CALL TO ORDER ano PLEDGE OF ALLEGIANCE ROLL CALL REPORTS John Howat completes course Consultant study for new Community Center Attorney's Report CONSENT AGENDA TUKWILA CITY COUNCIL Regular Meeting M I N U T E S Tukwila City Hall Council Chambers Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. DORIS E. PHELPS, EDGAR D. BAUCH, CHARLES E. SIMPSON, MARILYN STOKNES. MOVED BY SIMPSON, SECONDED BY BAUCH, THAT THE THREE ABSENT COUNCIL MEMBERS BE EXCUSED. MOTION CARRIED. Don Morrison, City Administrator, reported that John Howat, Sewer Maintenance Crew, has successfully completed a course for Cross Connection Control Specialist I. Council Member Phelps reported there would be a meeting Wednesday night with the Mayor, City Administrator, Park Commission, the Parks and Recreation Committee and Staff to discuss the consultant's study for a potential new Community Center. The City has filed a foreclosure action relating to LID #30. This was the only one delinquent this year. a. Approval of Minutes: July 7, 1986 b. Water Fund Sewer Fund Water /Sewer Construction Equipment Rental Firemen's Pension MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED. Councilman Bauch asked about Voucher #1707A for a hearing examiner hired by the Police Department. Attorney Haney explained that the State Law allows the City to forfeit vehicles used to facilitate drug transactions. It is required that the City hold a hearing if the owner of the property seized requests one. If the hearing is favorable to the City, the City acquires title to the property. In this case a Datsun 240Z car was seized. The City may use or sell the vehicle. Once a decision is made by the Hearing Examiner, there is an appeal period. MOVED BY BAUCH, SECONDED BY STOKNES. THAT THIS MATTER BE REFERRED TO THE PUBLIC SAFETY COMMITTEE.* Councilman Bauch explained that vehicles acquired in this manner are not authorized vehicles. MOTION CARRIED. Labor Negotiations/ Litigation 1 Hour MOVED BY SIMPSON, SECONDED BY BAUCH, THAT THE BID BE AWARDED TO RICHARDS LANDSCAPING, THE LOW BIDDER, FOR THE BASE BID OF $106,437.30 AND ALTERNATE #2 OF $4,208.10. MOTION CARRIED. Executive session called to discuss Labor Negotiations/ Litigation for approximately one hour. 8:30 p.m. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE EXECUTIVE SESSION BE CLOSED.
