SUBJECT: Tukwila Maintenance Complex at Foster Golf Course - Structural Fill
Cascade Testing Laboratories has transmitted their Preliminary Soils Report
(10/18/84 - Cert. No. 8410 -63G) for the subject project. This report includes
their findings and recommendations for the placement of structural fill
at the South End of Foster Golf Gourse to meet the requirements of a roadway
parking facility and building structure. This report recommends the borrow
source supplied by Cascade Exvators, Inc. which is located at the Railroad
tracts in Renton, as suitable for a foundation material for the City's
proposed use. The alternate borrow source at Sea -Tac Airport was rejected
for this specific application.
Mr. Iddings of Cascade Excavators, Inc. has indicated this material is still
avialable (between 1,500 C.Y. and 3,300 C.Y.). On 10/29/84 I unsealed his
bid (attached). Under his proposed Alternate Bid, Cascade Excavators, Inc.
will provide up to 3,300 cubic yards, at $4.39 /CY.per the conditions of
Cascade Testing Laboratories as modified per the following:
. A. Grade and compact to 90 %+ in 6" to 8" lifts in the manner described
in Cascade Testing Report
B. Material to be provided within 90 calendar days of notice to proceed
C. Material will be provided in dry weather conditions only
D. Material to be placed as directed by City staff
Considering this material will set for over six months, I believe it will
consolidate to the 95% required compaction by the time the structure is
design and ready to be placed on the fill. Therefore, I recommend the
City proceed with the Alternate bid through Cascade Excavators, Inc. for
the Phase 1 fill for the project. Next year, when an additional budget
is appropriated, Phase II of the structural fill will complete the foundation
portion of the project.
This scope of work does not include scarafying the surface nor removing
any top soil. During prior excavations of the soil, I noted that the
top soil layer /organic material to be under 4" in depth. This depth of
organic material is under the 6" of organic material allowed to be left
in place, under strucutral fill per the Cascade Laboratory Report.
Removal: of the overburden material at the south end of the fill site
may be requi:redoand should be carried out as part of the Phase II
structual fill scope of work.
Per my discussion with Don Williams, the Budget Line Item for the Maintenance
Complex Phase I, to be encumbered is #101.575.600.65.01. Requested is
auth,::rization to proceed with this Project. Attached is PO #17596 for
execution along with an Encumberance Notice.
The Contractor will provide a Performance Bond and Cirtificate of Insurance
as part of his application for a Hauling Permit /Fill Permit associated
with this project.
Additional conditions the Contractor has agreed to in carrying out this
scope of work are as follows:
A. Erosion Control Measures will be taken as part of this work,
including desiltation ponds /filter fabric and ditching provided,
as required, during construction.
B. Dust Control: Water truck will be provided if dust becomes a problem.
C. Duration of Fill: Fill will be provided over the next 90 calendar days
during dry weather conditions.
. Traffic Control: Flagging will be provided when the Contractor
exceeds use of over 4 trucks onto SR -181 and local roads
(Haul. Route handled as part of Hauling Permit). Contractor
will utilize existing access road adjacent to Maule Ave R/W on
Puget Power. R/W now. available for City /County access road.

Dear Mr. Fraser,
Please find enclosed the test results for the (10) ten soil sam-
ples delivered td our laboratory on September 28 and 29, 1984.
PRELIMINARY
Based on the laboratory data and telephone discussions with you, we
will submit recommendations pertaining to the construction of the
proposed Vehicle Maintenance and Storage Facility.
We reiterate that these recommendations are based on the preliminary
lab results alone and therefore we strongly recommend further sub-
surface investigation of the site by our firm to assure that these
recommendations are adequate and correct prior to construction of
your buildings.
It is our understanding that the proposed structure will be a single
story slab on grade metal framed building with floor loads of 250
p.s.f. It is further understood that the site will be brought up to
building grade with the addition of (4) four to (6) six feet of
fill.

