Regular Meeting
M I N U T E S
Mayor Van Dusen called the Regular Meeting of the Tukwila
City Council to order and led the audience in the Pledge of
Allegiance.

SIMPSON.
MOVED BY DUFFIE, SECONDED BY PHELPS, THAT COUNCIL MEMBER
STOKNES BE EXCUSED FROM THE MEETING. MOTION CARRIED.
LAWRENCE MARTIN, City Attorney; MAXINE ANDERSON, City Clerk;
HUBERT CRAWLEY, FIRE CHIEF: DON MORRISON, City Administrator;
BYRON SNEVA, Public Works Director; DON WILLIAMS, Parks and
Recreation Director.
Hubert Crawley, Fire Chief, introduced John Borden, newest
firefighter who has completed his basic training and has been
assigned to a regular shift. Mayor Van Dusen welcomed
Firefighter Borden to Tukwila.
Mayor Van Dusen asked Council to concur with his appointment
of Joan Hernandez to the Board of Adjustment. Catherine
Harris, Position #2, has resigned. The term expires December
31, 1987.
MOVED BY MORGAN, SECONDED BY DUFFIE, THAT COUNCIL CONCUR WITH
THE MAYOR'S APPOINTMENT OF JOAN HERNANDEZ TO THE BOARD OF
ADJUSTMENT. MOTION CARRIED.
Council President Duffie reported that the firefighters are
asking if the City could purchase another defibrilator. It
was noted that the Community Affairs Committee is discussing
this.
Mr. Hernandez commented that some of the parking lot lights
at Fort Dent are burned out and should be replaced. Mayor
Van Dusen said the City would report this to the County. Mr.
Hernandez reported that he walks Christensen Trail and notes
that the garbage cans are full. He further commented that
the 1/4 mile markers are faded and need to be repainted, but
it is a good trail.

c. Budget Transfer Motion No. 86 -02, to complete payments
for Crystal Springs Park construction project and to pro-
vide funds for the Foster Park Youth Athletic Field and
the Bicentennial Park Restroom /Park Improvements.
d. A resolution of the City of Tukwila establishing general
local program policies for participation in the 1987 King
County Community Development Block Grant Consortium.
e. An ordinance of the City of Tukwila amending Sect.
8.03.010 of the TMC to delete the adoption by reference
of RCW 66.44.270; and adding a new Section 8.03.202
entitled "Furnishing Liquor to Minors Possession and
Use."
f. Authorize Public Works to contract with Alpha Engineers
for construction engineering and inspection services on
Residential Street and Park Projects.
g. A resolution of the City of Tukwila accepting donations
and thanking those who generously gave.
MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE CONSENT AGENDA
BE APPROVED AS SUBMITTED. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY MORGAN, THAT COUNCIL AWARD THE
BID FOR THE TRAFFIC SIGNAL AT SOUTH 158TH AND WEST VALLEY
HIGHWAY TO U.D.L., INC. IN THE AMOUNT OF $97,880. MOTION
CARRIED.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE PROPOSED
ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Martin read an ordinance of the City of
Tukwila, Wash., accepting the transfer of one water meter to
two single family residences at 14038 53rd Avenue South from
King County Water District No. 125.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT ORDINANCE NO. 1397
BE ADOPTED AS READ.*
Byron Sneva commented that this water meter is already in the
City. There are several more to be traded with Water
District #125 but they are in the County.
*MOTION CARRIED.
Mayor Van Dusen requested Council to go into Executive
Session to discuss Personnel, the Allenbach Lawsuit, and Fire
District #1.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT COUNCIL GO INTO
EXECUTIVE SESSION.
MOVED BY DUFFIE, SECONDED BY MORGAN, THAT THE EXECUTIVE
SESSION BE CLOSED. MOTION CARRIED.
