REPORTS Mayor City Council TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING M I N U T E S 4 7 /3 City Hall Council Chambers Council President Duffie called the Tukwila City Council Committee of the Whole Meeting to order and led the audience and Councilmembers in the Pledge of Allegiance. Mayor Gary Van Dusen, Maxine Anderson (City Clerk), Jim Haney (City Attorney), Don Morrison (City Administrator), Don Williams (Parks and Recreation Director). Robert Bernstein of the PSCOG staff gave a brief review of the Green River Valley Transportation Action Plan (GRVTAP). He stated the GRVTAP is a multi jurisdictional implementation and financing plan for road improvement projects in the Green River Valley. Most of the road improvements included in the GRVTAP have been identified over the past several years by the various local jurisdictions in the valley. The GRVTAP is being developed by the PSCOG in cooperation with the cities of Renton, Kent, Auburn, Tukwila, King County, and the Washington State Department of Transportation. Plan development is being directed by the Valley Transportation Committee, which is made up of an elected official and the Public Works Director from each jurisdiction, plus a represen- tative of the WSDOT. The GRVTAP effort includes two steps: 1) a valley -wide traffic analysis, and 2) the development of a unified multi jurisdictional implementation /financing plan. The main purpose of the traffic analysis is to ensure that the various projects (already identified by the participating jurisdictions) work effectively with one another. Development of the implementation/ financing plan will require the identification of potential funding sources and the establishment of project priorities for the valley as a whole. The traffic analysis work will be completed by September, and a final draft of the GRVTAP will be available in November for consideration by the participating jurisdictions. Councilmember Bauch asked about the financing. Mr. Bernstein replied they are not sure about the money or the priorities. There will be a plan that will be agreeable to everyone. Councilmember Phelps asked if the Multi Corridor Steering Committee will have any effect on this. Mr. Bernstein stated it would not. Council President Duffie asked for names on the committee. Mr. Bernstein answered the membership of the committee included Public Works Director Sneva (Tukwila) and Councilmember Harris (Tukwila). COUNCILMEMBER WENDY A. MORGAN ARRIVED AT THE MEETING AT 7:20 P.M. Mayor Van Dusen reported the AWC Conference will begin in Tacoma on Tuesday. Council President Duffie reported the five residents involved in the "island" created by the Croissant purchase do not wish to be annexed to the City. Only one name was secured on the petition. MISCELLANEOUS Renton Tukwila Boundary Park Ride Lot Rendering Works City Administrator Morrison stated the official census of Tukwila has been reported to be 4,780. A gentleman in the audience asked if the Tukwila citizens will be able to use the trail back of Denny's Restaurant. There is a building under construction and it appears that it will block off the trail. The audience was told it is the North Hill Office Building. The Building Department will be notified about the request to continue using the trail. MOVED BY HARRIS, SECONDED BY PHELPS, THAT AUTHORIZATION FOR PUBLIC WORKS TO CONTRACT WITH ALPHA ENGINEERS FOR CONSTRUCTION ENGINEERING AND INSPECTION SERVICES ON RESIDENTIAL STREET AND PARK PROJECTS BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY MORGAN, THAT THE PROPOSED RESOLUTION ACCEPTING DONATIONS BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED. Mayor Van Dusen reported that the City of Renton has passed the resolution on the Renton Tukwila boundary. It was reported the Park and Ride Lot will be completed on June 30. Don Williams, Parks and Recreation Director, stated there is an injunction against the Rendering Works that they cease operation on July 16, 1986 due to the odors caused by their operations.
