Joe Duffie, Council President, called the Committee of the
Whole Meeting to order and led the audience in the Pledge of
Allegiance.

Jim Wylie, Entranco Engineers, gave a presentation on the
Design Report for the proposed South 168th Street Project.
This project is #9 on the current Transportation Improvement
Program and in the CIP. South 168th will be located between
Andover Park West and Southcenter Parkway and between Real
Property West and the Spring Ridge Property on the north and
the Bond Distribution Center and Boeing Computer Services to
the south. Mr. Wylie described the four alternatives. The
Design Report recommends alternate A. It provides for a four
lane roadway in a 61 foot right -of -way. The roadway is
situated far enough south to provide for the service drive
along the Real Property West property. The roadway would
then shift to the north to allow for the unloading ramps for
the Bon Warehouse. The alignment then continues straight to
Andover Park West. This makes it necessary to provide 10 to
12 feet of fill out into the pond area. A sidewalk is pro-
posed along the south side. There would be traffic signals
provided on both Southcenter Parkway and Andover Park West.
The total estimated project cost is $3,140,000. The
Environmental Impact Statement is in process at this time and
will take until January. Fill of the pond area would start
next July, and it has to set for oneyear. Completion of the
project would occur the end of 1989. The primary reasons for
this project is to relieve some of the traffic on Strander
Blvd. and to eliminate having to go clear around the "super"
block.
Council Member Morgan noted letters from building owners in
the area regarding the street. She hopes that their concerns
are addressed. Mr. Wylie said they have been. People
writing the Environmental Impact Statement have been in touch
with them.
Council Member Harris asked about the costs for engineering.
It is included in the item called "associated Project Costs"
in the amount of $584,500.
Council President Duffie reported that the Bon Distribution
Center is concerned about this street. Mr. Wylie said that
with Alignment A they are able to park their trucks.
Mr. Wylie said the next step is completion of the
Environmental Impact Statement. Then, once this is done, a
decision will have to be made on which alternative to proceed
with.
Mayor Mayor Van Dusen reported that the City has received an appeal
on the determination of non significance for Sound Utilities
Storage Yard at 13122 South 131st. The appeal was filed by
Appeal of determination Normed, the adjacent property owner. They believe additional
of non significance conditions should have been placed on this development

application prior to it issuance. This item will go forward
to a public hearing on September 15, 1986 if the staff report
is ready.
Mayor Van Dusen provided Council a letter from the City
Attorney concerning the filling of a vacancy on the City
Council.

BROUGHT FORWARD FOR DISCUSSION UNDER MISCELLANEOUS. MOTION
CARRIED.
Council Member Harris reported that the Parks and Recreation
Committee discussed the possibility of constructing a "Sister
City Park" in the southeast corner of the City Hall site.
The existing pond would be incorporated in the plan. The
park should be ready next year when we receive visitors from
Ikawa. Also discussed at the Park and Recreation Commission
was Draft 2 of the plans for a Community Center. Three sce-
narios were presented: Recreation Facility 6,500,000);
Community 4 Center Facility (2,800,000) and Civic Center
Facility 4,000,000). The cost of property was not included
in the estimates. This item will be discussed further at the
next committee meeting.
Dwayne Traynor, 14910 58th Ave. So., commented that, at one
time, Great Northern Railroad guaranteed the City that if
they were allowed to move a railroad crossing, it would have
a proper base so it would not settle. The crossing on
Southcenter Parkway is a "real axle buster." Another thing,
does all the Council review the vouchers or is it just the
Committee? He was told that there are three Council Members
on the Finance and Personnel Committee to review them. Mr.
Traynor said that this is the way the taxpayers money is
being spent and Council should review the vouchers and not
depend on three people. Further, the dogs are bad on his
street also.
Randy Coplen, 17487 7th Ave. S.W., in Normandy Park said he
was attending the meeting for his wife. She has just
returned from a trip to Washington D.C. and returned with the
concern that the change in the tax laws is going to have an
impact on the existing tax structure of small municipalities.
She felt there is a movement a year or year and a half from
now that will affect the City of Tukwila. The State would
consider an income tax instead of the amount of sales tax
that is being collected. He challenged Council to stay aware
of this.
MOVED BY HARRIS, SECONDED BY SIMPSON, THAT THE COMMITTEE OF
THE WHOLE MINUTES OF AUGUST 11, 1986, BE APPROVED. MOTION
CARRIED.
Council Member Morgan said the attempt to balance the budget
including the CIP needs to be discussed. It is a guideline:
if Council approves it, we are projecting a balanced budget
out six years. Are all of the items in the CIP legitimate
and are the means in paying for them appropriate. If we com-
mit ourselves to this plan, what are we saying about the
future indebtedness.

Council Member Harris said the CIP is close to a wish list or
a planning tool. These are the possibilities for future
needs of the City. Each year as we budget, we select the
most important items and try and find ways to pay for them.
Some of the projects will never be accomplished so it is
futile to look for ways to pay for them all.
Council President Duffie said the CIP is only a plan; it is
something to work for. We will not accomplish all of the
items. If we didn't have a plan, we wouldn't do anything.
Councilman Simpson said he shares the feelings; it is a
planning tool. He would rather not borrow money, but some of
the projects are very expensive and borrowing will be
necessary. We need to be very careful about the funding
source and which projects we want to construct.
Council Member Harris said all of the streets in the CBD were
done by LID with some relief from the City. She advocated
that the South 168th Street project be funded the same way.
There are areas that cannot be funded by LID. These are the
ones we will have to fund by grants and borrowing. They will
enhance our City and bring in more money to pay the bonds
off. We are going to have to use this as a tool to help our
City grow.
Mayor Van Dusen said this is a tool, but a different kind of
tool. It includes capital projects that we would like to see
in the City. We looked at the total list and reduced it to a
plan. The only borrowing being done is for a Community
Center. They are suggesting this go to a vote of the people.
Each item in the CIP has been addressed.
Alan Doerschel, Finance Director, said that Administration
feels the projects in the CIP reflect a concensus of the
priorities. The plan will continue to change.
Don Morrison, City Administrator, said that one of the major
purposes in looking at it in a balanced format is there are
so many projects which take seven to ten years to get from
the planning stage through construction. It benefits the
City to look at it in a long term. You have to have the
foresight to look ahead at what revenues may be available.
Council Member Morgan said one of the problems is that the
proposed revenue for the CIP is from traditional sources.
Council has the responsibility of coming up with a full range
of possible resources. What is the effect of long term
financing and is it something the City wants to enter into.
She asked Council and Administration to spend some time on
this.

ORDINANCE IMPOSING AN EXCISE TAX ON SALE OF REAL ESTATE BE ON
THE AGENDA FOR THE NEXT REGULAR MEETING. MOTION CARRIED.
Dwayne Traynor, audience, asked if the City needs this addi-
tional tax money. Council Member Harris commented that pro-
jects are getting more expensive and the City cannot fund
them out of the current revenue. Mr. Traynor said that
increasing the tax isn't going to do it; the City needs to
cut some of the expenses.
