veways. 35 mph is the designated speed on all Arterial
Streets in the City. It is time that we take care of our
citizens and businesses.
Council Member Morgan said we are going to have a new
multiple residence development and more new businesses along
Interurban and because of this increased development, we
should give it a try and come back to the table in six months
and see if this has lessened the number of accidents.