Based on test results and the type of construction proposed, we
make the following recommendations;
Site Preparation
All vegetation and surficial rubble should be removed prior to fill
placement. This should include any bush, rubble, building material
or substance that may deteriorate over time. Thin layers of topsoil
may be left in place and filled over. Heavily organic topsoil with
thicknesses greater than six (6) inches should be removed prior to
the fill placement.
Fill Placement
We recommend that fill placement start place during periods of dry
weather due to the moisture sensitive natural soils present at the
site. Once a good fill base is established the prevalent weather
conditions will dictate the quality of fill suitable for your pro-
ject.
We recommend utilizing a select class A or class B gravel backfill
for foundations meeting Washington State Standard Specification
1984, 9- 03.12(1) A or.B, the fill should be placed in (6) six to (8)
eight inch loose lifts and compacted to 95% of the ASTM D -1557 mois-
ture density relationship test for soils. Combined samples 4, 5 and
6 (see enclosed sieves), were found to meet the recommended class A
or class B specification for backfill. The combined samples 7, 8
and 9 did not conform to either class A or class B, gravel backfill
for foundations. Therefore, we recommend that the backfill for this
site be the combined sample 4, 5 and 6. Should another borrow site,
other than the above two be chosen, we suggest performing a full

sieve analysis prior to placing the new material on the site to
determine its suitability as backfill. Wet weather conditions should
dictate a clean granular fill, while dry weather allows the
placement of a material containing more fines ( -200 sieve material).
However, by utilizing a material with more fines, wet weather may
slow the progress of filling due to longer draining and /or drying
times required prior to continuing the fill process.
We would further recommend that an engineering geologist be present
to observe fill placement within the building site and check compac-
tion of the fill.
Foundation Design
For footings placed within the suitably compacted structural fill,
we recommend a maximum soil bearing value of 2000 psf.
All footings should be a minimum of (16) sixteen inches wide and
excavated at least (18) eighteen inches below the exterior adjacent
grade for frost protection.
Footings shall bear on a minimum depth of (2) two feet of structural
fill.
, Slab on Grade
We recommend that a minimum (4) four inch blanket of free draining
granular material having less than (3) three percent minus 200 sieve
size material be placed under the slab to provide a capillary
break.

This material should be lightly compacted to provide uniform slab
support, but we suggest that excessive compaction be avoided to
prevent destroying the free draining character of the blanket.
Further recommendations may be proposed following additional site
investigations by our firm.
This report has been prepared for the exclusive use of the City of
Tukwila for specific application to the proposed Vehicle Maintenance
and Storage Facility located at the Foster Golf Course in Tukwila,
Washington, in accordance with generally accepted soil and founda-
tion engineering practices. No other warranty, expressed or impli-
ed, is made.

SUBJECT: Tukwila Maintenance Complex at Foster Golf Course - Structural Fill
Cascade Testing Laboratories has transmitted their Preliminary Soils Report
(10/18/84 - Cert. No. 8410 -63G) for the subject project. This report includes
their findings and recommendations for the placement of structural fill
at the South End of Foster Golf Gourse to meet the requirements of a roadway
parking facility,:andrbuilding :structure. This report recommends the borrow
source supplied by Cascade Exvators, Inc. which is located at the Railroad
tracts in Renton, as suitable for a foundation material for the City's
proposed use. The alternate borrow source at Sea -Tac Airport was rejected
for this specific application.
Mr. Iddings of Cascade Excavators, Inc. has indicatedc' this material is still
avialable (between 1•,500 C.Y. and 3,300 C.Y.). On 10/29/84 I unsealed his
bid (attached). Under his proposed Alternate Bid, Cascade Excavators, Inc.
will provide up to -3,300 cubic yards, at $4.39 /CY.per the conditions of
Cascade Testing Laboratories as modified per the following:
A. Grade and compact to 90 %+ in 6" to 8" lifts in the manner described
• in Cascade Testing Report
B. Material to be provided within 90 calendar days of notice to proceed
C. Material will be provided in dry weather conditions only
D. Material to be placed as directed by City staff
Considering this material will set for over six months, I believe it will .
consolidate to the 95% required compaction by the time the structure is
design and ready to be placed on the fill. Therefore, I recommend the
City proceed with the Alternate bid through Cascade Excavators, Inc. for
the Phase 1 fill for the project. Next year, when an additional budget
is appropriated, Phase II of the structural fill will complete the foundation
portion of the project.
This scope of work does not include scarafying the surface nor removing
any top soil. During prior excavations of the soil, I noted that the
top soil layer /organic material, to be under 4" in depth. This depth of
organic material is under the 6" of organic material allowed to be left
t.
in place, under.strucutral fill per the Cascade Laboratory Report.
Removal of the overburden material at the south end of the fill site
may be requi:redoand should be carried out as part of the Phase II
structual fill scope of work.
Per my discussion with Don Williams, the Budget Line Item for the Maintenance
Complex Phase I, to be encumbered is #101.575.600.65.01. Requested is
authization to proceed with this Project. Attached is PO #17596 for
execution along with an Encumberance Notice.
The Contractor will provide a Performance Bond and Cirtificate of Insurance
as part of his application for a Hauling Permit /Fill Permit associated
with this project.
Additional conditions the Contractor has agreed to in carrying out this
scope of work are as follows:
A. Erosion Control Measures will be taken as part of this work,
including desiltation ponds /filter fabric and ditching provided,
as required, during construction.
B. Dust Control: Water truck will be provided if dust becomes a problem.
C. Duration of 'Fill: Fill will be provided over the next 90.calendar days
during dry weather conditions.
Traffic Control: Flagging will be provided when the Contractor
exceeds use of over 4 trucks onto SR -181 and local roads
(Haul Route handled as part of Hauling Permit). Contractor
will utilize existing access road adjacent to Maule Ave R/W on
Puget Power R/W now available for City /County access road.

