COMMITTEE OF THE WHOLE MEETING Council Chambers
M I N U T E S
Councilmember Harris called the Tukwila City Council Committee of
the Whole Meeting to order and led the audience and Councilmembers
in the Pledge of Allegiance.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT COUNCILMEMBER MORGAN
ACT AS CHAIRMAN OF THE MEETING IN THE ABSENCE OF COUNCIL PRESIDENT
DUFFIE. MOTION CARRIED.
MABEL J. HARRIS, DORIS E. PHELPS, WENDY A. MORGAN (CHAIRPERSON),
CHARLES E. SIMPSON.
Stu Robison, audience, asked if pedestrians would have access
from the apartments to Southcenter when the North Hill Office
Plaza is built?
Don Morrison, City Administrator, stated the Planning and
Recreation Departments have reported there is no easement going
through the site. When the specific proposal comes in it will
be known if there will be access through the property.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE MINUTES OF THE
COMMITTEE OF THE WHOLE MEETING HELD JUNE 23, 1986 BE APPROVED
AS PUBLISHED. MOTION CARRIED.
Larry Martin, City Attorney, stated he would make a report on
sewer and connection fees and submit it to administration.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE PROPOSED ORDINANCE
REMAIN IN THE COMMITTEE OF THE WHOLE AWAITING A LETTER OF
CLARIFICATION FROM THE CITY ATTORNEY. MOTION CARRIED.
The need of additional tax money and funds to accomplish the
CIP was discussed.
MOVED BY PHELPS, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE
BE REFERRED TO THE FINANCE AND PERSONNEL COMMITTEE.
Pam Thorsen, Chamber of Commerce, asked if the Council is
considering other sources in order to provide the money needed
by the City.
Councilmember Harris explained if the County imposes the 2 /10th
of l the City will get 85% and the County will get 15

8:15 P.M. 10 :00 P.M. GO INTO EXECUTIVE SESSION. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY SIMPSON, THAT THE TUKWILA CITY COUNCIL
GO OUT OF EXECUTIVE SESSION. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY SIMPSON, THAT THE TUKWILA CITY COUNCIL
COMMITTEE OF THE WHOLE MEETING ADJOURN. MOTION CARRIED.
