COMMUNITY AFFAIRS AND PARKS COMMITTEE - Meeting Minutes
March 23, 2015 — 5:30 p.m. — Hazelnut Conference Room
PRESENT
Councilmembers: Verna Seal, Chair; Dennis Robertson, Allan Ekberg
Staff: David Cline, Robert Eaton, Laurel Humphrey
CALL TO ORDER: Committee Chair Seal called the meeting to order at 5:32 p.m.

A. Interlocal Agreement: Waterfowl Management Program
Staff is seeking Council approval to enter into an Interlocal Agreement with U.S. Department of
Agriculture for the continued population management of non - migratory Canada Geese, for a
term lasting through December 31, 2018. Eleven other agencies also partner in this program
and the City's annual expense is from $2200 - $2700, budgeted in Golf Maintenance. The project
focus in Tukwila is along the Duwamish River at Foster Golf Links. UNANIMOUS APPROVAL.
FORWARD TO APRIL 6, 2015 REGULAR CONSENT AGENDA.
III. MISCELLANEOUS
Councilmember Robertson mentioned he had attended a recent meeting with the Municipal Court
Judge, the City Attorney, the Court Administrator and the City Prosecutor to discuss penalty and
enforcement strategies for marijuana growing related offenses. He is interested in the development of
an ordinance that will establish additional penalties and clearly outline a process for the City to impose
them. Committee members and staff agreed to have further discussion around this topic at a meeting
in the near future.