Dear Mr. Fraser,
Please find enclosed the test results for the (10) ten soil sam-
ples delivered td our laboratory on September 28 and 29, 1984.
PRELIMINARY
Based on the laboratory data and telephone discussions with you, we
will submit recommendations pertaining to the construction of the
proposed Vehicle Maintenance and Storage Facility.
We reiterate that these recommendations are based on the preliminary
• lab results alone and therefore we strongly recommend further sub-
surface investigation of the site by our firm to assure that these•
recommendations are adequate and correct prior to construction of
your buildings.
It is our understanding that the proposed structure will be a single
story slab on grade metal framed building with floor loads of 250
p.s.f. It is further understood that the site will be brought up to
building grade with the addition of (4) four to (6) six feet of
fill.

Based on test results and the type of construction proposed, we
make the following recommendations;
Site Preparation
All vegetation and surficial rubble should be removed prior to fill
placement. This should include any bush, rubble, building material
or substance that may deteriorate over time. Thin layers of topsoil
may be left in place and filled over. Heavily organic topsoil with
thicknesses greater than six (6) inches should be removed prior to
the fill placement.
Fill Placement
We recommend that fill placement start place during periods of dry
weather due . to the moisture sensitive natural soils present at the
site. Once a good fill base is established the prevalent weather
conditions will dictate the quality of fill suitable for your pro-
ject.
We recommend utilizing a select class A or class B gravel backfill
for .foundations meeting Washington State Standard Specification
1984, 9- 03.12(1) A or B, the fill should be placed in (6) six to (8)
eight inch loose lifts and compacted to 95% of the ASTM D -1557 mois-
ture density relationship test for soils. Combined samples 4, 5 and
6 (see enclosed sieves), were found to meet the recommended class A
or class B specification for backfill. The combined samples 7, 8
and 9 did not conform to either class A or class B, gravel backfill
for foundations. Therefore, we recommend that the backfill for this
site be the combined sample 4, 5 and 6. Should another borrow site,
other than the above two be chosen, we suggest performing a full

sieve analysis prior to placing the new material on the site to
determine its suitability as backfill. Wet weather conditions should
dictate a clean granular fill, while dry weather allows the
placement of a material containing more fines ( -200 sieve material).
However, by utilizing a material with more fines, wet weather may
slow the progress of filling due to longer draining and /or drying
times required prior to continuing the fill process.
We would further recommend that an engineering geologist be present
to observe fill placement within the building site and check compac-
tion of the fill.
Foundation Design
For footings placed within the suitably compacted structural fill,
we recommend a maximum soil bearing value of 2000 psf.
All footings should be a minimum of (16) sixteen inches wide and
excavated at least (18) eighteen inches below the exterior adjacent
grade for frost protection.
Footings shall bear on a minimum depth of (2) two feet of structural
fill.
Slab on Grade
We recommend that a minimum (4) four inch blanket of free draining
granular material having less than (3) three percent minus 200 sieve
size material be placed under the slab to provide a capillary
break.

This material should be lightly compacted to provide uniform slab
support, but we suggest that excessive compaction be avoided to
prevent destroying the free draining character of the blanket.
Further recommendations may be proposed following additional site
investigations by our firm.
This report has been prepared for the exclusive use of the City of
Tukwila for specific application to the proposed Vehicle Maintenance
and Storage Facility located at the Foster Golf Course in Tukwila,
Washington, in accordance with generally accepted soil and founda-
tion engineering practices. No other warranty, expressed or impli-
ed, is made.
